This report provides an overview of about twenty bioeconomy strategies, at international , national and sub-national levels. It analyses how these strategies have addressed sustainability issues. The report also provides a brief discussion on approaches used to develop bioeconomy strategies. Bioeconomy is credited as being one of the key pillars for the FAO Strategic Framework 2022–2031 to support the achievement of the Sustainable Development Goals. [Author] More than 60 countries and regions have a dedicated bioeconomy or bioscience strategy today, and many more are already implementing the bioeconomy with plans and programmes, often also attempting to monitor and evaluate the progress towards the transition. [Author] Moreover, where trade-offs exist between different sustainability objectives, the bioeconomy offers an opportunity to realign the economy with the biosphere and account for the trade-offs in a holistic way. FAO has been working for many years on non-food biomass products (including sustainable bioenergy) and biotechnology, and it received a mandate to coordinate international work on ‘food first’ sustainable bioeconomy by 62 Ministers present at the Global Forum for Food and Agriculture (GFFA) 2015. Moreover, FAO has received support from the Government of Germany to develop guidelines on sustainable bioeconomy development (Phase 1: 2016; Phase 2: 2017-mid 2020). This involves work on the bioeconomy monitoring, including the selection and use of indicators. The ultimate aim of FAO’s work on sustainability indicators is to provide technical assistance to countries and stakeholders in developing and monitoring sustainable bioeconomy, more particularly on identifying suitable indicators in line with the Sustainable Bioeconomy Aspirational Principles and related Criteria, agreed upon in 2016 by the International Sustainable Bioeconomy Working Group created in the context of FAO’s project on Sustainable Bioeconomy Guidelines. These indicators shall help both policy makers and producers/manufacturers in monitoring and evaluating the sustainability of their bioeconomy strategies and interventions. In order to cover all the relevant aspects and issues for a sustainable bioeconomy, our approach identifies impact categories from the sustainable bioeconomy principles and criteria. The monitoring approach suggested is balanced, since it considers the three sustainability dimensions (social, economic and environmental); at the same time, it proposes to use a limited set of core indicators, to keep the monitoring feasible and cost-effective. In recent years, bioeconomy strategies have been implemented and adapted internationally. In the bioeconomy, materials are to a certain extent circular by nature. However, biomaterials may also be used in a rather linear way. Lately, a transition towards a circular economy, a more restorative and regenerative economic model, is being promoted worldwide. A circular economy offers an alternative model aiming at “doing more and better with less”. It is based on the idea that circulating matter and energy will diminish the need for new input. Its concept lies in maintaining the value of products, materials, and resources for as long as possible and at the same time minimizing or even eliminating the amount of waste produced. Focused on “closing the loops”, a circular economy is a practical solution for promoting entrepreneurial sustainability, economic growth, environmental resilience, and a better quality of life for all. The most efficient way to close resource loops is to find value in the waste. Different modes of resource circulation may be applied, e.g., raw materials, by-products, human resources, logistics, services, waste, energy, or water. To that end, this Special Issue seeks to contribute to the circular bioeconomy agenda through enhanced scientific and multidisciplinary knowledge to boost the performance efficiency of circular business models and support decision-making within the specific field. This report provides a comprehensive analysis of key challenges and barriers to achieving greater youth inclusion in the bioeconomy. The analysis covers key factors (push/pull factors) that impact youth employment and entrepreneurship opportunities, such as education, vocational training, skills building, technology and business development. It also underscores the significance of considering economic development opportunities, rural–urban dynamics, and sustainable resource management when implementing policies. The study assesses the youth inclusiveness of current bioeconomy strategies and related policies and identifies six policy goals and how they need to be addressed for greater youth inclusion. Additionally, the report assesses specific youth employment opportunities and challenges in different sectors of the bioeconomy and provides a specific set of recommendations to support youth participation in the bioeconomy. Finally, the report provides generic recommendations for better youth inclusion and support in the bioeconomy. Overall, the report concludes that the bioeconomy offers considerable opportunities and is attractive to youth, but more needs to be done to support youth entrepreneurship and employment in the sector.
