The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Colombia’s long path towards peace was heavily marked by the signing of a peace agreement in 2016 that was supposed to officially put an end to the longest-running conflict in modern Latin America. Nevertheless, even after more than four years since that historic milestone, violence continues to plague the country, endangering the transition towards a real transformation. Although the conflict’s origin is complex and multicausal, some of its root causes, such as socioeconomic inequality, limited political participation and the State’s absence in several regions, remain unsettled. Colombia faces a still tremendous challenge: the implementation of the peace accords – which independently of their actual fulfillment – rely on a broad reconciliation and consensus-seeking process. The European Trust Fund for Colombia (EUTF for Colombia) – established in December 2016 – embodies the EU’s aim to contribute to sustainable development in the long run. By shedding light on EULEX - the EU mission to Kosovo – this open access book investigates the EU’s peacebuilding activities in that country, in the light of the normative power theory in the post-conflict setting and peacebuilding theory. Ten years after the massive engagement of the EU in the country torn by war, the authors critically assess the effects of the EU projecting its normative power – the enforcement of its standards, ‘good’ or ‘bad’ – through the EULEX mission, taking into consideration also the local aspects, so far neglected in this field of research. Inspecting thoroughly the EULEX activities in the police, customs and judiciary sector, the authors reveal that the mission can contribute to a positive change, but only in those cases which do not request a heavy political involvement and broad leverage by other international players (for example in improving standards of work in police and customs). When it comes to the most serious cases of organized crime, corruption and war crimes, EULEX, however, has not been able to address them effectively due to several internal mission’s deficiencies and external factors; the perceived ineffectiveness of EULEX among the local population led to the lowering of trust not only in this CSDP mission, but also in the EU in general. This open access book offers a comprehensive assessment of the EULEX mission, based on two Horizon2020 research projects: IECEU - Improving the Effectiveness of Capabilities in EU Conflict Prevention, and KOSNORTH – The European Union and its Normative Power in a Post-conflict Society: A Case Study of Northern Kosovo (Marie Sklodowska-Curie Individual Fellowship). This book focuses on the problems of, and prospects for, strengthening the global system of security governance in a manner consistent with the aspirations and practices of the EU. The EU approach to security governance has been successful in its immediate neighbourhood: it has successfully exported its preferred norms and principles to applicant countries, thereby 'pacifying' its immediate neighbourhood and making all of Europe more secure. The EU governance orientation ultimately seeks to enlarge the European security community and expand the geopolitical area within which armed conflicts are inconceivable, and where state and private actors converge around a set of norms and rules of behaviour and engagement. The EU's success along its immediate boundaries has not yet been replicated on a global scale; it remains an open question whether the EU system of governance can be exported globally, owing to different normative structures (for example, a tolerance of armed conflict or non-democratic governance internally), great-power competition (such as US--China), or ongoing processes of securitization that has made it difficult to find a commonly accepted definition of security. Moreover, the EU system of security governance clashes with the continuing unwillingness of other major powers to cede or pool sovereignty as well as varying preferences for unilateral as opposed to multilateral forms of statecraft. This edited volume addresses both the practical and political aspects of security governance and the barriers to the globalization of the EU system of security governance, particularly in the multipolar post-Cold War era. External interventions to mitigate crises or end conflicts have rarely succeeded. The EU and its member states, in particular, have repeatedly run up against their limits in the civil wars in Afghanistan, the Congo, Libya, Syria, the Sahel region and Yemen. However, the EU – if not the entire international community – have learned one lesson from their faltering peacebuilding efforts: If they are to have any chance of making a meaningful and lasting difference, they must develop and use comprehensive strategies that combine and coordinate the various tools available to diplomacy, development cooperation and security. The 29 reports presented in this book – one for each EU member state as well as one on the EU as a whole – examine how steep the learning curve has been and, accordingly, how successful these bodies have been at forming new linkages among the various actors involved in external crisis and conflict management as well as within and between their institutions and organisations. While the EU clearly still has a long way to go before it can live up to its rhetoric and become a distinct and effective actor on the foreign policy stage, small and incremental steps in reorganising institutional practise may help in narrowing the gap between words and deeds.
