The state of food security and nutrition in the world, including that of the Europe and Central Asia region, was marked in 2020 by the outbreak of COVID-19 and resulting disruptions to markets, trade and food supply chains. The pandemic has had a negative effect on food security in the region. It is in this light that the report seeks to assess how food security and nutrition indicators in the region, subregion and countries have changed under the shadow of the pandemic and to monitor the region’s progress towards achieving the SDGs. The first major conclusion is that the subregions (such as the Caucasus and Central Asia) and countries that were already vulnerable before the pandemic became even more so in 2020. The resilience of the Europe and Central Asia region relies mostly on the provision of solid effort in the vulnerable subregions. The second major conclusion is that, although the region was doing better than the world in 2020 in some indicators, there is still an enormous amount of work ahead to achieve the Sustainable Development Goals.

The Food and Agriculture Organization of the United Nations (FAO) commissioned the National Research University Higher School of Economics (HSE) in Moscow to organize the international forum “Food policy, rural development and gender equality in Eastern Europe, Caucasus and Central Asia: current trends and the impact of the COVID-19 pandemic” which took place on 10, 12 and 17 March 2021. This paper is based on the discussions held at the webinars. It identifies and documents the key issues to inform stakeholders, and serves as a reference for the work of FAO and other development actors in the region. The presentations and discussions focused on the role of women in Central Asia (Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan and Turkmenistan) and South Caucasus (Armenia, Azerbaijan and Georgia), but also highlighted cases from the Russian Federation, other Eastern European countries (Belarus, Republic of Moldova and Ukraine), the Western Balkans (Albania, Bosnia and Herzegovina, Montenegro, North Macedonia and Serbia) and Turkey. This summary lists examples of promising practices in the region and beyond to improve the socio-economic opportunities of rural women and young people. In addition, based on the discussions of all three webinars, the summary offers a range of policy recommendations that can be deployed by FAO and Members.

On 20 December, the Food and Agriculture Organization of the United Nations (FAO) and oriGIn hosted the online event, Third regional consultation on geographical indications in Europe and Central Asia. Some 111 representatives from 34 countries of geographical indications (GIs) groups, national intellectual property offices and the World Intellectual Property Organization (WIPO), other public authorities (the representatives of ministries for agriculture and the European Commission’s Directorate-General for Agriculture and Rural Development), as well as geographical indication (GI) experts, participated in the event. A discussion paper was presented during the consultation outlining key concepts and global trends concerning GIs today. The empirical material presented in the paper was primarily built on oriGIn and FAO experiences, but also on country studies prepared for the Russian Federation, Republic of Moldova, Georgia, a group of Central Asian countries (Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan), as well as European Union countries (France, Poland, Hungary and Croatia). On behalf of oriGIn – the global alliance of GI – Massimo Vittori, Managing Director, coordinated the activities carried out by oriGIn.

The report was originally prepared as supporting documentation for an informal regional consultation on the state of Europe and Central Asia’s biodiversity for food and agriculture, held in Bonn, Germany, in April 2016. It was later revised based on feedback received from the participants of the informal consultation. It provides a description of the drivers of change affecting the region’s biodiversity for food and agriculture and of its current status and trends. It also discusses the state of efforts to promote the sustainable use and conservation of biodiversity for food and agriculture in the region, including through the development of supporting policies, legal frameworks, institutions and capacities.

On 8 March 2020, the Philippine government declared the State of Public Health Emergency to address the coronavirus disease (COVID-19). On 13 March 2020, the Government imposed enhanced community quarantine (ECQ) over Luzon. Subsequently, similar measures were imposed throughout the country, including in Mindanao, and especially in Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). Although the COVID-19 epidemic is primarily a public health concern, the necessary measures enacted to contain the spread of the virus, especially the restrictions placed on the movement of people and goods, were likely to have a significant impact on all levels of the agricultural market chain. The Food and Agriculture Organization of the United Nations (FAO), International Fund for Agricultural Development (IFAD), the World Food Programme (WFP), and the United Nations Children’s Fund (UNICEF) decided to conduct a rapid assessment on the impact of the COVID-19 outbreak on food security and nutrition. The results of the impact assessment was envisioned to inform key government agencies in identifying the appropriate measures and programs that will ultimately help ensure food security for all, at all times.
