This Working Paper presents methodological and substantive findings of gender-differentiated quantitative farm household surveys about smallholder’s private irrigation technology adoption in Ghana and Zambia. Focusing on three gender variables, household headship, labor provision and plot management, the paper examines adoption rates, types of technologies and gendered labor provision in female- and male-headed households; compares adoption rates on women’s own plots with overall rates; compares women’s decision-making on irrigated plots and rainfed plots; and examines impacts of targeting strategies. Findings suggest that women are proactive irrigation adopters in spite of the many obstacles they face. Removing those obstacles serves both gender equality and irrigation policies.

Gender inequality in Palestine has contributed to the marginalization of women from access and control over available resources including water. This inequality has been entrenched through legal, political and social systems. Palestine’s Gender-Responsive Water Assessment was carried out in the West Bank in 2021 by the Food and Agricultural Organization of the United Nations (FAO) in partnership with the Palestinian Authority (PA)- Ministry of Agriculture (MoA) as part of the “Implementing the 2030 Agenda for Water Efficiency, Productivity and Water Sustainability in NENA [North East and North Africa] Countries (GCP/RNE/009/SWE)” project. The project had recommended gender-responsive water assessments to evaluate the relative situation of women and men in different communities regarding water access, governance and use in the countries targeted by the interventions. The aim of the assessment was to outline areas where future investments and programme interventions in water and agriculture would be needed to support progress towards gender equality and sustainable water resource management in a synergistic way. In addition to a review of the existing literature, the study gathered information at the field level, assessing five local communities in the northern West Bank.

This book examines water security as a prime example of how the economic, socio-cultural and political-normative systems that regulate access to water reflect the evolving and gendered power relations between different societal groups. Access to water is characterized by inequalities: it depends not only on natural water availability, but also on the respective socio-political context. It is regulated by gender-differentiated roles and responsibilities towards the resource, which are strongly influenced by, among others, tradition, religion, customary law, geographical availability, as well as the historical and socio-political context. While gender has been recognized as a key intervening variable in achieving equitable water access, most studies fail to acknowledge the deep interrelations between social structures and patterns of water use. Proof of these shortcomings is the enduring lack of data on water accessibility, availability and utilization that sufficiently acknowledges the relational nature of gender and other categories of power and difference, like class and socioeconomic status, as well as their comprehensive analysis.
