"Water is becoming an increasingly scarce resource for most of the world's citizens. The current trends indicate that the overall situation is likely to deteriorate further, at least for the next decade, unless the water profession eschews "business as usual" practices, which can only allow incremental changes to occur." Groundwater is the least understood and least appreciated, yet the most important, natural resource available to mankind. Groundwater represents about 97% of the existing fresh water resources, excluding the resources locked in polar ice. More than one and a half billion people in the urban parts of the world today depend on groundwater. Groundwater supply is more reliable than the seasonal, and sometimes erratic, surface water and provides the main line of defense against drought. Moreover, the quality of groundwater is, by and large, superior to surface water and cheaper to develop. However, when available, data on groundwater is very scanty. As a result, the World Bank is now paying increasing attention to this valuable resource, through both operations and sector work. This publication represents the proceeding of the seminar "Groundwater: Legal and Policy Perspectives" that was organized by the Legal Vice Presidency of the World Bank. It explains some basic technical aspects of groundwater, surveys the regulatory framework for it, and discusses the World Bank experience and international law regarding this precious resource. It is a timely publication and should also assist in a better understanding and appreciation of this valuable source. Simple theory predicts that tubewell owners should price-discriminate in favor of their own share tenants. And this analysis of individual groundwater transactions over an 18-month period confirms such price discrimination.And among those studied, tubewell owners and their tenants use considerably more groundwater on their plots than do other farmers. Jacoby, Murgai, and Rehman also provide evidence that monopoly pricing of groundwater leads to compensating - albeit small - reallocations of canal water, which farmers exchange in a separate informal market. Despite the substantial misallocation of groundwater, a welfare analysis shows that monopoly pricing has limited effects on equity and efficiency. Over the past twenty years in Gujarat, technological changes in agricultural and intensive use of groundwater have led to a spurt in water markets. The development of competitive markets, dependent on the sinking of tubewells, has been advocated on the basis of efficiency and accessibility to the resource. However, this has generally been done without unpacking nuances of unequal social relationships, ecological and historical functions that shape groundwater access and use. The Dark Zone aims to fill this gap. It focuses on the politics of groundwater markets and its interrelation with social differentiation and class-caste relations. Based on an intensive social anthropological study of a village in north Gujarat, the book investigates the factors that shaped unrestrained use of groundwater and the responses of various social groups to this process. Using a triadic framework of the theory of agrarian institutions, ecological variables in agrarian change and the influence of the state, Prakash locates the study in the larger political economy of Gujarat.
