This study was undertaken to assess farmers’ preferences and willingness to pay (WTP) for various climate-smart interventions in the Indo-Gangetic Plain. The research outputs will be helpful in integrating farmers’ choices with government programs in the selected regions. The Indo-Gangetic Plain (IGP) was selected because it is highly vulnerable to climate change, which may adversely affect the sustainability of the rice-wheat production system and the food security of the region. Climate-smart agriculture (CSA) can mitigate the negative impacts of climate change and improve the efficiency of the rice-wheat-based production system. CSA requires a complete package of practices to achieve the desired objectives, but adoption is largely dependent on farmers’ preferences and their capacity and WTP. To assess farmers’ choices and their WTP for the potential climate-smart technologies and other interventions, we used scoring and bidding protocols implemented through focus group meetings in two distinct regions of Eastern and Western IGP. We find that laser land leveling (LLL), crop insurance, and weather advisory services were the preferred interventions in Eastern IGP. Farmers preferred LLL, direct seeding, zero tillage, irrigation scheduling, and crop insurance in Western IGP. Through the bidding approach, farmers implicitly express their WTP for new technologies that could transform current agricultural practices into relatively low-carbon and more productive farming methods. But actual large-scale adoption of the preferred climate-smart technologies and other interventions would require access to funding as well as capacity building among technology promoters and users.

South Asia is primarily an agrarian economy facing the five transitions of population growth, urbanization, increasing income, shift toward animal-based food, and climate change simultaneously. The application of climate-smart agriculture (CSA) is viewed as an important strategy for imparting resilience to the food system in addressing the interconnected issues of food security through improved productivity and adaptation to and mitigation of the impacts of climate change. International Food Policy Research Institute (IFPRI) South Asia, in collaboration with its national partners, charted out and pursued studies for the policy and institutions required in upscaling CSA for the extensive South Asia region taking these broad CSA objectives in consideration. The important subthemes of this report include prioritization of CSA technologies for different agroclimatic regions, government policies for CSA, index-based insurance and climate risk management, and climate-smart investment and its implications on food security and farmers’ income.

The primary aim of this study is to prioritize investment required for scaling up climate-smart agriculture (CSA) technologies across different districts of Telangana state, which is in the semi-arid region of India. First, we analysed the trade-offs between expected agricultural income and its deviation across districts under drought and normal weather scenarios. The conventional MOTAD model was extended with various climate-smart technologies to assess their role in minimizing the trade-offs under various weather scenarios. A district-level panel dataset on cost of cultivation and crop production for 11 major crops under six different climate-smart technologies and farmers’ practices for five years (2010-11 to 2014-15) has been used. The dataset comprised a collation of official statistics on cost of cultivation, focus group interviews with farmers over the years, and data from experimental plots of Regional Agricultural Research Stations. The analysis reveals that the adoption of CSA technologies is likely to reduce production risk by 16% compared to farmers’ traditional practices (FTPs) while achieving optimum levels of crop income. Under a scenario of higher probability of drought, production risk is likely to increase by 12% in the state under FTPs; the adoption of CSA technologies could reduce the risk by 25%. The study suggests increasing investments in farm ponds and un-puddled machine transplanting in rice to minimize the risk-return trade-offs under a higher drought frequency scenario. Finally, the study generates evidence for policymakers to make informed investment decisions on CSA in order to enhance farming system resilience across districts in the semi-arid state of Telangana, India.

Climate change poses a threat to smallholder farmers worldwide, impacting livelihoods and agricultural pro duction. At the same time, agrifood systems account for about one-third of all greenhouse gas (GHG) emissions. Climate-smart agriculture (CSA) offers synergistic practices that boost productivity, aid farmers in adapting to cli mate change, and have the potential to mitigate GHG emissions. This note reviews the extent to which a set of practices identified by smallholder farmers in India, Kenya, and Uganda for inclusion in a participatory video-based extension intervention meet the CSA criteria. The findings suggest that the practices hold triple-win potential but often several need to be applied as a package; they also need to be adapted to local conditions.

Too often, smallholder farmers suffer severe financial consequences from extreme weather events, pests, and disease; and climate change will increase the frequency at which natural hazards occur. This poses a threat to livelihoods not only ex post, by reducing agricultural output and inducing farmers to sell their assets, keep children out of school or borrow at high rates; but also ex ante, by discouraging farmers from investing in high-return practices and technologies (Elbers et al., 2007). Innovative solutions are needed to help marginalized farmers prepare for these natural hazards. One solution, building upon decades of agricultural research for development, can be found in the breeding of crop varieties that are more tolerant to weather shocks, pests and disease. The resulting improvements in seed technology offer promising pathways to improve farmers’ adaptive capacity, crowd in investments in agriculture, and thereby enhance agricultural productivity (Emerick et al., 2016). At the same time, stress tolerance is not a bullet-proof solution against all hazards. Farming is risky by nature, and improved stress-tolerant varieties will not shield farmers from more severe hazards, or from risks for which stress tolerance was not an explicit breeding objective. Drought-tolerant varieties are, for instance, not necessarily disease tolerant as well. Improving resilience in the face of climate change will require a more complete solution, in which farmers invest in stress-tolerant varieties to reduce their exposure to moderate, manageable risks, whilst accessing other types of solutions, including financial services, to protect their livelihoods from more severe and catastrophic production risks. This project note describes the findings from a research program in Kenya that aims to design, implement, and evaluate more complete risk management solutions; in particular, a solution that promotes stress-tolerant crops and varieties using an innovative picture-based crop insurance (PBI) product. The note first describes this intervention and the study designed to measure its impacts, followed by an overview of key findings at midline. This will include insights on the scalability of picture-based claims settlement, opportunities for more gender-responsive program design, and demand for the insurance product. We conclude by describing key challenges faced whilst implementing these solutions and providing an outlook for the future.
