Water resource management in the United States is evolving in the face of continuing challenges to protect water quality, provide adequate quantities of water for competing uses, and protect habitat and other natural resources. In many jurisdictions and agencies this evolution is increasingly leading toward adoption of watershed management. This approach is characterized by planning and decision making on a watershed scale, integration of a variety of competing water resource priorities and goals, cooperation of multiple stakeholders and governmental agencies, and increased levels of public participation. This report identifies the most promising watershed planning and management approaches from around the world; evaluates how they operate, their benefits and limitations; and assesses the degree to which these approaches could be successfully adapted to the U.S. context. Drawing on this international experience, the report is intended to inform policy makers and practitioners and to promote the implementation of integrated watershed management approaches that are most likely to succeed. Significant vulnerability of water systems to drought is a common issue of water resources management in Mediterranean regions. This is due both to the increasing occurrence and severity of drought events and to the growing demand for municipal, tourist, and agricultural uses. The INCO-DC project entitled "A Decision Support System for Mitigation of Drought Impacts in the Mediterranean Regions" (DSS DROUGHT) addresses this issue, contributing to an improved management of water supply systems for irrigation, which represents the most consumptive sector of water resources uses in the Mediterranean region. In order to develop a comprehensive approach toward improved operation of irrigation systems under drought conditions, the project was developed around the following five main, strictly interconnected tasks: Identification of drought characteristics at a site and over a region Modelling irrigation management under conditions of water scarcity Modelling operation of water supply systems under drought conditions Integration of the developed methodologies within a Decision Support System software package Definition of requisites for Drought Watch Systems The research resulted in an advancement of knowledge through in-depth analysis of innovative methodologies, the development of tools to help decision-makers in coping with droughts through the implementation of the developed procedures in software packages, and the application of these tools to the case-studies identified by partners in their countries.

Intensifying water constraints threaten food security and nutrition. Thus, urgent action is needed to make water use in agriculture more sustainable and equitable. Irrigated agriculture remains by far the largest user of freshwater, but scarcity of freshwater is a growing problem owing to increasing demand and competition for freshwater resources. At the same time, rainfed agriculture is facing increasing precipitation variability driven by climate change. These trends will exacerbate disputes among water users and inequality in access to water, especially for small-scale farmers, the rural poor and other vulnerable populations. The State of Food and Agriculture 2020 presents new estimates on the pervasiveness of water scarcity in irrigated agriculture and of water shortages in rainfed agriculture, as well as on the number of people affected. It finds major differences across countries, and also substantial spatial variation within countries. This evidence informs a discussion of how countries may determine appropriate policies and interventions, depending on the nature and magnitude of the problem, but also on other factors such as the type of agricultural production system and countries’ level of development and their political structures. Based on this, the publication provides guidance on how countries can prioritize policies and interventions to overcome water constraints in agriculture, while ensuring efficient, sustainable and equitable access to water.
