Guide for Establishing and Maintaining Pest Free Areas by Food and Agriculture Organization of the United Nations,International Plant Protection Convention Pdf

The purpose of the Guide is to support national plant protection organizations (NPPOs) who wish to establish and maintain pest free areas (PFA) including places and/or production sites (PFPP and PFPS) as well as areas of low pest prevalence (ALPP). To facilitate an understanding of the processes to establish and maintain PFAs and ALPPs, a diagram in the form of a decision tree was constructed that identifies and outlines five general phases of programme development as follows: initiation, feasibility, establishment, maintenance, and market access phases. The guide is then divided into corresponding sections that describe what the key elements of each phase are, why these elements are important, what some of the common challenges and pitfalls are, and factors that may influence the success of the different phases such as budget stability, public outreach, availability of good survey and control tools, and open engagement with stakeholders and trading partners. By providing a deeper understanding of the factors that should be considered when establishing a PFA, PFPP, PFPS or ALPP the guide aims to overcome the challenges and maximize the impact of these efforts to the benefit of all parties. The guide concludes by providing a number of case studies from around the world that highlight successful PFA and ALPP programmes and how they deal with particular key issues. This guide contains current experience and the most advanced phytosanitary procedures in the implementation of PFA and ALPP, however, it is subjected to revision and updates as new developments are made available.

Pest status guide by Food and Agriculture Organization of the United Nations Pdf

This guide describes the steps that national plant protection organizations (NPPOs) should follow when determining the status of a pest in an area, starting with identifying the pest and the area under consideration. It provides guidance on gathering and evaluating information, assessing sources of uncertainty, and how to use pest records and other relevant information to determine whether a pest is absent or present in the area and then to select the appropriate pest status category, as described in ISPM 8 (Determination of pest status in an area). This includes guidance on determining whether a pest is expected to establish in an area, and whether it is widely distributed or under official control. The guide describes the responsibilities of NPPOs when determining the status of pests within their territories, the requirements for national legislation to support actions relevant to pest status and how pest status determination fits within the international phytosanitary framework. It also describes how the outcomes of pest status determination may be used to support other key activities, such as preparing regulated pest lists, pest reporting, and securing or maintaining market access. Finally, the guide provides a number of case studies from around the world that highlight different aspects of the pest status determination process and how NPPOs deal with particular issues. By providing a deeper understanding of the process and the factors that should be considered when determining pest status, the guide aims to improve consistency in the processes used by NPPOs to make pest status determinations.

Guidelines on phytosanitary procedures for area-wide management of fruit fly pests by Food and Agriculture Organization of the United Nations,International Atomic Energy Agency Pdf

This guideline describes the most widely used classic and modern phytosanitary procedures for the management of fruit flies that infest fruits and vegetables and that are of quarantine and economic importance, specifically species of the genera Anastrepha, Bactrocera, Ceratitis, Dacus, Rhagoletis and Zeugodacus. Pest management can be aimed at the native species of fruit flies or to prevent the introduction, establishment and spread of non-native species. This document is the first comprehensive guideline developed by the Food and Agriculture Organization of the united Nations (FAO) and the International Atomic Energy Agency (IAEA) for area-wide fruit fly pest management including area-wide suppression, containment, eradication, and exclusion strategies. It is a much-needed complement to the already published FAO/IAEA guidelines for fruit fly survey “Trapping Guidelines for Area-wide Fruit Fly Programmes” and “Fruit Sampling Guidelines for Area-Wide Fruit Fly Programmes”.

Area-wide Integrated Pest Management by Jorge Hendrichs,Rui Pereira,Marc J.B. Vreysen Pdf

Over 98% of sprayed insecticides and 95% of herbicides reach a destination other than their target species, including non-target species, air, water and soil. The extensive reliance on insecticide use reduces biodiversity, contributes to pollinator decline, destroys habitat, and threatens endangered species. This book offers a more effective application of the Integrated Pest Management (IPM) approach, on an area-wide (AW) or population-wide (AW-IPM) basis, which aims at the management of the total population of a pest, involving a coordinated effort over often larger areas. For major livestock pests, vectors of human diseases and pests of high-value crops with low pest tolerance, there are compelling economic reasons for participating in AW-IPM. This new textbook attempts to address various fundamental components of AW-IPM, e.g. the importance of relevant problem-solving research, the need for planning and essential baseline data collection, the significance of integrating adequate tools for appropriate control strategies, and the value of pilot trials, etc. With chapters authored by 184 experts from more than 31 countries, the book includes many technical advances in the areas of genetics, molecular biology, microbiology, resistance management, and social sciences that facilitate the planning and implementing of area-wide strategies. The book is essential reading for the academic and applied research community as well as national and regional government plant and human/animal health authorities with responsibility for protecting plant and human/animal health.

Plant Pathology and Plant Diseases by Anne Marte Tronsmo,David B. Collinge,Annika Djurle,Lisa Munk,Jonathan Yuen,Arne Tronsmo Pdf

This textbook provides a comprehensive introduction to all aspects of plant diseases, including pathogens, plant-pathogen interactions, their management, and future perspectives. Plant diseases limit potential crop production and are responsible for considerable losses in agriculture, horticulture and forestry. Our global food production systems are under increasing pressure from global trade, climate change and urbanization. If we could alleviate the losses due to plant diseases, we would be able to produce roughly 20% more food - enough to feed the predicted world population in 2050. Co-authored by a group of international teachers of plant pathology who have collaborated for many years, the book gives expert and seamless coverage. Plant Pathology and Plant Diseases: Addresses major advances in plant-pathogen interactions, classification of plant pathogens, and the methods of managing or controlling disease Is relevant for a global audience; it covers many examples of diseases with an impact worldwide but with an emphasis on disease of particular importance in a temperate context Features over 400 striking figures and colour photographs It is suitable for graduate students and advanced undergraduates studying plant pathology, biology, agriculture and horticulture.

IPPC guide to pest risk communication by Food and Agriculture Organization of the United Nations,International Plant Protection Convention Pdf

The International Plant Protection Convention (IPPC) aims to secure coordinated, effective action to prevent and to control the introduction and spread of pests of plants and plant products. This is achieved through the development and implementation of phytosanitary policies and activities. At a country scale, such activities are the responsibility of the national plant protection organization (NPPO), which is the official service established by a government to discharge the functions specified by the IPPC. While an NPPO has responsibility for phytosanitary actions, it cannot operate in isolation and relies on engagement with other government bodies, the private sector and civil society to protect plant health.

A Thematic Guide to Documents on Health and Human Rights by Alfredsson,Katarina Tomasevski Pdf

This publication is the second volume of Thematic Human Rights Guides published under the auspices of the Raoul Wallenberg Institute of Human Rights and Humanitarian Law. The aim of the Guides, as the title implies, is to facilitate the use of international human rights standards by their systematic presentation. Rather than reproducing full texts of various instruments, substantive standards are grouped according to subject-matter in order to enable users to quickly and easily locate the topic they may be looking for. A detailed index, with references to the many international instruments which address the same issue, reinforces this thematic approach. The choice of human rights and health for the second volume in this series highlights the aim of the Guides: to map out the entire range of human rights and fundamental freedoms as they relate to a specific topic. The sheer size of this volume illustrates the number and variety of human rights standards relevant for health. Many of these standards have been generated by organizations dealing with health rather than human rights, and quite a few are found under medical ethics rather than human rights. Subsuming medical ethics under international human rights law is a novel development, pioneered by the Council of Europe. Elsewhere, the two fields remain separate and the publication of this Guide is intended to overcome this separation. Documents have been included which provide an understanding of human rights within the health profession (such as guidance to medical doctors with regard to abortion adopted by the International Medical Association) and those human rights safeguards that have been elaborated to prevent abuses by health professionals (such as those concerning mental health). All of these standards provide a substantive background for inter-professional dialogue on the evolving understanding of human rights. A Thematic Guide to Documents on Health and Human Rights reflects the full range of issues encompassed by human rights and health. Besides the right to health, a wide range of rights and freedoms can be - and is - affected by the health sector. Priority has been accorded to the crucial human rights safeguards, namely those specifying protection against undue limitations or restrictions upon human rights. Much as with any other human rights topic, those safeguards are best developed for categories that are most vulnerable to denials and violations of their rights. Detainees, prisoners, victims of armed conflicts, children and the mentally ill thus figure prominently.
