"This book aims to assess how the Co Tu peoples, an ethnic minority living in the central region of Vietnam, benefit from participation in a benefit sharing mechanism which allows legal collection of non-timber forest products inside special use forests. The research also examines social and cultural influences which impact on cultural harvesting and gender relations in the commune and households, particularly in regards to local rights and roles in harvesting the products. The results indicate that benefits from collecting non-timber forest products after introduction of the benefit sharing mechanism were insignificant when compared with before its introduction. Furthermore, development activities under the benefit sharing mechanism did not have any impact on local people, in terms of diversification of livelihood strategies, nor did it increase household income. Women, in particular, faced limitations in participating in the benefit sharing mechanism's program, as a result of strong customary laws within their ethnic group. However, the benefit sharing mechanism did increase women's knowledge on equal rights and roles in access to and control over forest resources, and their sense of responsibility in forest management and conservation"--Back cover.

Recognising widespread uncertainty about how to address gender within the forestry world (from researchers, as well as natural resource, development and conservation practitioners), this paper strives to provide targeted guidance. We divide gender methods into three main approaches, based on the availability of resources. In the first section, we provide a brief discussion of theory and method. Then, after discussing some all-purpose methods, we classify methods loosely into categories of ‘quick and [more or less] dirty’; systematic ‘academic’ studies; and collaborative studies. We argue that although there is legitimate space for all three approaches, the last is the most likely to result in long-term and meaningful improvements in forests and human well being.

Despite the importance of forests for global processes and the tradition of forest management by local Amazonian peoples, there is not much available literature on gender and forests in the Amazon region. Yet gender roles and relationships are important components of key emerging forest-related issues, such as climate change and the differential risks and opportunities faced by women and men in different contexts. This paper reviews recent literature (in English, Spanish and Portuguese) that addresses gender and forests in Amazonia, focusing on: property rights in Amazonian territories and communities; diverse and changing gender relations; forest management programs; and womens participation in social movements and organizations. The review finds significant historical, sociocultural and material barriers to gender equity and to womens full participation in sustainable management of Amazonian forests, and a relative lack of focus on gender in forest management programs, despite promising examples. The most important finding was that, over the past two decades, women from different Amazonian social groups have become increasingly organized, enhancing their rights, levels of participation and empowerment. More research is needed to understand the variability of gender relations and rights in different Amazonian contexts, and how they are changing. Research is also needed to understand and support efforts to improve gender equity in rights to resources and income and participation in key community and societal decisions on the future of Amazonian forests and their peoples.

This book examines the processes for the inclusion of women, and the role of women employees in Nepal’s forestry bureaucracy. The book adopts a “gender lens” drawn from feminist institutionalism and is framed around the following four objectives: evaluating the effectiveness of current legislative and policy frameworks for the inclusion of women in the Nepalese forest bureaucracy; examining the dynamics of organizational culture, formal and informal institutions, and structure and agency in and around forest bureaucracy in Nepal; assessing power relations in forestry institutions focusing on influential participation of women forestry professionals in the bureaucratic structure; and gaining insights about the alternative space of feminist institutionalism in connection with women inclusive forest bureaucracy. Findings in the book inform and extend feminist institutionalism perspectives by applying it to a context which remains under explored, providing insights on the efficacy of public sector cultural change, especially as it relates to those areas within bureaucracies less in a position to adopt the changes mandated by society and principles of good governance.

It seeks to establish an equilibrium in analyzing the access, use, and management of forest resources by individuals from both sides of the gender divide. This paper primarily investigates the relevant secondary data in line with the operationalization of the theme. It also suggests that these differences may be related to three factors: gender equity in access and dissemination of technology, a labor constraint faced by women, and a possible limitation to women's sanctioning authority. Mixed female and male groups offer an avenue for exploiting the strengths of women and men while tempering their shortcomings.

Key messages Participatory Prospective Analysis (PPA) proved to be effective for encouraging collective reflection to identifythreats to forest tenure security as well as to develop ways to improve local people's tenure security over forests in Kibaale district, Uganda. A PPA exercise carried out in 2015/16 brought together stakeholders from district government, civil society, local communities and the Bunyoro kingdom, as well as politicians, to discuss the past, present and future of forest tenure security in the district. As the forest and land sectors are male dominated, a separate women-only PPA workshop was organized to gather women’s perspectives.While the mixed group and women-only PPA stakeholders identified four common key influences on forest tenure security, they also each identified four unique influences. Commonly identified influences were: the role played by politicians; the implementation capacity of key stakeholders (particularly at district level); the implementation and enforcement of forest laws and policies; and population dynamics, including the influx of migrants. Influences identified only by the women’s workshop were: access to adequate funding for reform implementation; the level of security in the district; and the role of NGOs, particularly those working to advance and defend women's forest tenure rights. Influencing factors identified only by the mixed group included: the knowledge, attitudes and participation of local people in implementing forest tenure reforms; and the extent of forest tenure rights actually granted to communities.Stakeholders identified two desirable and three undesirable scenarios to envision the potential forest tenure security situation in Kibaale in 2025. Desirable scenarios involved participatory formulation and implementation of forest policies and plans; clear tenure rights; adequate funding for implementing forest tenure reforms; well-informed local communities; and corruption-free political leadership. Undesirable scenarios were characterized by insecure forest tenure rights due to immigration; and unfair enforcement of forest laws in favor of powerful, well-connected immigrants over indigenous peoples.The PPA then identified potential actions to be undertaken by different stakeholders to improve access to local forest tenure rights over the next decade. These included: the dissemination of laws, policies and technologies to communities and their political leaders; increased community involvement in resource planning and implementation (including the enforcement of rules); and the development of policies and laws to address problems caused by immigration.The women-only PPA workshop viewed major threats as being the prospect of men taking over trees that women have planted (due to discriminatory cultural practices that prevent women from owning land and trees). They also viewed the lack of funding to invest in tree planting and for acquiring their own land, lack of access to markets, political instability and limited NGO influence as factors that could undermine forest tenure security over the next decade.
