In the past six years, planned downsizing has reduced the civilian work force of the U.S. Department of Defense from over 1 million to just under 850,000. By 2001, approximately 119,000 more civilian jobs will be eliminated. The reemployment picture for civilians is not strong, and the economic impact of base closings will also be felt by the surrounding communities. This book presents creative ideas for civilian outplacement based on or suggested by private-sector experiences. It discusses a number of issues that the Department of Defense must consider in its outplacement efforts, including organizational planning for effective outplacement services, whether or not to customize services for particular types of employees, monitoring outplacement practices to learn what works, and working with local communities in providing both job search and social services.

The Note presents basic estimates of how the DOD budget would be affected by manning changes, then adjusts the estimates for differences between the DOD's budget effects and effects on the federal government's requirements for financing from the civilian sector. Cost effects associated with the use of individual manyears of military or civilian labor are distinguished from effects associated with changing personnel inventory flow patterns that support the change in use. The media in Greece and Turkey have played a crucial role in the political communication in their countries. Along with their main functions of monitoring the policies of the government on behalf of the public and providing news, the media in these two countries also served as key actors producing meanings through interpretative journalism. This study analyzes how Greek and Turkish newspapers’ columnists interpreted and framed military takeovers in their countries after the takeovers had happened. Refuting arguments in the literature asserting that Greek columnists kept their silence during the military regime due to censorship, while there was strong and open support in Turkey among newspaper columnists for the 12 September coup and the subsequent rule, this study argues that the situations in both countries were much more complex than these studies have claimed. It shows that important similarities existed between Greek and Turkish officers’ approach to the media in their countries during their respective periods of rule. In addition, Greek and Turkish columnists shared both similarities and differences in their framings and interpretations of the military’s takeover in their countries and the subsequent interregna.

The primary focus of this book is the laws of war, also referred to as the international law of armed conflict and international humanitarian law. There are two aspects to the laws of war, jus ad bellum, the rules governing resort to armed conflict, and jus in bello, the rules governing the conduct of armed conflict. The purpose of the book is to inform police officials about the latter. It is also written for other State officials, including the military, who may carry out police operations, educators and trainers of police and those who monitor or investigate police or otherwise seek to hold them accountable. In addition to considering rules of behaviour in actual armed conflict, the book focuses on police conduct in those forms of conflict that fall below the armed conflict threshold, that is to say situations of internal disturbance and tension. Whilst the laws of war are not legally applicable in such situations, it is argued here that some of its principles and provisions should form an important element in the strategy and tactics of policing civil disturbances, especially when they are serious in terms of scale or intensity of violence.
