Taking a long view, and a wide perspective, this book by Japan's leading scholars on Asia and Eurasia provides a comprehensive and systematic comparison of the three greatest powers in the region and assesses how far the recent growth trajectories of these countries are sustainable in the long run. The book demonstrates the huge impact on the region of these countries. It examines the population, resource and economic basis for the countries' rise, considers political, social and cultural factors, and sets recent developments in a long historical context. Throughout, the different development paths of the three countries are compared and contrasted, and the new models for the future of the world order which they represent are analysed.

Russia-India-China by Nivedita Das Kundu Pdf

The idea of trilateral cooperation between Russia-India-China, launched in the 1990s, has been growing from strength-to-strength. The track one and half dialogue, which began with the meeting of the Foreign Ministers, culminated at the gathering of the heads of states of the three countries. Since 2001, experts, scholars and diplomats have met to demarcate areas of collaboration in various sectors. Trade and economic sector and energy security are the vital area for cooperation as all the three countries have registered the fastest growth rates in the world. They are equally concerned with issues of disarmament and non-proliferation. Conscious of the damage being caused to natural resources, Russia, India and China have sought to address the issue of restoring the environment and tackling climate change. While there are differences among these three countries, the areas where their interests converge are several. They hold similar views on multilateralism, giving primacy of place to a multi-polar world order, the need to democratise international relations and develop a just international system. They hold similar perspectives on the emerging threat of terrorism, the importance of promoting the regional cooperative mechanism to address the problems faced by the region, the challenges posed by globalisation, as well as new threats like the current financial crisis that have effected them to some degree or other. -- Back cover.

A long-standing idea to link India, Russia and China in a strategic triangle has received renewed attention in the Russian media following President Putin s visit to India on December 2014. The books discusses the question as to the extent to which the RIC construct is useful for India and what its stance should be towards suggestions to raise it to a triangular strategic partnership."

Governance, Decentralization and Reform in China, India and Russia by Jean-Jacques Dethier Pdf

The papers in Governance, Decentralization and Reform in China, India and Russia, which were presented at a ZEF conference in May 1999, deal with three critical aspects of governance in China, India, and Russia: political reforms at the local level; fiscal reforms in intergovernmental relations; and legal reforms. The volume collects contributions from 24 outstanding economists, political scientists and legal specialists including Vito Tanzi, Daniel Treisman, Pranab Bardham, Jean Drèze, Katharina Pistor and Kathryn Hendley. Distorted economic and political incentive structures, capture of the state by powerful élites and inoperative legal systems are factors that have greatly complicated the political economy of reform in these three large countries with heterogeneous populations. Addressing these political and institutional issues is essential to designing good policies. One particular goal of this volume is to bring together new analytical insights and empirical evidence on governance, a new and growing field of research. The volume is divided into three parts: fiscal federalism; decentralization and provision of local public goods; and legal reforms. Part I discusses the role of incentives in fiscal federalism. The papers analyze the effects of different revenue-sharing mechanisms between different levels of government, in particular the effects on regional growth and inequality and the incentives that local politicians may have to provide public goods depending on fiscal arrangements with the central government. In adapting their governance structures, all three countries have been striving for increased decentralization. But the theoretical literature suggests that, in a decentralized setting, second-best solutions must prevail: it is not possible to ensure incentive compatibility simultaneously with optimal allocation of resources and a balanced budget in providing public goods. Part II discusses taxation and public expenditure management both as a political and as a budgetary process. Two questions which the papers address are: Does participation of stakeholders and accountability of public authorities improve economic and social outcomes? Does better governance in the provision of basic goods such as health care and education improve equity? While decentralization is often seen as a way to improve the quality of public services, rule-based governance is viewed as a safeguard against the arbitrariness of public officials and weaknesses in law enforcement. The five papers in Part III focus on the rule of law; the role of the judicial system in establishing a rule-based economy; and the effectiveness of legal institutions during the transition from socialism to a market economy. They present overviews of current legal reform issues in the three countries and discuss various conceptual approaches to addressing legal reform issues.

On the Edge by Franck BillŽ,Caroline Humphrey Pdf

A pioneering examination of history, current affairs, and daily life along the RussiaÐChina border, one of the worldÕs least understood and most politically charged frontiers. The border between Russia and China winds for 2,600 miles through rivers, swamps, and vast taiga forests. ItÕs a thin line of direct engagement, extraordinary contrasts, frequent tension, and occasional war between two of the worldÕs political giants. Franck BillŽ and Caroline Humphrey have spent years traveling through and studying this important yet forgotten region. Drawing on pioneering fieldwork, they introduce readers to the lifeways, politics, and history of one of the worldÕs most consequential and enigmatic borderlands. It is telling that, along a border consisting mainly of rivers, there is not a single operating passenger bridge. Two different worlds have emerged. On the Russian side, in territory seized from China in the nineteenth century, defense is prioritized over the economy, leaving dilapidated villages slumbering amid the forests. For its part, the Chinese side is heavily settled and increasingly prosperous and dynamic. Moscow worries about the imbalance, and both governments discourage citizens from interacting. But as BillŽ and Humphrey show, cross-border connection is a fact of life, whatever distant authorities say. There are marriages, friendships, and sexual encounters. There are joint businesses and underground deals, including no shortage of smuggling. Meanwhile some indigenous peoples, persecuted on both sides, seek to ÒreviveÓ their own alternative social groupings that span the border. And Chinese towns make much of their proximity to ÒEurope,Ó building giant Russian dolls and replicas of St. BasilÕs Cathedral to woo tourists. Surprising and rigorously researched, On the Edge testifies to the rich diversity of an extraordinary world haunted by history and divided by remote political decisions but connected by the ordinary imperatives of daily life.
