This book highlights the current issues, challenges, and priorities for climate change adaptation in the ten member states of the Association of Southeast Asian Nations (ASEAN). The status of each country was prepared by a consortium of researchers in consultation with National Focal Points of the ASEAN Working Group on Climate Change (AWGCC). National documents on adaptation actions, including local scenario and priorities, were reviewed where available and supplemented with an assessment of scientific publications to identify vulnerable ecosystems and regions. Adaptation needs and priorities were determined through stakeholder consultation in the respective countries. This allows for local-level perspectives to be captured and brought to the attention of policy and decision-makers at the national and regional levels. An important lesson from this exercise is that universities and research institutions at the national level have a critical role to play in bridging the gap between science and policy in climate change adaptation. These institutions also have the capacity to continuously facilitate transfer of the best available science for advancing climate change adaptation at the local level.

This paper provides an overview of the region’s vulnerabilities, national committments to mitigate emissions, and national policies to adapt to a changing climate. The paper also discusses policy measures that may be needed to make further progress on both mitigation and adapatation. Our analysis suggests that while substantial progress is being made, there remains scope to adopt a more cohesive strategy to achieve the region’s goals—including by improving the monitoring and tracking of adaptation spending, and by laying the groundwork to equitably increase the effective price of carbon while protecting low-income and vulnerable households in the region.

Part 2 shows successful examples of how modeling analysis are reflected in actual policy development, which provides practical guidelines to help policymakers develop their own roadmaps with stakeholder dialogue, not only in Asia but also in other regions of the world. The Nationally Appropriate Mitigation Action (NAMA) roadmap development in Thailand as well as the Iskandar Malaysia project show at the country and city level how researchers and policymakers are working closely to succeed. Part 3 focuses on a number of sector-specific activities including transportation, forestry, capacity development, and inventory work in Asia. Rather than discussing the Low Carbon Society (LCS) concept in detail, the respective chapters highlight unique, concrete, and practically applicable examples from Asia, showing how Asian countries are addressing climate change mitigation issues in a collaborative manner, an approach that can be replicated in other regions. Climate change is a cause for concern both globally and locally. In order for it to be tackled holistically, its governance is an important topic needing scientific and practical consideration. Climate change governance is an emerging area, and one which is closely related to state and public administrative systems and the behaviour of private actors, including the business sector, as well as the civil society and non-governmental organisations. Questions of climate change governance deal both with mitigation and adaptation whilst at the same time trying to devise effective ways of managing the consequences of these measures across the different sectors. Many books have been produced on general matters related to climate change, such as climate modelling, temperature variations, sea level rise, but, to date, very few publications have addressed the political, economic and social elements of climate change and their links with governance. This book will address this gap. Furthermore, a particular feature of this book is that it not only presents different perspectives on climate change governance, but it also introduces theoretical approaches and brings these together with practical examples which show how main principles may be implemented in practice.
