This report presents the institutional progress made in selected member countries towards achieving sanitation goals, as reported in an ESCAP-led survey. Institutional progress consists of changes in administrative, legal and financial rules and practices that have been made with sanitation goals in mind. It also includes the 'slow-moving' institutions, which are social norms and practices, general awareness of the public and the ensuing demand for sanitation services.
One billion people in the world lack safe drinking water and almost 2 billion lack adequate sanitation services. As a result millions suffer and die every year from water and sanitation related diseases. Poor management and inefficient investment are often responsible for this situation, and countless past attempts at reform have accomplished little. Recently some developing countries have tried to reverse years of mismanagement of their water and sewerage systems by auctioning contracts to private operators. Why do countries that have tolerated mismanagement for decades develop a thirst for efficiency? What are the results of their efforts to change? What determines success or failure? This book fills a gap in the literature by systematically answering these important questions. It does so by analyzing reforms in six developing country capitals -- Buenos Aires, Argentina; Lima, Peru; Mexico City, Mexico; Santiago, Chile; Abidjan, Cote d'Ivoire; and Conakry, Guinea - and the United States in the 19th century. It not only assesses economic factors, but also explores the roles of laws, politics and norms. It provides an economic theory of water that encompasses institutional, political and economic aspects of reform.

About the Author: Michael Rouse is a Distinguished Research Associate at the University of Oxford and manages the Institutional Governance and Regulation module of the University’s MSc Course on Water Science, Policy and Management. He was formerly Head of the Drinking Water Inspectorate in London and has extensive knowledge and experience of water governance and regulation, including all aspects of audit and enforcement, and the governance issues related to both public sector management and privatisation. He has wide knowledge of water technical and operational matters, based on his applied research and development background at the Water Research Centre, where he spent 9 years as Managing Director. Michael has a good understanding of international water matters and advises governments on policy and regulation. He is a Past President of the International Water Association. He is a visiting professor at Tsinghua University in Beijing and at the Shanghai Academy of Social Science. The value chain (VC) system is a key way to address important sanitation technological and institutional gaps in production and service delivery and could constitute a natural platform for development actions and also serve as a market systems approach to improve access to safely-managed sanitation. Following the Regenerative Sanitation Principles, this book presents a new perspective to the SVC known as the ‘integrated functional sanitation value chain’ (IFSVC) to address operational functions within sanitation systems in combination with sanitation enterprises, operators and external actors that support the growth of the sanitation economy. The underlying premise of this book is that the IFSVC represents a new perspective that would have major social, environmental and economic implications for local, national, regional and global sanitation service delivery.
