A Gender Equality and Social Inclusion (GESI) approach is fundamental to agribusiness transformation in the Eastern and Southern Africa region. Senegal has had extensive experience with the development and implementation of the farmer field school (FFS) approach across almost two decades. Building on this experience and that of the first phase of the scoping exercise conducted in the Near East and North Africa (NENA) region (and using the same methodology), a field visit took place in order to support the efforts of FAO Senegal in its FFS-related work and assessments, as well as assist with the production and sharing of information at the regional level. The main objective was to collect and analyse the experiences of FFS members, graduates and practitioners in relation to gender equality, social inclusion, and individual and community empowerment, as well as changes to these as a result of participation in an FFS, while also confirming the relevance and/or importance of certain related thematic areas. The purpose of the initiative is to make farmers’ experiences more visible, and not only demonstrate the impact of FFS programmes, but also use these experiences in future implementations of the FFS approach. By identifying gaps in knowledge and opportunities, achievements and challenges, best practices and lessons learned, this exercise aims to provide an insight into and deeper understanding of the FFS’ gender and social dimensions. It offers the opportunity to reflect on this cross-cutting issue to allow these aspects to be better incorporated into the broader FFS discussion and its wider work. The exercise also identifies the needs of FFS facilitators in relation to gender equality, social inclusion and community empowerment, and examines the relevance of related concepts and approaches and its modalities. A review of the existing work on strengthening gender equality and improving access for vulnerable groups within the context of FFS programmes has also been conducted.

The FAO-EU forest law enforcement, governance and trade (FLEGT) programme seeks to reduce and eventually eliminate illegal logging. With the support of its donors, the European Union, the Swedish International Development Cooperation Agency (SIDA) and the Foreign, Commonwealth and Development Office (FCDO), the FAO-EU FLEGT Programme funds projects created by governments, civil society and private sector organizations in Latin America, Africa and Asia to improve forest governance and promote trade in legal timber products on domestic and international markets. The Programme works in support of the European Commission’s Action Plan on FLEGT to promote the legal production and consumption of timber. The evaluation looked at the third phase of the programme, which remained a significant contribution to the goals of the FLEGT Action Plan. The increased capacity of service providers (particularly beginner non-governmental organizations and civil society organizations) and micro, small and medium-sized enterprise associations was considered the most significant change generated by the programme. The promotion of South-South cooperation proved to be an important aspect of capacity enhancement. Thanks to increased capacities, but also multi-stakeholder platforms and improved policy and regulative tools, a positive incipient impact on more inclusive forest governance has been achieved. More information and independent forest monitoring provided an important contribution to improved enabling conditions for legal timber trade and on the information of timber legality, even though the actual market impact is still limited. Recommendations to FAO and its project partners and stakeholders include actions to take away institutional, fiscal, technical and political barriers to scale up results, and actions to strengthen the sustainability of results, gender equity and social inclusion, knowledge management as well as monitoring and evaluation.

‘Rural youth’ is a new focus area within the CGIAR (and in the wider academic literature), yet there are few studies which examine young people’s roles and relationships to trees, forests and agroforests. This background report suggests ways the CGIAR Research Program on Forests, Trees, and Agroforestry (FTA) can involve rural young people into its research and action. This is at a time when academic and government reports note the widening gaps between the aspirations young people have as compared to the realities of the job markets in much of the Global South. For rural and marginal areas, these trends are especially acute as agriculture and forestry sectors decline and many rural young people desire stable, paid employment., suggesting now is a critical time to involve young people into FTA’s research and action. In doing so, the report examines how rural youth are studied from a variety of angles: in contemporary agrarian, youth and development literatures, and examines how young people are studied by five large development agencies; and by some of CGIAR’s Research Programs. In learning from these studies, the report offers four major lessons for FTA. These lessons focus on how to study rural youth and their various contexts, conceptually and methodologically; how to engage local to regional rural development activities; and how to support local to national level partnerships. All of these activities give means and networks of support for rural young people’s development and employment. In sum, the report offers key questions and starting points for engaging with young people in each of FTA’s Flagships, which can not only move the Gender Equality and Social Inclusion Strategy forward, but help study and address the challenges facing rural livelihoods and landscapes now and in the future.

Both women and men depend on forests, agroforestry and trees for their livelihoods, and play a critical role in managing them.
