The strikingly different labor market performance of major industrial countries suggests that neither globalization nor skill-biased technological change necessarily result in rising unemployment or declining wages of low-skilled workers. Rather, globalization and technological change cause labor market problems in those economies that fail to adjust sectoral production structures in accordance with their comparative advantages. Labor market outcomes in Germany - especially when compared with the United States - suggest that high unemployment is the price for insufficient wage flexibility. However, the experience of Japan and the United Kingdom points to missing links in the debate on labor market effects of globalization and skill-biased technological change. In Japan, both unemployment and wage disparities remained low. The contrasting experience is provided by the United Kingdom, where the rising wage gap did not prevent high unemployment of low-skilled workers. All major industrial countries have been confronted with fiercer import competition and outsourcing in low-skill labor-intensive industries. But the response to this common challenge has different remarkably. Japan has outperformed its major competitors in restructuring manufacturing employment towards more sophisticated lines of production, and in achieving an appropriate pattern of trade specialization. Hence, structural change is the key to avoid labor market problems in the era of globalization. Different labor market outcomes are closely related to differences in the rate of factor accumulation, which comprises physical, human and technological capital. Especially industrial countries currently plagued with high unemployment have little choice but to forego consumption today in order to improve future real incomes and employment opportunities of lowskilled workers. Thus, successful structural change does not come for free.

It finds that technological advances offers prospects for stronger productivity and growth, but brings risks of increased income polarization. This calls for inclusive policies tailored to country-specific circumstances and preferences, such as investment in human capital to facilitate retooling of low-skilled workers so that they can partake in the gains of technological change, and redistributive policies (such as differentiated income tax cuts) to help reallocate gains. Policies are also needed to facilitate the process of adjustment.

But will the developed countries be allowed to keep their markets open and absorb exports from developing countries? Many in the U.S. and Europe blame international trade for unemployment and wage inequality. But what is the real relationship? Lawrence contends that while trade has played some role in reducing the wages of poorly educated workers in the U.S. and in raising the unemployment of unskilled workers in Europe, its impact has been small compared with other causes of these changes. Lawrence examines the role of trade in developed and developing countries and its impact on labor markets and wage inequality, and discusses what he considers the more important effects of technological and organizational change. He begins by focusing on U.S. wage behavior, then moves to wage behavior in the OECD countries. Lawrence concludes that the impact of globalization on OECD labor markets has been far less damaging than many have argued and, indeed, that international trade enhances national welfare. He presents considerable evidence that the sources of poor labor market performance are essentially domestic—they reflect ongoing technological and organizational shocks that would be present even if the economy was closed. This evidence suggests that international differences in wage rates and labor standards are not major factors in OECD labor market behavior. He explains that the major challenges to policy are educating the public on the nature of these changes, emphasizing the need for worker training and education to take advantage of new technologies and new organizational structures, and developing measures to reduce earnings inequality while preserving and increasing wage flexibility. Labor markets around the world have become increasingly integrated over the last two decades, with the entry of China, India and the former Eastern bloc into the world trading system, the removal of restrictions on trade and capital flows, and rapid technological progress. At the same time, the share of labor in national income decreased in most advanced countries. This paper uses a labor share equation derived from a translog revenue function to estimate the contributions of globalization, technological progress, and labor market policies to the decline in the labor share. The results, obtained for 18 advanced countries over 1982- 2002, suggest that globalization was only one of several factors that have affected the labor share. Technological progress, especially in the information and communications sectors, has had a bigger impact, particularly on the labor share in unskilled sectors.
