The first session of the Legislature had been diligent in enacting such laws as their needs seemed to require. Courts had been' organized, county officers appointed, and the machinery of civil government was fairly well adjusted. The governor was able to report a healthy financial condition of the state's new treasury department. At the meeting of the second Legislature, which convened in December, 1820, and held over into the year 1821, there were quite a few laws passed and some subjects considered which were taken up at later sessions.
