Canada by International Monetary Fund. Monetary and Capital Markets Department Pdf

This Financial System Stability Assessment paper discusses that Canada has enjoyed favorable macroeconomic outcomes over the past decades, and its vibrant financial system continues to grow robustly. However, macrofinancial vulnerabilities—notably, elevated household debt and housing market imbalances—remain substantial, posing financial stability concerns. Various parts of the financial system are directly exposed to the housing market and/or linked through housing finance. The financial system would be able to manage severe macrofinancial shocks. Major deposit-taking institutions would remain resilient, but mortgage insurers would need additional capital in a severe adverse scenario. Housing finance is broadly resilient, notwithstanding some weaknesses in the small non-prime mortgage lending segment. Although banks’ overall capital buffers are adequate, additional required capital for mortgage exposures, along with measures to increase risk-based differentiation in mortgage pricing, would be desirable. This would help ensure adequate through-the cycle buffers, improve mortgage risk-pricing, and limit procyclical effects induced by housing market corrections.

Financial Stability Monitoring by Tobias Adrian Pdf

We present a forward-looking monitoring program to identify and track the sources of systemic risk over time and to facilitate the development of preemptive policies to promote financial stability. We offer a framework that distinguishes between shocks, which are difficult to prevent, and vulnerabilities, which amplify shocks. Building on substantial research, we focus on leverage, maturity transformation, interconnectedness, complexity, and the pricing of risk as the primary vulnerabilities in the financial system. The monitoring program tracks these vulnerabilities in four areas: the banking sector, shadow banking, asset markets, and the nonfinancial sector. The framework also highlights the policy trade-off between reducing systemic risk and raising the cost of financial intermediation by taking preemptive actions to reduce vulnerabilities.

Safeguarding Financial Stability by Mr.Garry J. Schinasi Pdf

How is finance related to economic processes, and why should it be viewed as a public good requiring policy action? This book provides an answer. The book develops a practical framework for safeguarding financial stability, which encompasses both prevention and resolution of problems. It also examines on-going and future challenges to financial stability posed by globalization, a growing reliance on derivatives and their markets, and the capital market activities of insurers and reinsurers.

Financial Stability Monitoring by Tobias Adrian,Daniel Covitz,Nellie Liang Pdf

The Dodd Frank Act (DFA) broadens the regulatory reach to reduce systemic risks to the U.S. financial system, but it does not address some important risks that could migrate to or emanate from entities outside the federal safety net. At the same time, the Act limits the types of interventions by financial authorities to address systemic events when they occur. As a result, a broad and forward-looking monitoring program, which seeks to identify financial vulnerabilities and guide the development of pre-emptive policies to help mitigate them, is essential. Systemic vulnerabilities, when hit by adverse shocks, can lead to fire sale dynamics, negative feedback loops, and inefficient contractions in the supply of credit. This study presents a framework that centers on the vulnerabilities that propagate adverse shocks, rather than shocks themselves, which are difficult to predict. This framework also highlights how policies that reduce the likelihood of systemic crises may do so only by raising the cost of financial intermediation in non-crisis periods. Figures. Monitoring Performance in the Public Sector by John Mayne,Eduardo Zapico-Goñi Pdf

A host of promising public sector reform efforts are underway throughout the world. In governments challenged by budget deficits and declining public trust, these reform efforts seek to improve policy decisions and public management. Along the way, program efficiency and effectiveness help rebuild public confidence in government. Whether through regular measurement of program inputs, activities, and outcomes, or through episodic one-shot studies, performance monitoring plays a central role in the most important current reform efforts. Monitoring Performance in the Public Sector, now available in paperback, is based on experiences derived from comparative analysis in different countries. It explains why there is interest in perfor¡mance monitoring in a given setting, why it has failed or created uncertainties, and identifies criteria for improving its design and use. One of the challenges this book offers is the need to consider dimensions of performance beyond the traditional ones of economy, efficiency, and effectiveness. With an increasingly diverse, interdependent, and uncertain public sector environment, for some stakeholders meeting objectives fixed some time ago may not be as important as the capacity to adapt to current and future change. In this vein, the contributors address a number of themes: the criti¡cal importance of organizational support for performance monitoring and making it consistent with the organizational culture, the need for active and effective leadership in defining criteria and implementing practical performance monitoring, the value of linking ongoing measurement with more than the traditional, strictly quantitative aspects of public sector performance. As we gain experience with performance monitoring and its uses, such systems should become more cost effective over time. This book will be of deep interest to public managers, government officials, economists, and organization theorists, and useful in courses on public administration. John Mayne is currently audit principal in the Office of the Auditor General of Canada. Eduardo Zapico-Go±i is deputy director of policy analysis at the Directorate of the Budget, Ministry of Finance, Spain, and associate professor of public management and budgeting in the Department of Politics and Public Administration, Universidad Autonoma de Madrid. Joseph S. Wholey is professor of public administration in the School of Policy, Planning, and Development, University of Southern California.

Teaching Public Budgeting and Finance by Bruce D. McDonald III,Meagan M. Jordan Pdf

Many universities offer the Master of Public Administration (MPA) or other public affairs degree, which includes at least one course in public budgeting or public financial management. The faculty who teach these courses can however sometimes struggle to cover the breadth of material required and to fully engage students in what can be a technical subject. Teaching Public Budgeting and Finance: A Practical Guide addresses this challenge by sharing hands-on classroom expertise from leading scholars and creative instructors in the field. Drawing on their extensive experiences with teaching, researching, and engaging in service, each contributor reflects on how their area of expertise can be taught most effectively, providing a discussion of student learning outcomes, pedagogical approaches, relevant resources, and appropriate course assignments. While no one book can provide a final say on classroom instruction, this first-of-its kind primer on teaching public budgeting and financial management courses is a detailed, indispensable guide for all faculty looking to improve the learning experience of students in the classroom. Teaching Public Budgeting and Finance: A Practical Guide is required reading for early career faculty as they prepare to teach the course for what may be the first time, as well as for more senior faculty looking to update their course, complement their own teaching strengths, or teaching the course for the first time in several years.

A Monitoring Framework for Global Financial Stability by Mr.Tobias Adrian,Mr.Dong He,Nellie Liang,Mr.Fabio M Natalucci Pdf

This paper describes the conceptual framework that guides assessments of financial stability risks for multilateral surveillance, as currently presented in the Global Financial Stability Report (GFSR). The framework emphasizes consistency in measuring financial vulnerabilities across countries and over time and offers a summary statistic to quantify aggregate financial stability risks. The two parts of the empirical approach—a matrix of specific vulnerabilities and a summary measure of financial stability risks—are distinct but highly complementary for monitoring and policymaking.

United Kingdom by International Monetary Fund. Monetary and Capital Markets Department Pdf

This paper assesses the stability of the financial system of the United Kingdom as a whole, not that of individual institutions. Since the last Financial Sector Assessment Program (FSAP), the U.K. financial system has put the legacy of the crisis behind it and has become stronger and more resilient. This FSAP found the system to be much stronger and thus better able to serve the real economy. Like all systems, the U.K. financial system is exposed to risks. Its position as a global hub exposes the U.K. financial system to global risks. In addition, the uncertainties associated with the possibility of British exit from the EU weigh heavily on the outlook.
