While Rosie the Riveter had fewer paid employment options after being told to cede her job to returning World War II veterans, her sisters and daughters found new work opportunities in national defense. The 1948 Women's Armed Services Integration Act created permanent military positions for women with the promise of equal pay. Her Cold War follows the experiences of women in the military from the passage of the Act to the early 1980s. In the late 1940s, defense officials structured women's military roles on the basis of perceived gender differences. Classified as noncombatants, servicewomen filled roles that they might hold in civilian life, such as secretarial or medical support positions. Defense officials also prohibited pregnant women and mothers from remaining in the military and encouraged many women to leave upon marriage. Before civilian feminists took up similar issues in the 1970s, many servicewomen called for a broader definition of equality free of gender-based service restrictions. Tanya L. Roth shows us that the battles these servicewomen fought for equality paved the way for women in combat, a prerequisite for promotion to many leadership positions, and opened opportunities for other servicepeople, including those with disabilities, LGBT and gender nonconforming people, noncitizens, and more.

Attitudes Aren't Free: Thinking Deeply about Diversity in the US Armed Forces emerged from a vision to collect essays from the brightest voices of experts across the range of contentious social issues to catalyze productive discussions between military members of all ranks and services. Forty-nine experts contributed to the following 29 chapters writing on the primary themes of religious expression, homosexuality, gender, race, and ethics. Chapters appearing in this volume passed the scrutiny of a double-blind peer-review by one or more referees from the board of reviewers. The chapters are largely written in a colloquial, intellectual op-ed fashion and capture a "snapshot" of the current discussions regarding a particular topic of interest to uniformed personnel, policy makers, and senior leaders. Each section seeks to frame the spectrum of perspectives captured within the current debates and lines of argument. Authors were specifically asked not to address all sides of the issue, but rather to produce a well-reasoned argument explaining why they believe their well-known position on an issue is in the best interests of the military members and make specific recommendations about how best to address the policy issues from their perspective. The volume is arranged in four primary sections by theme: Religious Expression, Homosexuality, Race and Gender, and Social Policy Perspectives. Within each section, readers will find multiple chapters-each embracing a different perspective surrounding the section's theme. Thus, because of the unbalanced nature of many of the individual chapters, it is critically important that readers focus on the entire spectrum of perspectives presented within a section to ensure they have the context necessary to frame any single perspective. Drawing on the copious amount of material from Turner’s speeches, editorial, and open and private letters, Andre E. Johnson tells a story of how Turner provided rhetorical leadership during a period in which America defaulted on many of the rights and privileges gained for African Americans during Reconstruction. Unlike many of his contemporaries during this period, Turner did not opt to proclaim an optimistic view of race relations. Instead, Johnson argues that Turner adopted a prophetic persona of a pessimistic prophet who not only spoke truth to power but, in so doing, also challenged and pushed African Americans to believe in themselves. At this time in his life, Turner had no confidence in American institutions or that the American people would live up to the promises outlined in their sacred documents. While he argued that emigration was the only way for African Americans to retain their “personhood” status, he also would come to believe that African Americans would never emigrate to Africa. He argued that many African Americans were so oppressed and so stripped of agency because they were surrounded by continued negative assessments of their personhood that belief in emigration was not possible. Turner’s position limited his rhetorical options, but by adopting a pessimistic prophetic voice that bore witness to the atrocities African Americans faced, Turner found space for his oratory, which reflected itself within the lament tradition of prophecy.

Diversity, inclusion, and equal opportunity are three terms that are often used interchangeably; however, there are some differences in how they are interpreted and applied between the Department of Defense (DOD) and civilian organizations. In the past few decades there have been rapid changes to certain laws and policies regarding diversity, inclusion, and equal opportunity in the Armed Forces. Since 2009, DOD policy changes and congressional actions have allowed individuals who are gay to serve openly with recognition for their same-sex spouses as dependents for the purpose of military benefits and opened all combat assignments to women. On June 30, 2016, DOD announced the end of restrictions on service for those transgender troops already openly serving. However, in August of 2017, President Donald J. Trump directed DOD to (1) continue to prohibit new transgender recruits, (2) review policies on existing transgender sevicemembers, and (3) restrict spending on surgical procedures related to gender transition. Military manpower requirements derive from National Military Strategy and are determined by the military services based on the workload required to deliver essential capabilities. Some argue that to effectively deliver these capabilities a workforce with a range of backgrounds, skills and knowledge is required. Those who support broader diversity and equal-opportunity initiatives in the military contend that a more diverse force is a better performing and more efficient force. They point out that the nature of modern warfare has been shifting, requiring a range of new skills and competencies, and that these skills may be found in a more diverse cross-section of American youth. Some argue that historically underrepresented demographic groups continue to be at a disadvantage within the military and that efforts should be intensified to ensure equal opportunity for individuals in those groups. Some also contend that if the military is to remain competitive with private-sector employers in recruiting a skilled workforce, DOD should offer the same equal-opportunity rights and protections that civilian employees have. Others oppose the expansion of diversity to include non-traditional gender identification because they fear it would undermine military cohesion and effectiveness, and would not accurately reflect American society as a whole.
