This book looks at experience in government restructuring and devolution from a variety of national and international perspectives, both within the European Union and elsewhere, focusing on lessons learned and ways forward.Since the 1980s, there has been a global trend to give more power to local governments. Even in Korea and the United Kingdom, the most centralised countries in the OECD, local government powers have increased, with substantial economic benefits. Within the European Union, the principle of subsidiarity has enshrined the idea of devolution. New member states, particularly in central and eastern Europe, have significantly created new and self-sufficient local and regional governments. However, this process has been complicated. Devolution is not a panacea in its own right, and need not lead to economic growth. While it can encourage savings through collaboration, it can also lead to confused lines of authority and can complicate policy formation and implantation. Devolution can strain local budgets, forcing local governments to rely on their own sources of finance, rather than central government transfers. Suburbanisation, rural depopulation, the growth of some regions, and the decline of others have raised new problems, particularly related to inter-governmental cooperation among local governments and different levels of government. In many cases, an increased number of governments has increased administrative costs.

Community-based natural resource management (CBNRM) is a compelling concept - if people are allowed to be custodians of their resources, better management of the resources will result. CBNRM is much more complex and challenging than has commonly been understood, but can provide a way to achieve a more equitable and sustainable approach to the use of natural resources. This book has a focus on Southern Africa. It is aimed at students of natural resource management including undergraduates, conservation practitioners, and development-sector implementing agents. It is theoretically grounded, but has a major applied focus with respect to understanding the why, what, and how of CBNRM in order to more effectively guide natural resource management. One of the major problems facing practitioners and scientists working with water management is how to integrate knowledge and experiences from scientific, policy and stakeholder perspectives. In this book this science-policy-stakeholder interface (SPSI) is examined both analytically and through the description of practical experiences from river basins in Europe, India and South-East Asia. These include the Tungabhadra (India), Sesan (Vietnam/Cambodia), Tagus (Spain/Portugal) and Glomma (Norway), which particularly highlight issues associated with pollution, severely altered river flows and transboundary conflicts. Following two chapters which lay the framework for the book the authors describe how SPSI was managed in the case study basins and how stakeholder participation and scenarios were used to integrate different perspectives, and to facilitate the communication of different forms of knowledge. Four important aspects of water management and SPSI are then discussed; these are water pollution, land and water interaction, environmental flow and transboundary water regimes. Short descriptions of the case study rivers are provided together with analyses of how SPSI was managed in water management in these basins and policy recommendations for the basins. The book concludes by providing a series of recommendations for improving the science-policy-stakeholder interface in water management. It represents a major step forward in our understanding of how to implement integrated water resources management.

Lagoons represent nearly 13% of the shoreline globally and around 5% in Europe. Coastal lagoons are shallow water bodies separated from the ocean by a barrier (e.g., narrow spit), connected at least intermittently to the ocean by one or more restricted inlets, and usually geographically oriented parallel to the shore-line. Coastal lagoons are flexible and usually able to cope with environmental change, yet nowadays they are under threat. This is partly due to climate change impacts (for example, sea-level rise and hydro-meteorological extreme events) but also due to more direct human activities and pressures. The book focuses on addressing these challenges through integrated management strategies seen in a land-sea and science-stakeholder-policy perspective. Pan-European management challenges are seen from the context of the perspectives of Policy, Environment and Modelling. Four case study lagoons in different geographical locations in Europe provide examples of some of the practical experiences and results around these challenges.
