Heavily Indebted Poor Countries Initiative and Multilateral Debt Relief Initiative by Internationaler Währungsfonds Pdf

This report provides an update on the status of implementation of the HIPC Initiative and the MDRI over the past year. Given that most HIPCs have reached the completion point, in November 2011, the IMF and IDA Boards2 endorsed staff's proposal to further streamline reporting of progress under the HIPC Initiative and MDRI. It was agreed that the annual HIPC Initiative/MDRI status of implementation report will be discontinued, while the core information-on debt service and poverty reducing expenditure, the cost of debt relief, creditor participation rates, and litigation against HIPCs-should continue to be made available and updated regularly on the IMF and World Bank websites.

Somalia by International Monetary Fund. Middle East and Central Asia Dept. Pdf

This paper presents an assessment of Somalia’s eligibility for assistance under the enhanced Heavily Indebted Poor Countries (HIPC) Initiative. The macroeconomic framework reflects the policy framework underlying the proposed three-year Fund-supported program. The debt relief analysis (DRA) remains largely unchanged, but some of the underlying debt data has been updated to reflect new information from creditors. In addition, this paper presents an assessment of debt management capacity in Somalia and a full Debt Sustainability Analysis under the Debt Sustainability Framework for Low-Income Countries. The DRA reveals that, after traditional debt relief mechanisms are applied, Somalia’s debt burden expressed as the net present value of debt-to-exports ratio is 344.2 percent at the end of December 2018—significantly above the HIPC Initiative threshold. Despite the challenging environment, progress on reform and policy implementation has been good and sustained reforms have translated into economic results. In addition to the coordinated support from the World Bank and the IMF, reforms have been supported by other development partners.

Heavily Indebted Poor Countries Initiative - Status of Implementation by International Monetary Fund,World Bank Pdf

This report reviews progress and issues in implementing the enhanced HIPC Initiative. In addition to updating information on the delivery of HIPC debt relief and its estimated costs, it discusses two particular issues: the decline in the participation of commercial and non-Paris Club bilateral creditors to the Initiative; and the preliminary list of countries that satisfy the indebtedness eligibility criterion under the extended HIPC sunset clause.

Somalia by International Monetary Fund. Middle East and Central Asia Dept. Pdf

This Enhanced Heavily Indebted Poor Countries (HIPC) Initiative Program’s preliminary document discusses that as per the agreement by the IMF, Somalia can be eligible for debt relief under the Enhanced HIPC Initiative. It provides a clear recognition of Somalia’s sustained commitment to key economic and financial reforms under consecutive staff-monitored programs with the IMF. Helping Somalia achieve debt relief and unlock access to the needed resources to increase growth and reduce poverty is a key priority for the IMF. Once Somalia has reached the Completion Point, it would qualify for unconditional debt relief under the HIPC Initiative, and for debt relief under the Multilateral Debt Relief Initiative (MDRI) from the World Bank's International Development Association and the African Development Fund, together with beyond-HIPC assistance from the IMF. Paris Club creditors are also expected to provide further beyond-HIPC assistance at the Completion Point. With HIPC, MDRI and beyond HIPC assistance, Somalia’s NPV of debt-to-exports ratio is projected to decline from 491.7 percent in 2018 to 57.0 percent in 2027 and 41.5 percent in 2038.

Debt Relief for Poor Countries by T. Addison,H. Hansen,F. Tarp Pdf

After a massive international campaign calling attention to the development impact of foreign debt, the Heavily Indebted Poor Countries (HIPC) initiative is now underway. But will the HIPC Initiative meet its high expectations? Will debt relief substantially raise growth? How do we make sure that debt relief benefits poor people? And how can we ensure that poor countries do not become highly indebted again? These are some of the key policy issues covered in this rigorous and independent analysis of debt, development, and poverty.

Ghana by International Monetary Fund Pdf

This paper highlights Ghana’s poverty reduction strategy. The paper also highlights Ghana’s performance in observing the requirements for reaching the floating completion point under the framework, including implementation of the national poverty reduction strategy. The updated debt sustainability analysis shows that the amount of debt relief estimated at the decision point will be sufficient to bring the country’s debt burden indicators to manageable levels. The sensitivity analysis shows that, after completion point, Ghana’s debt sustainability would be robust to moderate country-specific shocks, even of a persistent nature.

Democratic Republic of the Congo by International Monetary Fund Pdf

The Democratic Republic of the Congo (DRC) has successfully implemented key reforms under the enhanced Heavily Indebted Poor Countries (HIPC) Initiative, despite experiencing exceptional challenges since the decision point, including a challenging security situation. Revised present value of HIPC assistance has given satisfactory assurances of their participation in the enhanced HIPC Initiative. The DRC does not qualify for topping-up under the enhanced HIPC Initiative. Full delivery of HIPC debt relief, and additional bilateral assistance beyond HIPC and Multilateral Debt Relief Initiative debt relief at the completion point would reduce the DRC’s external debt burden significantly.

Debt Relief for the Poorest by Shonar Lala,Rupa Ranganathan,Brett Libresco Pdf

This study evaluates progress under the HIPC initiative since IEG's 2003 evaluation. It finds that the Enhanced HIPC initiative cut debt ratios in half for 18 countries, but in eight of these countries, the ratios have come to once again exceed HIPC thresholds. Debt reduction alone is not a sufficient instrument to affect the multiple drivers of debt sustainability. Sustained improvements in export diversification, fiscal management, the terms of new financing, and public debt management are also needed, measures that fall outside the ambit of the HIPC initiative.
