Achieving Effective Acquisition of Information Technology in the Department of Defense by National Research Council,Division on Engineering and Physical Sciences,Computer Science and Telecommunications Board,Committee on Improving Processes and Policies for the Acquisition and Test of Information Technologies in the Department of Defense Pdf

In the military, information technology (IT) has enabled profound advances in weapons systems and the management and operation of the defense enterprise. A significant portion of the Department of Defense (DOD) budget is spent on capabilities acquired as commercial IT commodities, developmental IT systems that support a broad range of warfighting and functional applications, and IT components embedded in weapons systems. The ability of the DOD and its industrial partners to harness and apply IT for warfighting, command and control and communications, logistics, and transportation has contributed enormously to fielding the world's best defense force. However, despite the DOD's decades of success in leveraging IT across the defense enterprise, the acquisition of IT systems continues to be burdened with serious problems. To address these issues, the National Research Council assembled a group of IT systems acquisition and T&E experts, commercial software developers, software engineers, computer scientists and other academic researchers. The group evaluated applicable legislative requirements, examined the processes and capabilities of the commercial IT sector, analyzed DOD's concepts for systems engineering and testing in virtual environments, and examined the DOD acquisition environment. The present volume summarizes this analysis and also includes recommendations on how to improve the acquisition, systems engineering, and T&E processes to achieve the DOD's network-centric goals.

Major Automated Information Systems by U.s. Government Accountability Office Pdf

" In 2011, DOD allotted at least $5.6 billion for designated MAIS programs, which are intended to help the department sustain its key operations. The National Defense Authorization Act for Fiscal Year 2012 mandated that GAO select and assess DOD MAIS programs annually through March 2018. This report discusses the results of GAO's first annual assessment. The act directed GAO to (1) describe the extent to which selected MAIS programs have stayed within planned cost and schedule estimates and met performance targets, (2) assess selected MAIS programs' actions to manage risks, and (3) assess the extent to which selected MAIS programs used key information technology acquisition best practices. To do so, GAO selected 14 of the 48 DOD MAIS programs based on several factors, including size of total life-cycle costs, and summarized the results of analyses of cost, schedule, and performance across the programs. Further, GAO selected 3 of the 14 programs (one Army, one Air Force, and one Navy) and analyzed their risk management actions and assessed them against best practices for requirements management and project monitoring and control. "

" The National Defense Authorization Act for Fiscal Year 2012 mandated that GAO select and assess DOD MAIS programs annually through March 2018. This report discusses the results of GAO's second annual assessment. Based on the act's requirements, GAO's objectives were to (1) describe the extent to which selected MAIS programs have changed their planned cost and schedule estimates and met performance targets; (2) assess selected MAIS programs' actions to manage risks; and (3) assess the extent to which selected MAIS programs used key information technology acquisition best practices. To do so, GAO selected 15 of the 42 DOD MAIS programs based on several factors, including representation from multiple DOD components, and summarized the results of analyses of cost, schedule, and performance across the programs. Further, GAO selected 3 of the 15 programs (1 each from DHA, DLA, and Navy) and assessed them against best practices for risk management, requirements management, and project monitoring and control. Best Practices by United States. Government Accountability Office Pdf

Cost growth and schedule delays are prevalent problems in acquiring defense weapon systems. Manufacturing systems has proven difficult, particularly as programs transition to production. In December 2008, the Department of Defense (DOD) issued an updated version of its acquisition policy that reflects earlier consideration of manufacturing risks. A joint defense and industry group developed manufacturing readiness levels (MRL) to support assessments of manufacturing risks. Use of MRLs on all weapon acquisition programs has been proposed. In response to a congressional request, this report assesses the manufacturing problems faced by DOD, how MRLs can address manufacturing problems, how MRLs compare to manufacturing best practices of leading commercial firms, and challenges and barriers to implementing MRLs at DOD. In conducting our work, we contacted DOD, military services, and contractors; held interviews with leading commercial firms; reviewed program documents and policy proposals; and spoke with manufacturing experts. GAO recommends that the Secretary of Defense require the use of MRLs across DOD programs, strengthen the MRL criteria (process control) for production start, assess the need for tools, and assess the manufacturing workforce to address knowledge gaps. DOD partially concurred with the first recommendation, and concurred with the other three.
