Gender, agriculture policies and climate smart agriculture in India by Barooah, Prapti,Alvi, Muzna Fatima,Ringler, Claudia,Pathak, Vishal Pdf

India’s agricultural systems are increasingly affected by the adverse effects of climate change. While the Government of India has put together an impressive set of programs to address climate change impacts on agriculture, substantial shortcomings of these programs have been identified, especially in reaching women farmers. Women’s increased vulnerability to climate change and reduced access to climate smart agricultural practices can be attributed to limited land ownership, poor access to credit, reduced access to information and formal extension, and time pressures from multiple domestic and productive demands on their time. We undertake an extensive policy review of India’s agriculture and climate policies and program, and supplement that with a series of focus group discussions with women and men farmers in Gujarat to discuss constraints and potential entry points for better reaching women farmers with climate smart agriculture practices. Village cooperatives and self-help groups can be key intermediary organizations that can support women’s access at the local, state and country level.

Gendered information channels for climate-smart agriculture practices: Evidence from India, Kenya, and Uganda by Welk, Lukas,Barooah, Prapti,Kato, Edward,Ndegwa, Michael K. Pdf

Lack of access to information is an important barrier affecting women farmers’ adoption of climate-smart agri culture (CSA) practices and technologies. To overcome this barrier, the use of information and communication technologies is increasingly being promoted. However, digital tools might widen, rather than reduce, gendered information gaps given women’s lower use of mobile phones and mobile Internet as compared to men in sub Saharan African and South Asia. This policy note summarizes data on information channels that women and men farmers use for CSA practices in Gujarat, India, parts of Kenya, and central Uganda. The results can be used by governments, nongovernmental organizations, and other actor groups interested in ensuring equity in access to information on CSA practices in low- and middle-income countries.

Impact of participatory video-based extension and posters on awareness, knowledge, and adoption of climate-smart agricultural practices: Insights from women farmers in Gujarat, India by Barooah, Prapti,Alvi, Muzna,Ringler, Claudia Pdf

Climate-smart agriculture (CSA) is critical for reducing smallholder farmers’ vulnerability and enhancing their capacity to cope with the adverse impacts of climate change. Constraints to information and extension access — especially among women farmers, who play a vital role in Indian agriculture — are increasingly acknowledged as a barrier for widespread adoption of CSA practices. This note summarizes results from a study implemented among smallholder women farmers in rural Gujarat, India, to assess the effectiveness of a participatory video and poster extension intervention on increasing awareness, knowledge, and adoption of CSA practices. The findings suggest that videos and posters are a viable information delivery mechanism for promoting awareness around CSA practices but should be supplemented with additional capacity development, access to financial resources, and labor-sharing arrangements.

Climate Smart Agriculture in South Asia by Barun Deb Pal,Avinash Kishore,Pramod Kumar Joshi,Narendra Kumar Tyagi Pdf

This book discusses various climate smart agro-technologies, their technical and economic feasibility across heterogeneous agro-climatic conditions, assessing farmers’ willingness to adopt those technologies, impact of climate smart technology in agricultural production and possible policy and investment opportunities to upscale it. Containing eight chapters, the book starts with a discussion about the methodological aspects of priority setting of the farm technologies across various regions of South Asia including Eastern Indo-Gangetic plain, Western Indo-Gangetic Plain and arid regions. Using data from field based trials and expert solicitations, the book next deliberates on a list of feasible technologies, assessed by constructing climate smart Feasibility Index. Further on, there is an analysis, using stated preference method, of the behaviour of farmers in adopting climate smart technologies. Preference of women farmers has been given a special focus in this book. After discussing the method priority setting of the farm technologies, impact of climate smart technologies has been analysed using real time data. Government policies have been reviewed with the view of achieving climate smart agriculture in South Asia. The book also describes the optimization modelling framework for investment allocation and technology prioritization. The model integrates both the bio-physical and the economic optimization model to capture the agro-climatic heterogeneity within the region and the variability of technical feasibility across regions and crops. Results of this model will help policy makers to identify how much to invest, where to invest and what technologies to prioritize for investments.

Scaling up climate-smart agriculture in South Asia: Synthesis report by Deb Pal, Barun,Tyagi, Narendra Kumar Pdf

South Asia is primarily an agrarian economy facing the five transitions of population growth, urbanization, increasing income, shift toward animal-based food, and climate change simultaneously. In the process of ensuring food sufficiency under the intertwined challenges posed by these ongoing transitions, the boundaries of natural resources have been violated with adverse impacts on the health of the ecosystem. The application of climate-smart agriculture (CSA) is viewed as an important strategy for imparting resilience to the food system in addressing the interconnected issues of food security through improved productivity and adaptation to and mitigation of the impacts of climate change. International Food Policy Research Institute (IFPRI) South Asia, in collaboration with its national partners, charted out and pursued studies for the policy and institutions required in upscaling CSA for the extensive South Asia region taking these broad CSA objectives in consideration. The important subthemes of this report include prioritization of CSA technologies for different agroclimatic regions, government policies for CSA, index-based insurance and climate risk management, and climate-smart investment and its implications on food security and farmers’ income.

Climate Change, Adaptation and Gender by Mamta Mehar,Narayan Prasad Pdf

This book offers a wide, in-depth study of the gender-climate change-agriculture nexus. The crux of understanding these connections comprises gender equality and tools to measure gender discrimination, the evolution of the concept of gender inclusiveness and its concerns; and the need to address the same by formulating gender-inclusive policymaking. Despite the fact that more than 50 years have elapsed since gender concerns were included in explorations of this nexus, there is still ambiguity around the foundations, connections, and approaches for planning gender-inclusive climate policies. It will be of wide interest to students, scholars, and researchers in gender studies, agriculture, climate change and rural development research, and also to practitioners, extension workers, and planners designing new climate-resilient practices.

Farmers’ preferences for climate-smart agriculture by Taneja, Garima,Pal, Barun Deb,Joshi, Pramod Kumar,Aggarwal, Pramod K.,Tyagi, N. K. Pdf

This study was undertaken to assess farmers’ preferences and willingness to pay (WTP) for various climate-smart interventions in the Indo-Gangetic Plain. The research outputs will be helpful in integrating farmers’ choices with government programs in the selected regions. The Indo-Gangetic Plain (IGP) was selected because it is highly vulnerable to climate change, which may adversely affect the sustainability of the rice-wheat production system and the food security of the region. Climate-smart agriculture (CSA) can mitigate the negative impacts of climate change and improve the efficiency of the rice-wheat-based production system. CSA requires a complete package of practices to achieve the desired objectives, but adoption is largely dependent on farmers’ preferences and their capacity and WTP. To assess farmers’ choices and their WTP for the potential climate-smart technologies and other interventions, we used scoring and bidding protocols implemented through focus group meetings in two distinct regions of Eastern and Western IGP. We find that laser land leveling (LLL), crop insurance, and weather advisory services were the preferred interventions in Eastern IGP. Farmers preferred LLL, direct seeding, zero tillage, irrigation scheduling, and crop insurance in Western IGP. Through the bidding approach, farmers implicitly express their WTP for new technologies that could transform current agricultural practices into relatively low-carbon and more productive farming methods. But actual large-scale adoption of the preferred climate-smart technologies and other interventions would require access to funding as well as capacity building among technology promoters and users.

Climate Change and Agricultural Development by Udaya Sekhar Nagothu Pdf

Two of the greatest current challenges are climate change (and variability) and food security. Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world. What is relevant and new is ‘the approach’ to exploit their adaptation and mitigation potential. However, a major limitation is the lack of evidence-based knowledge that is necessary for policy makers to prepare strategies for adaptation and mitigation. This book assembles knowledge of CSA, agroecology and conservation agriculture, and perspectives from different regions of the world, to build resilient food systems. The first part analyzes the concept, opportunities and challenges, and provides a global perspective, drawing particularly on studies from Africa and Asia. The second part of the book showcases results from various studies linked to soil, water and crop management measures from an ongoing program in India as well as experiences from other regions. The third section assesses the needs for an enabling policy environment, mainstreaming gender and sime final recommendations for up-scaling and/or out-scaling innovations.

Investment planning to minimize climate risk in agricultural production: An optimization model for a semi-arid region in India by Deb Pal, Barun,Kumar, Shalander,Patan, Elias Khan Pdf

The primary aim of this study is to prioritize investment required for scaling up climate-smart agriculture (CSA) technologies across different districts of Telangana state, which is in the semi-arid region of India. First, we analysed the trade-offs between expected agricultural income and its deviation across districts under drought and normal weather scenarios. The conventional MOTAD model was extended with various climate-smart technologies to assess their role in minimizing the trade-offs under various weather scenarios. A district-level panel dataset on cost of cultivation and crop production for 11 major crops under six different climate-smart technologies and farmers’ practices for five years (2010-11 to 2014-15) has been used. The dataset comprised a collation of official statistics on cost of cultivation, focus group interviews with farmers over the years, and data from experimental plots of Regional Agricultural Research Stations. The analysis reveals that the adoption of CSA technologies is likely to reduce production risk by 16% compared to farmers’ traditional practices (FTPs) while achieving optimum levels of crop income. Under a scenario of higher probability of drought, production risk is likely to increase by 12% in the state under FTPs; the adoption of CSA technologies could reduce the risk by 25%. The study suggests increasing investments in farm ponds and un-puddled machine transplanting in rice to minimize the risk-return trade-offs under a higher drought frequency scenario. Finally, the study generates evidence for policymakers to make informed investment decisions on CSA in order to enhance farming system resilience across districts in the semi-arid state of Telangana, India.

Challenges and opportunities in implementing video-based extension approaches targeting women farmers: An implementer’s perspective by Rwamigisa, Patience B.,Namyenya, Angella,Butele, Cosmas Alfred,Shah, Mansi,Githuku, Fridah,Njung’e, Dennis Pdf

Agricultural extension services play an important role in agricultural development. Timely and reliable information services are key to improving farmers’ knowledge of strategies to increase agricultural productivity, assisting them in accessing inputs and credit, providing early warning against pests and other shocks, and offering them critical advice on climate action. However, equitable access to knowledge, information, and technology remains challeng ing in most countries. This inequity is even more pronounced among farmers from marginalized groups, including women farmers, resulting in their limited access to climate resilience-enhancing technologies and practices. This note summarizes findings from implementers of participatory video-based extension interventions in India, Kenya, and Uganda. The findings suggest that videos targeting women farmers can reach them effectively. Still, participa tory video-based extension should be accompanied by group discussions, providing complementary inputs, and dismantling other barriers that impede women’s agency and achievements in agriculture.

Women's self-help groups, decision-making, and improved agricultural practices in India: From extension to practice by Raghunathan, Kalyani,Kannan, Samyuktha,Quisumbing, Agnes R. Pdf

This research was undertaken as part of the Women Improving Nutrition through Group-based Strategies (WINGS) study, and was aimed at understanding ways to improve agricultural practices among women farmers in India. Effective agricultural extension is key to improving productivity, increasing farmers’ access to information, and promoting more diverse sets of crops and improved methods of cultivation. In India, however, the coverage of agricultural extension workers and the relevance of extension advice is poor. We investigate whether a women’s self-help group platform could be an effective way of improving access to information, women’s empowerment in agriculture, agricultural practices, and production diversity. We use cross-sectional data on close to 1000 women from 5 states in India, and employ nearest-neighbor matching models to match self-help group (SHG) and non-SHG women along a range of observed characteristics. We find that participation in an SHG increases women’s access to information and their participation in some agricultural decisions, but has limited impact on agricultural practices or outcomes, possibly due to financial constraints, social norms, and women’s domestic responsibilities. SHGs need to go beyond provision of information to changing the dynamics around women’s participation in agriculture to effectively translate knowledge into practice.

Gendered impacts of COVID-19: Insights from 7 countries in Sub-Saharan Africa and South Asia by Alvi, Muzna Fatima,Gupta, Shweta,Barooah, Prapti,Ringler, Claudia,Bryan, Elizabeth,Meinzen-Dick, Ruth Suseela Pdf

It is widely recognized that periods of crisis affect men and women differently, mediated by their access to resources and information, as well as social and institutional structures that may systematically disadvantage women from being able to access relief, institutional support, and rehabilitation. To capture the gendered impacts of the COVID-19 pandemic and lockdowns, we conducted phone surveys in seven countries spread across Asia and Africa. The study was designed as a longitudinal panel study with five rounds of data collection in Ghana, Nepal, Nigeria, and Senegal, and three rounds of data collection in Kenya, Niger, and Uganda. Both men and women were administered the same survey, with some modifications made across countries to adapt to local contexts. This report gives an overview of our findings covering several topics including income loss, coping strategies, labor and time use, food and water insecurity and child education outcomes. We find widespread reports of income loss, which declined over time, but increased again as countries experienced a resurgence in COVID-19 cases and fatality. We find that households first depleted savings when faced with income loss and over time, use of savings reduced while other measures began to be adopted. Women reported greater food and water insecurity compared to men, including worrying about insufficient food and eating less than usual. This is particularly worrying since a large proportion of women also did not have adequately diverse diets. Moderate to severe water insecurity was reported in many of the countries, and as with food insecurity, women were more likely to report issues with accessing water for drinking and other household activities. In some countries, additional modules were added to capture country specific issues of policy relevance, such agriculture extension, mental health, and child marriage. The results make it clear that proactive investments will be needed, including social safety nets, favorable credit policies, nutrition and water investments, to ensure that the crisis does not further widen the gender gap in resources and achievements in rural areas of low- and middle-income countries.
