This book investigates how the externalisation of EU migration policies is implemented in Tunisia after the fall of the Ben Ali regime in 2011 through the involvement of civil society organisations. The ‘democratic transition’ initiated by the Tunisian Revolution led to the emergence of a ‘vibrant civil society’ as a new actor in the implementation of migration policies. In a country where migration issues are highly politicised and have strongly entered the public space, civil society is now included in the EU-Tunisia negotiation process and is assigned the role of an intermediary for the implementation of controversial European policies related to sedentarisation of the Tunisian population and to the construction of Tunisia as a ‘country of destination’. The volume concludes by suggesting an alternative way of thinking about migrant struggles challenging the European border regime as ‘uncivil society’ struggles.

The main argument is that improving migrants’ rights and conceptual linkages between SSG/R and migration is best achieved, by decentring our gaze, namely going beyond the ‘national’ and ‘state-centric’ view that characterizes traditionally SSG/R and to consider the agency of both migrants and SSR actors. First from a migrants’ perspective, it is key for SSR actors to go beyond traditional legal classifications and to consider the diversity of personal situations that involve refugees, stranded migrants and asylum seekers, which might endorse different roles at different times of their journeys and lives. Second, the transnational nature of migration calls for a transnationalization of SSG/R too. For too long the concept has mostly been applied within the national setting of SSR institutions and actors. Migration calls for a clear decentring that involves a transnational dimension and more work among transnational actors and policymakers to facilitate a norm transfer from the domestic to the interstate and international level. As such, the ‘transnational’ nature of migration and its governance needs to be ‘domesticated’ within the national context in order to change the mindset of SSG/R actors and institutions. More importantly, the paper argues that poor SSG/R at home produces refugees and incentivizes migrants to leave their countries after being victims of violence by law enforcement and security services. During migrants’ complex and fragmented journeys, good security sector governance is fundamental to address key challenges faced by these vulnerable groups. I also argue that a better understanding of migrants’ and refugees’ security needs is beneficial and central to the good governance of the security sector. After reviewing the key terms of migration and its drivers in section 2, section 3 reviews how SSG is part of the implementation of the GCM. SSR actors play a role in shaping migratory routes and refugees’ incentives to leave, in explaining migrants’ and refugees’ resilience, in protecting migrants and refugees, and in providing security. Although it cautions against artificial classifications and the term of ‘transit migration’, section 4 reviews what the core challenges are in the countries of origin, transit and destination. Section 5 provides a detailed overview of the linkages between migration and each security actor: the military, police forces, intelligence services, border guards, interior ministries, private actors, criminal justice, parliaments, independent oversight bodies and civil society. Section 6 formulates some recommendations.

The 2018 Global Compact for safe, orderly and regular migration (GCM) is the latest and most comprehensive framework for global migration governance. Between normative aspirations and national interests, forced migrants often become pawns in host states' negotiations with internal and external actors. Focusing on North Africa, the Middle East, and the Horn of Africa, this paper offers an analytical framework to better understand forced migration governance across space and time from a more global, pluralist perspective in a logic of iterative theory-building. We hypothesise that some drivers of forced migration governance are distinct from drivers of migration governance - for example, global policy and conceptions of humanitarian norms and principles play a larger role in the former. We hypothesise that while forced migration governance is negotiated around humanitarian principles, in which international actors, externalisation, and civil society play a crucial role, it also functions as a regime strategy and is driven by certain characteristics of forced migrant groups, including size and perceived identity proximity. Finally, forced migration governance is characterised by strong path dependency.

This book provides a comparative overview of asylum seekers' reception throughout Europe by adopting a theoretical framework based on an analytical approach to the notion of multilevel governance. It challenges the tendency of the multilevel governance literature to overlook political controversies and conflicts and questions the assumption that it represents the best policymaking arrangement for promoting policy convergence. In doing so, it explores the functioning of the reception component of the Common European Asylum System in centralised states and federal/regional states and analyses its implementation at both national and local levels. Furthermore, the overall centralization of policymaking on reception regardless the institutional structure, seems to leave little room for MLG arrangements tailored to specific localities and triggers tensions between central governments and local authorities. Against the presentation of an asymmetric global governance, this article analyzes the formation of global migration governance with its focus on the politics of migration and development. It traces the marginalization of a rights-based approach to migration and the streamlining of migration governance into business-friendly migration management and a geopolitical securitization agenda. It also reviews the trajectory towards factoring migration into a global development policy discourse as formulated in the UN 2030 Development Agenda. Specifically, it indicates that the inclusion of migration into the Sustainable Development Goals (SDGs) may promote migrant workers' rights because several of these invoke universal human rights instruments, social protection and the observance of the ILO decent work agenda. However, this will only be possible if civil society critically engages powerful state and non-state actors in the process of monitoring the SDGs' implementation, and resists their streamlining into investment and free trade neoliberal development regimes.
