This report from the Public Administration Select Committee (PASC) concludes that the practice of appointing ministers from outside Parliament via the House of Lords should be exceptional and subject to more checks and balances. Introducing a wider range of experience into ministerial teams can sometimes make government more effective, but government could also achieve this by making greater use of the range of talent on their own backbenches. The Committee argues for more scrutiny of outside appointments when they are made. The Prime Minister would be required to explain to the House of Commons why an appointment had been made, under what terms and what was expected of the minister during their time in government. The prospective appointee could be required to attend a pre-appointment select committee hearing. PASC identifies a strong argument of principle that ministers in an unelected House of Lords should be accountable to all Members of the House of Commons. People who have been appointed to the Lords to be ministers should not automatically receive a title and place in the legislature for life. It may be preferable to have a limited number of ministers who are members of neither House but accountable to both. The Committee also examined the role of so-called 'tsars'. There should be much more transparency about such appointments, with greater clarity about their roles and responsibilities and a public statement of what they have achieved in their posts.

The Committee examines the number of ministers in the United Kingdom Government and calls for substantial reductions in the number of government ministers and in the wider payroll vote in the House of Commons. It also builds on some of the conclusions of their report on Good Government (HC 97, session 2008-09, 8th report (ISBN 9780215532244). There are currently 119 ministers in the United Kingdom Government, in addition to those in the devolved institutions. The Committee is sceptical about claims that this reflects the growing complexity of government, noting that in the years around 1950 the government created the welfare state, undertook major nationalisations and administered the British Empire with only 81 ministers.The Committee concludes that some junior ministerial posts are unnecessary and moreover that an excessive number of posts is harmful to good government, costly and inefficient; even where ministers are unpaid. There is also concern about the size of the 'payroll vote' in the House of Commons, which now comprises nearly 40 per cent of the governing Parliamentary Party.The Committee's key recommendations are: A reduction in the number of ministers of around one third; steps to close the loop-hole whereby unpaid ministers do not count against some statutory limits on the numbers of ministers; halving the number of Parliamentary Private Secretaries by restricting them to one for each Department or Cabinet Ministers and abolishing Parliamentary Assistants to Regional Ministers; and a limit on the total size of the payroll vote in the House of Commons of 15 per cent of its total membership.

In this report the Public Administration Select Committee (PASC) argues that the Government appoints too many ministers and should reduce their number by the middle of the Parliament, As it devolves real power and responsibility to local communities. And following the decision to cut the number of MPs in the House of Commons from 650 to 600, The Committee finds further scope for reductions. 141 MPs are currently on the 'payroll vote' as ministers or their Parliamentary aides. If this number remains static at the same time as MPs are cut, it will effectively increase the payroll vote - further strengthening the Executive at the expense of Parliament. PASC urges three steps on the Government to reduce this power of patronage: The current legal cap on the number of paid ministers should set the absolute limit; the legal limit on the number of ministers in the Commons should be cut by eight; the number of PPSs should be limited to one per department - a reduction of 26. The report recommends a review of ministerial numbers to reflect the smaller government. Ministers' time is not always well spent and the report identifies a number of ways in which the Government could therefore refocus ministers' work and make them more effective. The Committee believes it should ultimately be possible to cut the number of ministers to a total of 80, shared between the Commons and the Lords.

The Public Administration Select Committee (PASC) has concluded a year-long inquiry into the future of the Civil Service with only one recommendation: that Parliament should establish a Joint Committee of both Houses to sit as a Commission on the future of the Civil Service. It should be constituted within the next few months and report before the end of the Parliament with a comprehensive change programme for Whitehall with a timetable to be implemented over the lifetime of the next Parliament. The Report considers the increased tensions between ministers and officials which have become widely reported, and places the problems in Whitehall in a wider context of a Civil Service built on the Northcote-Trevelyan settlement established in 1853 and the Haldane principles of ministerial accountability set out in 1919. The government's Civil Service Reform Plan lacks strategic coherence and clear leadership from a united team of ministers and officials. The Northcote-Trevelyan Civil Service remains the most effective way of supporting the democratically elected Government and future administrations in the UK. Divided leadership and confused accountabilities in Whitehall have led to problems: a low level of engagement amongst civil servants in some departments and agencies, and a general lack of trust and openness; the Civil Service exhibits the key characteristics of a failing organisation with the leadership are in denial about the scale of the challenge they face. There is a persistent lack of key skills and capabilities across Whitehall and an unacceptably high level of churn of lead officials, which is incompatible with good government.

New forms of experiential and emotional expertise were manifested in politics – through consultation, voting, and lobbying – but also in the reshaping of everyday life, and in new partnerships formed between voluntary spokespeople and media. The Public Administration Select Committee says special advisers (SpAds) should be 'men and women of standing and experience' with a legitimate and valuable function to play in government, but they need better training and support to prevent future problems and misunderstandings about their role and conduct. Ministers must recognise that they have responsibility, not just accountability, for the conduct of their special advisers, and actively ensure that they are fully aware of what their advisers are doing in their name. The Committee says that it remains concerned that this responsibility has 'proved to be more theoretical than actual' and says it cannot recall any minister ever resigning over the conduct of a special adviser, despite some astonishing cases. PASC says that the special advisers' role protects the impartiality of the Civil Service, by performing tasks which it would be inappropriate for permanent, impartial officials to perform, and helping to ensure that the Government's policy objectives are delivered, but that ministers must be able to justify that the tasks they undertake are in the public interest. Despite concerns raised by PASC's predecessor Committee more than ten years ago, the training and support for new special advisers remains inadequate. The Committee makes a number of recommendations including that the PM's Adviser on Ministers' Interests should be empowered to instigate his own investigations of potential breaches of the Ministerial Code, so that the Prime Minister is not able to protect his ministers from appropriate investigation of the conduct of their advisers, and that the PM's Adviser should himself be independently appointed and subject to a pre-appointment hearing

In this report the Public Administration Select Committee (PASC) concludes that, despite the positive steps implemented by the Statistics and Registration Service Act 2007 (the Act), there remain issues and concerns about the way government statistics are produced and disseminated which remain a genuine risk to public confidence in the statistical system and must be addressed. The Act was intended to ensure that statistics are produced to the highest professional standards and that effective governance structures are in place to protect transparency and accountability and the Committee found the Act had helped to improve the operation of the statistical system. However, the Act needs to have greater clarity and transparency in the way it operates and in the functioning of the UK Statistics Authority (the Statistics Authority). Those who regulate the quality of National Statistics are in the same organisation as those officials who produce data: the two groups should have a clear separation in practice, but this is hard to demonstrate when they work in the same building and share support services. It is also not appropriate that ministers should have lengthy prior access to certain statistics but other interested parties do not. The Statistics Authority does not seem to have sufficient control over the quality and integrity of the different data sets and statistical products produced by departments and their agencies. Planning and improving data access both within Government and for users outside Government should be given greater attention by the Statistics Authority, as well as by Government departments.

As one of a small number of cross-government select committees, this Committee has gained a perspective on the state of Whitehall and its agencies which is not available to departmental select committees. At present the Prime Minister can only veto a candidate selected on merit. But new proposals put forward by the Civil Service Commission would give the Prime Minister the power to choose between two candidates considered equally well qualified for the role. This report follows a long-running debate between the Civil Service Commission and the Government on the appointment of lead permanent secretaries - the most senior civil servant in a department. In January 2014 the Civil Service Commission put out to consultation two proposals on expanding ministerial influence on the recruitment process. PASC has concluded that the first option - to formalise the recruitment panel's powers to seek, and take into account, the view of the relevant minister during the appointment process - should be adopted. The Committee has warned that the adoption of the Commission's second option - allowing the Prime Minster or Secretary of State to effectively appoint a permanent secretary by choosing between two candidates 'of equivalent merit' risks the appearance that the choice will be made on grounds other than merit alone

Over the next ten years, development aid in the form of grants should be replaced for lower middle income countries. DFID should continue to channel some of its finance through multilaterals, making greater use of their specialist skills and expertise rather than replicating these within its own bilateral programmes. DFID should also establish a financial instrument team, prepare a development finance strategy and publish a Development Finance White Paper during 2014. This strategy should include consideration of whether to establish a UK development bank. The overwhelming drive in UK aid should continue to focus on lifting people out of poverty and meeting post-2015 development objectives. The UK should continue to fund the development and delivery of key services to the very poorest people in low income countries through a system of grants. We should also continue to channel 0.7 % of GNI into development cooperation. But, to support structural transformation in lower middle income countries a significant proportion of future UK development finance should also be delivered via a system of concessional loans and other financial instruments
