This report examines what should be done by Government to sustain and increase Britain's export strengths. It is essential that the Government does all it can to help to create an environment that is supportive of businesses' engagement in international trade. The report calls on all Government departments to involve themselves in the exporting effort and not simply to leave it to UK Trade and Investment (UKTI), the Government export promotion agency. The Committee found that UKTI is, overall, a successful agency but that it has been subject to too much interference from other parts of government. Its priorities have been changed too often, leading to a lack of clarity. Treasury imposed revenue targets have also forced UKTI to offer businesses services it is able to charge for, rather than providing the services which will most benefit individual companies and the country. The Committee was also concerned to hear worrying reports about unnecessary competition and wasteful duplication of services by the Regional Development Authorities (RDAs), whose activities often seen to conflict or overlap with work being done by UKTI. If RDAs are to become more of a benefit than a burden to national trade promotion efforts this must stop, the report says.

We explore whether the global financial crisis has had heterogeneous effects on traded goods differentiated by quality. Combining a dataset of Argentinean firm-level destination-specific wine exports with quality ratings, we show that higher quality exports grew faster before the crisis, but this trend reversed during the recession. Quantitatively, the effect is large: up to nine percentage points difference in trade performance can be explained by the quality composition of exports. This flight from quality was triggered by a fall in aggregate demand, was more acute when households could substitute imports by domestic alternatives, and was stronger for smaller firms' exports.

This paper provides a comprehensive analysis of financial cycles using a large database covering 21 advanced countries over the period 1960:1-2007:4. Specifically, we analyze cycles in credit, house prices, and equity prices. We report three main results. First, financial cycles tend to be long and severe, especially those in housing and equity markets. Second, they are highly synchronized within countries, particularly credit and house price cycles. The extent of synchronization of financial cycles across countries is high as well, mainly for credit and equity cycles, and has been increasing over time. Third financial cycles accentuate each other and become magnified, especially during coincident downturns in credit and housing markets. Moreover, globally synchronized downturns tend to be associated with more prolonged and costly episodes, especially for credit and equity cycles. We discuss how these findings can guide future research on various aspects of financial market developments.
