The order of international relations in Asia is predominantly state-centric. It is one based primarily on absolute national sovereignty, exclusive national identity and patriotic national citizenship. This sovereignty-based or state-centered order, however, has been challenged and progressively undermined by a people-centric order that is governed by ideals of global citizenship and principles of global justice. In this people-centric order, the emergence of a new form of politics in which citizens are empowered by various non-governmental organizations that serve to define and influence world politics is envisaged. Clearly, such an order clashes with the prevailing Asian national sovereignty-based model. This book provides a systematic descriptive, explanatory and normative analysis of the clash of normative orders in Asia, and develops an analysis of Asian responses to the challenge posed by a more diffuse people-centric order and the implications this may have for global justice. The book aims to study two paradigms of political order — a national statist sovereignty-based order and a people-centric order, analyze the conflict between two diverse political paradigms within an Asian setting, and assess the various challenges a people-centric order poses for a sovereignty-based order. It also aims to address the paucity of Asian normative thinking through a synthesis of intellectual sources and normative theories. Ecumenism in postwar Asia, institutionalized in the Christian Conference of Asia, displayed a remarkable this-worldliness from its inception in the 1940s. This tendency was in contrast to the tension between the church-centric and world-centric approaches to Christian mission that marked conciliar mission thinking in the West. This work examines the development of such this-worldly holiness in Asian ecumenism, focusing on M. M. Thomas of India and C. S. Song from Taiwan. Special attention is drawn to the idea of "God's this-worldly presence" that considers God as redemptively at work in world history apart from the church. The study first compares the development of this-worldly holiness in the West and Asia and then examines the thinking of Thomas and Song. The chapters on these two theologians discuss their backgrounds, the basic concerns motivating their intellectual searches, and responses to the questions arising from such concerns. These chapters also try to understand how these theologians view the relationship between God and the world. In so doing, the study highlights the significance of the idea of God's this-worldly presence shared by Thomas and Song in spite of differences in their backgrounds, approaches, and theological formulations. Having compared Thomas and Song, the study concludes that the idea of God's this-worldly presence became central to Asian ecumenism because it offered a common unifying vision to Asian Christians who come from a region characterized by tremendous diversity. The idea helped them to see the diverse peoples, cultures, and religions in Asia under one God who transcends the diversity and still takes it seriously.

As Japan invaded China and conducted a full-scale war against the United States in the late 1930s and early 1940s, several versions of a Pan-Asian empire were presented by Japanese intellectuals, in order to maximize wartime collaboration and mobilization in China and the colonies. A broad group of social scientists – including Rōyama Masamichi, Kada Tetsuji, Ezawa Jōji, Takata Yasuma, and Shinmei Masamichi – presented highly politicized visions of a new Asia characterized by a newly shared Asian identity. This book analyses efforts of Bangladeshi government and NGOs to strengthen local governance, and identifies the challenges posed by collaboration with NGOs. Presenting a dominantly qualitative study, the analysis explores whether engagement between the Sharique project to strengthen local governance and the Union Parishads has translated into success. In doing so, it argues that evidence points to a positive impact on institutionalising good governance and fiscal autonomy through widening participation in planning and decision-making, reinforcing accountability of functionaries and enhancing tax collection. Furthermore, this book demonstrates that the collaboration has aided the process of development of social capital between officials of councils and NGOs, as well as amongst the community members, encouraging future partnership governance. However, with the phasing out of the project as a propelling force, it also shows that the results fall short of being sustainable and, as such, that statuary support, unequivocal political commitment, and incentivising engagements are required to stabilise outcomes. Bridging a gap in the Development Studies literature, this book presents new findings on the collaboration of NGOs at the local level. It will be of interest to academics working in the field of South Asian Studies, Development Studies, and Asian Politics.
