La deserción escolar se encuentra inmersa dentro de los sistemas sociales de cada país como también está presente en México y es una problemática que desemboca con repercusiones dentro de la vida cotidiana a través de problemas sociales como: dreamers, migración, robos, delincuencia, narcotráfico, ninis, entre otros. De ahí la importancia de comprender el problema desde un panorama científico con el fin, de poder generar contribuciones que aminoren la problemática antes mencionada desde las contribuciones sociales pero también, lograr entender la manera en que incide la problemática dentro del plano de cada individuo. Por ello en el presente documento se pretende evidenciar los factores que inciden en la deserción escolar desde el plano Internacional, Nacional, y/o Estatal, con el fin de concluir presentando una teoría del fenómeno de la deserción escolar la cual, se estructura con base en un conjunto de enunciados interrelacionados que definen, describen, relacionan y explican fenómenos de interés. Además, se considera desde dicho estudio que, el sistema educativo mexicano se encuentra diseñado desde una estructura de poder y control que genera que no todos los estudiantes concluyan sus estudios por más que ellos lo puedan llegar a desear y por ende dichos factores "imperceptibles" al estudiante ya estructurados, generan que deserte del sistema educativo sin lograr comprender la manera en que se encuentra diseñado el mismo sistema.

The researchers who have written this volume are clear not only that mass poverty is still the leading humanitarian crisis in developing countries, but that, if effective policies are to be put in place, the national elites who control governments and economies need to be convinced of both the reasons why reducing poverty is in their own and the national interest, and that public action can make a difference. Remarkably, in the rapidly growing literature on poverty, this volume is the first to use survey techniques to explore Third World elites' attitudes to poverty. Five cases - intended to be broadly representative of the diversity of situations in developing countries - were chosen: Brazil, South Africa, the Philippines, Bangladesh and Haiti. While the authors found major differences in how national elites understand and represent poverty, the classic threats that induced elites in late 19th Century Europe to be concerned with reducing poverty - the fear of crime, epidemics, military weakness or political unrest - do not feature prominently in the consciousness of most Third World elites. Nor do most of them believe that there is a viable solution to poverty through public action. The findings in this book throw light on one reason for the relative ineffectiveness of poverty reduction strategies hitherto, and the huge importance of presenting the problem of poverty in ways that fit more closely with the ways in which national elites understand their world.

Today Mexico is viewed as a success story in the management of economic adjustment and structural reform. Inflation is under control, capital and foreign investment are returning, and output growth has increased. Mexico's recovery, however, has been neither fast nor smooth, and the social costs the country has borne for the past several years have been very large. In 1982, Mexico faced a severe balance-of-payments crisis. Rampant inflation, capital flight, and a collapse of economic activity were the consequences of an overexpansionist fiscal policy and adverse external conditions. For the next five years, the Mexican government struggled to restore stability and growth without success. Falling oil prices and lack of adequate external financing made these goals extremely difficult to achieve. With the implementation of the Economic Solidarity Pact, inflation was finally brought down in 1988. However, fiscal discipline and far-reaching reforms notwithstanding, growth did not follow. To convince investors to put their capital in Mexico required something more. Initiatives such as the reprivatization of the banking system and the pursuit of a free trade agreement with the United States finally produced the observed turnaround starting in 1990. In this book, Nora Lustig tells the story of adjustment and reform in Mexico from the onset of the debt crisis in 1982 through the early 1990s when the sweeping reforms began to bear fruit. The author looks closely at the social costs of adjustment and who bore the greatest share.
