Japan's Subnational Governments in International Affairs by Purnendra Jain Pdf

This book moves away from the common belief that Japan’s international relations are firmly the preserve of the national government in Japan’s highly centralised political system. Examining examples of subnational governments (SNGs) across Japan the book uncovers a significant and generally unrecognised development in Japanese politics: SNGs are ever more dynamic international actors as national borders ‘weaken’ across the world. Exploring what Japanese SNGs do, where they do it, and why, the book considers the implications of these factors for Japan’s international relations and domestic politics. By bringing to light the scope and consequences of the international actions of Japan’s SNGs, this book provides a more accurate and nuanced understanding of the country's foreign policy, at a time when it is pursuing a broader and more active profile in international affairs.

How Policies Change by John Creighton Campbell Pdf

Japan is aging rapidly, and its government has been groping with the implications of this profound social change. In a pioneering study of postwar Japanese social policy, John Creighton Campbell traces the growth from small beginnings to an elaborate and expensive set of pension, health care, employment, and social service programs for older people. He argues that an understanding of policy change requires a careful disentangling of social problems and how they come to be perceived, the invention (or borrowing) of policy solutions, and conflicts and coalitions among bureaucrats, politicians, interest groups, and the general public. The key to policy change has often been the strategies adopted by policy entrepreneurs to generate or channel political energy. To make sense of all these complex processes, the author employs a new theory of four "modes" of decision-making--cognitive, political, artifactual, and inertial. Campbell refutes the claim that there is a unique "Japanese-style welfare state." Despite the big differences in cultural values, social arrangements, economic priorities, and political control, government responsibility for the "aging-society problem" is broadly similar to that in advanced Western nations. However, Campbell's account of how Japan has taken on that responsibility raises new issues for our understanding of both Japanese politics and theories of the welfare state. The Government of Japan by Ardath Burks Pdf

This book takes a clear look at the course of the economic and political developments in Japan since the Second World War and in particular trends in government and politics since the peace treaty of 1952. It examines the disagreements within the country over re-armament and security; over neutralism versus commitment in the Cold War; over conflicting loyalties to an Asian or a European way of life; and over meeting the rising economic and social expectations of the new middle class.

Japanese Government Leadership and Management by Charles F. Bingman Pdf

The real leaders for the economic and social revolution which has taken place in Japan over the twenty years following the Second Wold War have been the Japanese government - not just Prime Ministers and Ministers of State, but the leadership of the ministries of the national government which, along with the leaders of the ruling Liberal Democratic party, constitute the three 'rings of power' which rule Japan. Professor Bingman uses his wide experience in the US government to identify and provide a superb distillation of facts and insights about how the Japanese government manages public programs in what he calls 'a remarkable achievement in public management'.
