L.A.'s Titans of Temple Street by Tom Sitton Pdf

This book studies Los Angeles County and its government since World War II. A special focus is given to the "Titans of Temple Street," the five-member Board of Supervisors that determines policies and actions for many issues throughout the county, especially for residents who do not live in the county's 88 cities. It is the largest of all U.S. counties, with a population of more than 10 million, more residents than 41 states, and an annual budget of more than $44 billion, more than all but 19 states. It has served as an innovative example of county government since the early 1900s.

Murder at the Sleepy Lagoon by Eduardo Obregón Pagán Pdf

This is a superior work. Pagan succeeds in using the Zoot Suit Riot as a lens by which to illuminate a forgotten slice of American culture and race relations during the 1940s. This is an important contribution to our understanding of race relations in World War II America.'' David Montejano, University of California, Berkeley The notorious 1942 ''Sleepy Lagoon'' murder trial in Los Angeles concluded with the conviction of seventeen young Mexican American men for the alleged gang slaying of fellow youth Jose Diaz. Just five months later, the so-called Zoot Suit Riot erupted, as white soldiers in the city attacked minority youths and burned their distinctive zoot suits. Eduardo Obregon Pagan here provides the first comprehensive social history of both the trial and the riot and argues that they resulted from a volatile mix of racial and social tensions that had long been simmering. In reconstructing the lives of the murder victim and those accused of the crime, Pagan contends that neither the convictions (which were based on little hard evidence) nor the ensuing riot arose simply from anti-Mexican sentiment. He demonstrates that instead a variety of pre-existing stresses, including demographic pressures, anxiety about nascent youth culture, and the war effort all contributed to the social tension and the eruption of violence. Moreover, he recovers a multidimensional picture of Los Angeles during World War II that incorporates the complex intersections of music, fashion, violence, race relations, and neighborhood activism. Drawing upon overlooked evidence, Pagan concludes by reconstructing the murder scene and proposes a compelling theory about what really happened the night of the murder.

The Age of Smoke by Frank Uekötter Pdf

In 1880, coal was the primary energy source for everything from home heating to industry. Regions where coal was readily available, such as the Ruhr Valley in Germany and western Pennsylvania in the United States, witnessed exponential growth-yet also suffered the greatest damage from coal pollution. These conditions prompted civic activism in the form of “anti-smoke” campaigns to attack the unsightly physical manifestations of coal burning. This early period witnessed significant cooperation between industrialists, government, and citizens to combat the smoke problem. It was not until the 1960s, when attention shifted from dust and grime to hazardous invisible gases, that cooperation dissipated, and protests took an antagonistic turn. The Age of Smoke presents an original, comparative history of environmental policy and protest in the United States and Germany. Dividing this history into distinct eras (1880 to World War I, interwar, post-World War II to 1970), Frank Uekoetter compares and contrasts the influence of political, class, and social structures, scientific communities, engineers, industrial lobbies, and environmental groups in each nation. He concludes with a discussion of the environmental revolution, arguing that there were indeed two environmental revolutions in both countries: one societal, where changing values gave urgency to air pollution control, the other institutional, where changes in policies tried to catch up with shifting sentiments. Focusing on a critical period in environmental history, The Age of Smoke provides a valuable study of policy development in two modern industrial nations, and the rise of civic activism to combat air pollution. As Uekoetter's work reveals, the cooperative approaches developed in an earlier era offer valuable lessons and perhaps the best hope for future progress.

The Juvenile Court System by Edwin Lemert Pdf

This volume is based on a detailed analysis of change in the law and in the administration of justice affecting juvenile off enders in California in the fifties and sixties. It addresses how procedural law develops on a long-term basis and under what conditions. It also examines the processes by which revolutionary changes occur in law and the extent to which social change can be directed or controlled by legislation. Social action to revise California's juvenile court law, which had remained little changed since 1915, began in 1958. Subsequently a small group of legal reformers who perceived anomalies in the law and in the underlying philosophy of the court overcame substantial resistance to effect revolutionary revisions of the law. Lemert examines their experience to determine how changes of such magnitude could take place after decades of gradual adaptations in the juvenile courts. His study also looks into the consequences of this change on the court and related agencies of law enforcement. The author sets forth a socio-legal theory of change-a conception of paradigms, normal evolution, and revolution in law. He applies this theory to data, with special attention to the resistance to legal change and the processes by which it gives way to the adaptive process of normal law. Lemert discusses the substantive aspects of juvenile law as it relates to human affect and meaning, touching on the existential elements of justice. Professionals dealing with juveniles, legal scholars, sociologists, and political scientists will find this book, with its emphasis on how to achieve more equitable administration of juvenile justice, has much to contribute to our understanding of the dynamics of social change.

The Zoot-Suit Riots by Mauricio Mazón Pdf

“The most incisive analytic study yet produced by a Chicano scholar . . . Mazón looks at the bloody incidents that erupted in Los Angeles during June, 1943.” —California History Los Angeles, the summer of 1943. For ten days in June, Anglo servicemen and civilians clashed in the streets of the city with young Mexican Americans whose fingertip coats and pegged, draped trousers announced their rebellion. At their height, the riots involved several thousand men and women, fighting with fists, rocks, sticks, and sometimes knives. In the end none were killed, few were seriously injured, and property damage was slight and yet, even today, the zoot-suit riots are remembered and hold emotional and symbolic significance for Mexican Americans and Anglos alike. The causes of the rioting were complex, as Mazón demonstrates in this illuminating analysis of their psychodynamics. Based in part on previously undisclosed FBI and military records, this engrossing study goes beyond sensational headlines and biased memories to provide an understanding of the zoot-suit riots in the context of both Mexican American and Anglo social history. “The latest scholarly work to probe the significance of the brawls that erupted in Los Angeles between uniformed servicemen and young Mexican-Americans in June, 1943 . . . Mazon’s contribution is a psychohistory of the riots in which he concludes that they were not as dangerous, or even riotous, as often portrayed.” —Los Angeles Times “In the nascent field of Chicano history psychohistorical studies are not abundant. Thus Mazón makes an immense contribution to the study of the Mexican American.” —American Historical Review
