En 2011, dans la continuité du cadre de Hyogo pour 2005-2015 (Pour des nations et des collectivités résilientes face aux catastrophes), adopté en 2005 lors de la Conférence mondiale sur la prévention des catastrophes, l’Assemblée générale des Nations unies mentionnait que l’assistance humanitaire devait être intensifiée et fournie de manière plus efficace, dans un contexte mondial où les crises sont de plus en plus fréquentes et complexes. C’était reconnaître qu’il était nécessaire de repenser des programmes humanitaires conçus pour répondre à des besoins de court terme, mais sans réel souci de pérennité, et une aide au développement souvent inadaptée (par la lourdeur de ses procédures et ses délais de décaissement). Dans une nouvelle résolution adoptée en décembre 2013, l’Assemblée générale souligne l’impératif d’inclure cette démarche de renforcement de la résilience dans le nouvel agenda du développement « post-2015 », qui doit prendre le relais des OMD (Objectifs du millénaire pour le développement). L’approche de la résilience, qui permet de concilier aide humanitaire et développement, semble constituer une réponse cohérente au besoin crucial de soutenir et aider les populations en situation de fragilité et de vulnérabilité, offrant par là-même des possibilités non seulement de prévenir des chocs futurs, mais également d’assurer la continuité et de conduire l’indispensable transition entre les phases d’aide humanitaire et d’appui au développement. De nombreux bailleurs de fonds ont adopté des stratégies dans cette optique et adapté leurs structures d’intervention. Cet ouvrage s’interroge sur les innovations apportées par l’approche de la résilience, qui renouvelle l’aide au développement, en répondant aux nouvelles fractures et fragilités de nos sociétés dans un contexte de propagation accélérée des crises (environnementales, sanitaires, politiques et sociales...). Il analyse également les limites du concept, considéré parfois comme abstrait et « fourre-tout » dans ses fondements théoriques, et pose la question de son caractère opérationnel selon les acteurs et les échelles (ménages, entreprises, communautés humaines, villes, États, etc.), ainsi que selon les thèmes d’intervention (agriculture et sécurité alimentaire, environnement, etc.). De nombreuses études-pays centrées sur l’Afrique subsaharienne et l’océan Indien, la Colombie et Haïti mettent enfin en perspective ces analyses. En rassemblant dans une optique pluridisciplinaire des contributeurs venus d’horizons divers, à travers une tentative de synthèse critique, ce travail collectif vise donc à contribuer aux débats internationaux sur ce concept et à l’ébauche d’une réflexion partagée et équilibrée entre le Sud et le Nord. Jean-Marc Châtaigner est directeur général adjoint de la mondialisation, du développement et des partenariats (DGM) au ministère des Affaires étrangères et du Développement international. Ancien élève de l’École nationale d’administration et diplômé de l’Institut d’études politiques de Bordeaux. Depuis 1990, il a exercé des postes de responsabilités sur les questions de développement en France, en Afrique et auprès des Nations unies, et a été ambassadeur de France à Madagascar. Il est l’auteur de nombreux articles sur les questions de sécurité internationale, de politique africaine, de développement et de gouvernance et a notamment publié les ouvrages L’ONU en Sierra Leone.
