Strategic Options for Urban Infrastructure Management by William F. Fox Pdf

Experience of the past decade confirms that the solution to infrastructure problems is not merely to expand capacity by making new investments. Much more systematic changes must be undertaken if service delivery is to attain the standards necessary to improve quality of life and allow economic output to expand more rapidly. This paper identifies several broad areas for reform and recommends a series of actions to attain effective service delivery. (Adapté du résumé de l'auteur).

Infrastructure Productivity Evaluation by Wouter Jonkhoff,Walter Manshanden Pdf

Infrastructure construction and use is at the heart o the current political debate. Not only are European member state governments investing large amounts of money to alleviate the harmful effects of the economic downturn due to the credit crisis, EU accession countries receive large amounts of cohesion funds for infrastructure purposes. Infrastructure is widely believed to contribute largely to economic performance, but to what extent is this the case? How does the productivity of roads, railways and ports relate to the invested money, and what determines their effectiveness? In this Brief, which focuses to a large extent on Dutch and European practice, numerous distinguished economists describe policy practice and analytical tools for infrastructure appraisal. Moreover, harmonisation of European approaches for evaluation of infrastructure are discussed. The study focuses both on scientific productivity measurement as on case studies of infrastructure policy.

Global Developments in Public Infrastructure Procurement by Darrin Grimsey,Mervyn K. Lewis Pdf

There is widespread acceptance of the importance of infrastructure, but less agreement about how it should be funded and procured. While most public infrastructure is still provided in-house or by traditional procurement methods – with well-researched strengths and weaknesses – the development of service concession arrangements has seen a greater emphasis on lifecycle costing, risk assessment and asset design as featured in a variety of public private partnership (PPP) delivery models. This book examines the various procurement approaches, and provides a framework for comparing their advantages and disadvantages. Drawing on international experience, it considers some of the best and worst examples of PPPs, and infrastructure projects generally, along with the lessons for improving infrastructure procurement processes.

Privatized Infrastructure by Adrian J. Smith Pdf

This book examines the major aspects of the relationship between government and the private sector in the provision of high quality, sustainable, and affordable privately funded infrastructure projects. The form of this partnership is often seen as a major determinant of the project risk distribution among the various parties involved, and will thus be crucial in attracting both high quality developers/operators and external institutional funding.

Transport Investment and Economic Development by David Banister,Joseph Berechman Pdf

A major concern of all decision makers has been to ensure that there are clear benefits from transport investment proposals. The travel time savings are clear, but the wider economic developments have presented enormous difficulty in terms of both theoretical arguments and empirical evidence. This book reviews the history of the debate and argues that the agenda has changed. These issues are presented together with a major analytical investigation of macroeconomic models, evaluation in transport and microeconomic approaches. The final part of the book presents a series of case studies for road, rail and airport investment schemes, particularly focusing on the economic development aspects.

The Economics of Infrastructure Provisioning by Arnold Picot Pdf

In this volume, experts from Europe, North and South America and Asia examine the complexities of financing, installing, implementing and regulating public infrastructures. Employing a range of methodological approaches, including historical and empirical research, analytical models, theoretical analysis and sector and regional case studies, they consider the economics of infrastructure provisioning by government, through private-public partnerships and privatisation arrangements. After first treating general investment, growth and policy issues, they then offer sector-specific analyses of transportation, energy, telecommunications and water infrastructures.

Emerging Infrastructure Policy Issues in Developing Countries by Antonio Estache Pdf

"Estache reviews the recent economic research on emerging issues for infrastructure policies affecting poor people in developing countries. His main purpose is to identify some of the challenges the international community, and donors in particular, are likely to have to address over the next few years. He addresses six main issues: (1) the necessity of infrastructure in achieving the Millennium Development Goals; (2) the various dimensions of financing challenges for infrastructure; (3) the debate on the relative importance of urban and rural infrastructure needs; (4) the debate on the effectiveness of infrastructure decentralization; (5) what works and what does not when trying to target the needs of the poor, with an emphasis on affordability and regulation challenges; and (6) the importance of governance and corruption in the sector. The author concludes by showing how the challenges identified define a relatively well integrated agenda for both researchers and the international infrastructure community. This paper,a product of the Office of the Vice President, Infrastructure Network,is part of a larger effort in the network to stimulate more analytical assessments of emerging issues in the sector"--World Bank web site.

Public Infrastructure, Private Finance by Demetrio Muñoz Gielen,Erwin van der Krabben Pdf

Traditionally, the public sector has been responsible for the provision of all public goods necessary to support sustainable urban development, including public infrastructure such as roads, parks, social facilities, climate mitigation and adaptation, and affordable housing. With the shift in recent years towards public infrastructure being financed by private stakeholders, the demand for transparent guidance to ensure accountability for the responsibilities held by developers has risen. Within planning practice and urban development, the shift towards private financing of public infrastructure has translated into new tools being implemented to provide joint responsibility for upholding requirements. Developer obligations are contributions made by property developers and landowners towards public infrastructure in exchange for decisions on land-use regulations which increase the economic value of their land. This book presents insight into the design and practical results of these obligations in different countries and their effects on municipal financial health, demonstrating the increasing importance of efficient bargaining processes and the institutional design of developer obligations in modern urban planning. Primarily written for academics in land-use planning, real estate, urban development, law, and economics, it will additionally be useful to policy makers and practitioners pursuing the improvement of public infrastructure financing.

Infrastructure Services in Developing Countries by Cecilia Briceño-Garmendia,Antonio Estache Pdf

"Briceno, Estache, and Shafik review the evidence on the state of infrastructure in the developing world, emphasizing the investment needs and the emerging policy issues. While their assessment is seriously constrained by data gaps, they provide useful insights on the main challenges ahead, emphasizing that, in addition to the widely discussed access problems, the poorest also face major affordability and service quality issues which were not well addressed by the reforms of the 1990s. The authors make a case for a stronger commitment of the international community to generate the information needed to assess and monitor infrastructure needs and policies. This paper--a product of the Office of the Vice President, Infrastructure Network--is part of a larger effort in the network to upgrade economic and policy work in infrastructure"--World Bank web site.

The Global Architecture of Multilateral Development Banks by Adrian Robert Bazbauers,Susan Engel Pdf

This book explores the evolution of the 30 functioning multilateral development banks (MDBs). MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This book will be of particular interest to researchers of development finance, global governance, and international political economy.
