Using the case study of the Kadazan of Sabah, a region in the Malaysian section of Borneo, this book examines national, ethnic and local identities in post-colonial states. It shows the importance of the connection between lived experience and identity and belonging, and by doing so, provides a deeper and fuller explanation of the apparently contradictory conflict between different collective forms of identification and the way in which they are employed in reference to everyday situations. Based on ethnographic fieldwork and historical analysis, the book reconstructs the development of the cultural forms and labels associated with the collective identities it studies. The author employs an approach that sees collective identification as an expression of everyday practices and that stresses the importance of participation and familiarity between forms of identification and lived experience. In this context, he considers anthropological debates about state-minorities relations and issues of ‘dignity’ and ‘respect’. Explaining state-minority relations in Malaysia and more generally in other post-colonial realities, the insights presented are highly relevant to other cases of conflicting allegiances and identity politics in settings of post-colonial nation-building.

In 1990, shortly after a Malaysian politician announced that the boundaries of Kinabalu Park, a primary tourist destination, were to be expanded to include the species-rich tropical forest known locally as Bukit Hempuen, most of the area was burned to the ground, allegedly by local people. What would motivate the people who had for generations hunted and gathered forest products there to act so destructively? In this volume, Amity Doolittle illuminates this and other contemporary land-use issues by examining how resources were used historically in Sabah from 1881 to 1996 and what customary rights of access to land and resources were enjoyed by local people. Drawing upon anthropology, political science, environmental history, and political ecology, she looks at how control over and access to resources have been defined, negotiated, and contested by colonial state agents, the postcolonial Malaysian state, and local people. The study is grounded in methodological and theoretical advances in the field of political ecology, merging the traditions of human ecology and political economy and looking at environmental conflicts in terms of the particulars of place, culture, and history. Doolittle assumes that environmental problems have causes that are complex and changing and that solutions must be specific to time and place. Using a political ecology perspective allows her to focus on the root causes of environmental degradation, exposing the underlying political, economic, and social forces at work. The challenge in the twenty-first century, she writes, is to move beyond blaming local people for resource degradation and to find ways to achieve equitable access to natural resources and more sustainable land use practices. Malaysia was initially lauded for its ability to combat the first few waves of COVID-19 but infection spikes since the Sabah state elections in September 2020 and subsequent exponential increases in both infections and deaths in 2021 left the nation reeling. Nationwide vaccination is seen as the only way out of the pandemic. Malaysia’s COVID-19 communication strategy was hampered by political machinations and myriad changes in government. The need to shore up favour among the electorate resulted in inconsistent messaging and regular U-turns whenever there was public outrage at arbitrary restrictions. This resulted in confusion on the ground, preventing successful COVID-19 management and containment. Under the current regime, claims to more accessible data have been disputed and doubts have surfaced over data transparency and accuracy. There is an urgent need to ensure convincingly reliable information, as well as to use more engaging messaging on more suitable media. A holistic and effective COVID-19 communication strategy should adopt principles from several communication approaches, resulting in messages that are clear, simple and accessible as well as consistent and credible. Audiences should be segmented so that messages can be better tailored to their needs, with adequate information on the necessary steps to prevent infection and spread. Fake news, misinformation, and disinformation should be constantly tackled and debunked. The Gerai OA and OA Lindungi Komuniti Facebook pages are outstanding examples of grassroots information dissemination channels that effectively provide fact-checked, coherent and accessible information to local communities in languages and on media best-suited to their audiences.

The four financial vulnerabilities investigated in this book directly address the strategic outcomes of the Malaysian National Strategy for Financial Literacy 2019–2023 (MNSFL), a five-year plan to elevate the financial literacy of Malaysians. Finally, the book presents strategic recommendations that are believed to be useful guidelines for relevant policymakers to promote positive financial behaviours and rational attitudes among consumers.
