The activities of Iranian government elements, such as a 2011 attempt to assassinate the Saudi Ambassador in the United States, could pose a threat to U.S. national security. Congress enacted the Countering Iran in the Western Hemisphere Act of 2012, requiring State to assess the threats posed to the United States by Iran's presence and activity in the Western Hemisphere and to develop a strategy to address those threats. This report examines (1) State's collaboration with other key U.S. agencies and foreign partners to address Iranian activities in the Western Hemisphere, (2) the extent to which the strategy addresses elements identified in the act, and (3) the extent to which the strategy includes desirable characteristics of national strategies. GAO analyzed agency documents and interviewed agency officials in Washington, D.C.; Argentina; Brazil; Colombia; and Mexico. GAO chose these countries based on factors such as past instances of Iran-linked terrorist attacks and their bilateral relationships with the United States. GAO recommends that the Secretary of State provide the relevant congressional committees with additional information that would fully address the elements in the act. In the absence of such information, State should explain why it was not included in the strategy.

This report assesses the activities of organized crime groups, terrorist groups, and narcotics traffickers in general in the Tri-Border Area (TBA) of Argentina, Brazil, and Paraguay, focusing mainly on the period since 1999. Some of the related topics discussed, such as governmental and police corruption and anti-money-laundering laws, may also apply in part to the three TBA countries in general in addition to the TBA. This is unavoidable because the TBA cannot be discussed entirely as an isolated entity. Based entirely on open sources, this assessment has made extensive use of books, journal articles, and other reports available in the Library of Congress collections. It is based in part on the author's earlier research paper entitled "Narcotics-Funded Terrorist/Extremist Groups in Latin America" (May 2002). It has also made extensive use of sources available on the Internet, including Argentine, Brazilian, and Paraguayan newspaper articles. One of the most relevant Spanish-language sources used for this assessment was Mariano César Bartolomé's paper entitled Amenazas a la seguridad de los estados: La triple frontera como 'área gris' en el cono sur americano [Threats to the Security of States: The Triborder as a 'Grey Area' in the Southern Cone of South America] (2001). The selective bibliography includes books, journal articles, and other reports. Newspaper and magazine articles are footnoted. This report also includes an appendix containing brief profiles of six alleged operatives of Islamic fundamentalist groups in the TBA and a diagram of drug-trafficking routes in the region.

The Trump Administration insists that an end to Iran's malign activities is a requirement of any revised JCPOA and normalization of relations with the United States. The Trump Administration has articulated a strategy to counter Iran's "malign activities" based on * Applying "maximum pressure" on Iran's economy and regime through sanctions. President Trump withdrew the United States from the JCPOA on May 8, 2018, and reimposed all U.S. sanctions as of November 5, 2018. * Attempting to diplomatically, politically, and economically isolate Iran. * Training, arming, and providing counterterrorism assistance to partner governments and some allied substate actors in the region. * Deploying U.S. forces to deter Iran and interdict its arms shipments to its allies and proxies, and threatening military action against Iranian actions that pose an immediate threat to U.S. regional interests or allies.
