Each day, around 450,000 of the 6.7 million pupils in state maintained schools in England miss school. Research indicates that children who do not attend school regularly are more likely to leave school with few or no qualifications, and are more likely to be drawn into crime and anti-social behaviour. Parents are responsible by law for ensuring that their child receives full-time education, whilst the Department for Education and Skills (DfES) has overall responsibility for school attendance. This NAO report finds that pupil absence from school is caused by a number of factors relating to the child's home life (such as parental attitudes, familial problems or holidays during term-time), the individual pupil (such as genuine illness, behavioural problems or bullying) and the school environment (quality and relevance of teaching, management of bullying or school-parent relations). The DfES has spent about [pound]885 million between 1997 and 2004 on initiatives intended to tackle the problem, resulting in a reduction in authorised absence. However, unauthorised absence has not declined, the causes of which have proved difficult to tackle.There is scope for further improvement of existing DfES national initiatives through closer partnership with local authorities and schools to ensure best practice is more widely adopted, and by focusing on parental attitudes and the role of Ofsted and primary schools to improve attendance management.

Following on from a NAO report (HCP 212, session 2004-05; ISBN 0102932131) published in February 2005, the Committee's report examines the progress made by the DfES to improve school attendance levels, to identify and tackle absence when it occurs, and to persuade pupils and their parents of the importance of attending school. DfES initiatives intended to address the problem have made progress in reducing total absence levels, although unauthorised absence levels remained static for many years and then increased in 2004-05. The initiatives have also helped reduce the number of permanent exclusions. Conclusions reached include that there is a need for more effective national absence data to inform initiatives, and this can be helped through the introduction of electronic registration systems. The report identifies 10 key practices to help schools manage attendance more effectively and share good practice.

Their research is drawn primarily from the British experience, but the phenomena studied are international in scope. Generally, civic engagement has been improving, but in certain areas there are serious gaps that still need addressing. Administrative arrangements are shown to reduce absence for booked appointments, without necessarily making referred patients more or less likely to attend. A variety of measures are suggested for truancy, and the take-up of social security benefits faces a number of issues. Work absence attributed to sickness is at least partly viewed as a psychosocial problem. Economic analysis shows the importance of incentives, and the potential cost of changing from selective to the universal provision of free school meals. Taken together, the sociological analysis in the book highlights the fragmentation of society and its consequences for civic engagement.
