Finance & Development, September 2003 by International Monetary Fund. External Relations Dept. Pdf
This paper highlights that the Washington Consensus helped fill the need for an economic policy framework following the discrediting of central planning and import-substitution trade strategies. Latin American governments championed the Consensus in the early 1990s, and the policy agenda delivered some of the things it was supposed to—healthier budgets, lower inflation, lower external debt ratios, and economic growth. But unemployment rose in many countries and poverty remained widespread, while the emphasis on market openness made states vulnerable to the side effects of globalization.

Global Development Finance, 2000 by World Bank Group Pdf
Over the past year, developing countries have started to recover from the 1997-99 global financial crisis. The elements underlying the recovery: strong industrial country growth, robust global trade, and firming commodity prices, should permit more 'self-financing' and more sustainable growth in developing countries than has been the case following previous crises. International capital market flows, however, remain selective and volatile. This publication provides a comprehensive look at external debt and financial flows to developing countries. There are more than 200 time-series indicators for 137 countries, plus regional and income groups. Data retrieval is in spreadsheet or database format and data can be exported in many formats. There is complete data on the external debt and international capital flows of developing countries; country group aggregated data and summary tables from 1970-1998 with estimates for 1999; country time-series from 1970-1998, plus 'pipeline' projections from 1999-2007, for 137 World Bank borrowers.
