From the opening decades of the republic when political parties sponsored newspapers to current governmental practices that actively subsidize the collection and dissemination of the news, the press and the government have been far from independent. Unlike those earlier days, however, the news is no longer produced by a diverse range of individual outlets but is instead the result of a collective institution that exercises collective power. In explaining how the news media of today operate as an intermediary political institution, akin to the party system and interest group system, Cook demonstrates how the differing media strategies used by governmental agencies and branches respond to the constitutional and structural weaknesses inherent in a separation-of-powers system. Why and how does critical reporting persist at the local level in China despite state media control, a hallmark of authoritarian rule? Synthesizing ethnographic observation, interviews, survey and content analysis data, Convenient Criticism reveals evolving dynamics in local governance and the state-media relationship. Local critical reporting, though limited in scope, occurs because local leaders, motivated by political career advancement, use media criticism strategically to increase bureaucratic control, address citizen grievances, and improve governance. This new approach to governance enables the shaping of public opinion while, at the same time, disciplining subordinate bureaucrats. In this way, the party-state not only monopolizes propaganda but also expropriates criticism, which expands the notion of media control from the suppression of journalism to its manipulation. Global climate governance has presented problems that have led to failures, yet it has also opened the door to new transregional governance schemes, especially in North America. This book introduces an environmental dimension into the concept of governance. Almost fifteen years after the climate global governance concept emerged, results worldwide have not been as favorable as expected. This book details previous discussions about the concept of global climate governance and its limits. It highlights how the Kyoto Protocol has a limited design taking into account a national approach to global, regional, and transnational problems, had no obligatory mechanisms for implementation and explains the emergence of new polluters not committed under it such as China and India. Furthermore this book explores other levels of authority such as regional institutions - the North American agreement on trade (NAFTA) and on environment (NAAEC), as well as the regional energy working group (NAEWG). The author puts forward a theoretical proposal for re-territorialization and coordination of policies for climate change into new forms of articulating interests in what she terms transnational green economic regions (TGERs) and tests this on two case studies - the Regional Greenhouse Gas Initiative (RGGI) and the Western Climate Initiative (WCI).
