After the same pattern as the XIII th General Assembly of the International Astronom ical Union the present Volume of the Highlights in Astronomy contains the texts of the invited discourses given at the XIVth General Assembly held in Brighton, England, August 1970. It contains further the papers and discussion remarks presented at the six joint discussions, as well as the invited papers given at the special session on the Moon. In addition this Volume contains the papers given at the joint meeting of Commissions 24, 27, 30, 33 and 37 on RR Lyrae Stars. It goes without saying that the nearly hundred papers printed in this Volume represent only a minor part of all matter dealt with at the XIVth General Assembly of the Union; the many important discussions that took place in a few hundred commission meetings are not included. For short abstracts and reviews of these the reader is referred to Transactions of the International Astronomical Union XIVB. I wish to thank those who contributed to this Volume for the speed in submitting the manuscripts of their papers. This, together with the efficiency of the Publishers allowed for a rapid publication.

The present volume contains papers presented during the Advanced Study Institute on the 'Structure and Evolution of the Galaxy' held under the auspices of the Science Committee, North Atlantic Treaty Organization (NATO) in Lagonissi near Athens, Greece between 8-19 September 1969. Seventeen astronomers from eight countries acted as lecturers in the Institute, which was attended by sixty-three students from twelve countries. All the lectures given in the Institute were included in the volume with the exception of two lectures given by Professor P. van de Kamp on 'Stellar Parallaxes' and 'Objects of Very Low Mass', the manuscripts of which were not submitted in time in order to be considered for publication. It is obviously impossible in a two-weeks course to cover the vast field of the Struc ture and Evolution of the Galaxy in all its aspects. Effort has been made, however, to give the students a general outline of the field. In addition to the lectures ample time was spent in discussions and personal contacts. In order to simplify the publica tion it was felt reasonable, however, not to include the discussions in the present volume.

This volume contains a series of lectures delivered at the 2nd course of the International School of Astrophysics at the "Ettore Majorana" Centre for Scientific Culture in Erice (Sicily) from June 22 to July 9, 1974. The course was jointly planned by L. Woltjer and myself and was fully supported by a grant from the NATO Advanced Study Institute Programme. It was organized with the aim of providing students and young researchers with an up to date account of the structure and evolution of galaxies and was attended by 94 participants from 20 countries. The study of galaxies is one of the most important areas of contemporary astrophysics both for its intrinsic interest and because it is a prerequisite to a quantitative understanding of the structure of the universe. Recently, a qualitatively new under standing has become available through both observational andtheore tical progress. On the observational side, new techniques applied at the large optical telescopes and, in particular, the impressive results obtained wi. th the high resolution radio telescopes have made it possible to obtain a detailed mapping of the structure of galaxies other than our own. At the same time, new theoretical insights and the availability of powerful computers to construct models holds out the hope that a full understanding of the structur. es of galaxies may be within our reach.

The idea of holding this workshop on "The Jllilky Way" arose at the conference dinner of a meeting on "Regions of Recent Star Formation" held at Penticton in June 1981. Leo Blitz (now at the University of Maryland) and I decided that there was a need, and agreed that we would organize one in Vancouver in the Spring of 1982. The purpose of the workshop was to have an intensive exchange of ideas between some of the most active workers in the field regarding the recent work which has been significantly changing our concepts of the Milky Way. To achieve this we limited the number of participants, and planned the program so that there was ample time for discussion. The meeting appeared to work very well, both scientifically and socially, and this volume contains 50 of the 55 papers that were The discussion was very lengthy, but since the papers were presented. written up after the meeting many of the points raised have been in the publications, and it seems pointless to reproduce it incorporated here. Astronomy and Astrophysics Abstracts, which has appeared in semi-annual volumes since 1969, is devoted to the recording, summarizing and indexing of astronomical publications throughout the world. It is prepared under the auspices of the International Astronomical Union (according to a resolution adopted at the 14th General Assembly in 1970). Astronomy and Astrophysics Abstracts aims to present a comprehensive documenta tion of literature in all fields of astronomy and astrophysics. Every effort will be made to ensure that the average time interval between the date of receipt of the original literature and publication of the abstracts will not exceed eight months. This time interval is near to that achieved by monthly abstracting journals, compared to which our system of accumu lating abstracts for about six months offers the advantage of greater convenience for the user. Volume 31 contains literature published in 1982 and received before July 15, 1982; some older literature which was received late and which is not recorded in earlier volumes is also included. We acknowledge with thanks contributions to this volume by Dr. J. Bouska, Prague, who surveyed journals and publications in Czech and supplied us with abstracts in English .

volume XIX A of IAU Transactions contains the reports by Presidents of Commissions, covering the period July 1981 - June 1984. The topics of IAU Commissions deal with all of contemporary astronomy and the present volume therefore constitutes an exhaustive and unique record of astronomical research during this interval. It is particularly useful for astronomers and other scientists who want to gain an overview of a certain field, not necessarily near their own research area. Each Commission President was requested, by early 1984, to begin prep arations for the compilation of his/her Commission report. All members of Commissions were asked to supply details about their individual research pro grammes. The ensuing, very substantial task of concatenating was undertaken in late 1984 by the Presidents, often supported by a team of authors, all recog nized authorities in their fields. In order to preserve some measure of uni formity - which is in any case very difficult with so many authors - editorial guidelines were sent to Presidents, including the number of pages allotted to each Commission.
