Edward and Jo Hopper first discovered Vermont in 1927, making day trips from the Whitney Studio Club's summer retreat for New York artists in Charlestown, New Hampshire. In 1935 and 1936 the Hoppers again traveled to Vermont, this time from their summer home in Cape Cod, in Edward's continuing search for new places to paint. During these quests they identified the White River and what Edward considered to be Vermont's "finest" river valley, and they returned there for longer visits in 1937 and 1938, boarding at Robert and Irene Slater's Wagon Wheels farm in South Royalton. Hopper dredges are designed to vacuum material from the sea floor through drag arms that load the material into the hold of the vessel. The cargo of mud, or sand, can then be transported to either an ocean disposal site, where the material is dropped to the bottom through openings in the bottom of the hull, or at an upland site such as a beach, or reclamation, where the material is pumped ashore by the ship. This method is most suited when excavating loose material from open areas for delivery to a distant disposal location. These vessels are generally certified to sail in coastal or ocean waters and are suited for working in rougher sea conditions beyond those suitable for other dredging plants.

For the first time since the banning of organochlorine pesticides these operations relied mainly on non-persistent pesticides such as organophosphates and pyrethroids. The amount of pesticides sprayed and the area covered were probably the highest in the history of locust control and raised criticism with respect to efficacy, economic viability and environmental impact. As a consequence, applied research into the problem was intensified, both at the national and the international level, with the goal of finding new and environmentally sound approaches and solutions to locust and grasshopper control.
