At COP28 countries recognized that unprecedented adverse climate impacts are increasingly threatening the resilience of agriculture and food systems and ability to produce and access food in the prevailing scenario of mounting hunger, malnutrition, and economic stresses. As a result, over 150 countries have signed the Declaration On Sustainable Agriculture, Resilient Food Sys tems, And Climate Action committing to expedite the integration of agriculture and food systems into climate action and, simultaneously, to mainstream climate action across our policy agendas and actions related to agriculture and food systems (United Nations Framework Convention on Climate Change (UNFCCC), 2023). Currently, there is no concrete framework and approach available at the country level on how to support this integration process. Thus, in this paper, we are proposing a conceptual framework to undertake such an integration analysis of key national level climate change related and agri culture policy documents. Using Tajikistan as a case study, we identify synergies and existing gaps and provide recommendations on strengthening sectoral integration to achieve climate change goals. In the year 2022, 55 percent (402 million) of the people in the world affected by hunger, were living in Asia. During the COVID-19 pandemic, the number of people who could not afford a healthy diet increased globally, and significantly in Asia. Unemployment, high incidence of climate shocks, poverty, income inequality, food price inflation, and the decline in foreign currency re serves have engendered the lack of affordability healthy diet (Food and Agriculture Organization (FAO) et al 2023).

This report assesses the cost of adaptation to climate change across a range of future climate scenarios and investment options. We focus on offsetting climate change impacts on hunger through investment in agricultural research, water management, and rural infrastructure in developing countries. We link climate, crop, water, and economic models to (1) analyze scenarios of future change in the agriculture sector to 2050 and (2) assess trade-offs for these investments across key Sustainable Development Goals (SDGs) for poverty, hunger, and water. Our reference projections show that climate change slows progress toward eliminating hunger, with an additional 78 million people facing chronic hunger in 2050 relative to a no-climate-change future, over half of them in Africa south of the Sahara. Increased investments can offset these impacts. Achieving this would require that annual investment in international agricultural research increase from US$1.62 billion to US$2.77 billion per year between 2015 and 2050. Additional water and infrastructure investments are estimated to be more expensive than agricultural R&D at about US$12.7 billion and US$10.8 billion per year, respectively, but these address key gaps to support transformation toward food system resiliency. Findings on ranges of costs and trade-offs and complementarities across SDGs will help policymakers make better-informed choices between alternative investment strategies.

Agri-food production remains vital to the economies in Latin America and the Caribbean (LAC). Food systems are rapidly changing and are driven by income growth, (urban) population growth, shifts in dietary preferences, and agricultural productivity growth. Food systems are also under threat from disrupters like climate change and distorting policies (including trade wars). This paper makes two quantitative, forward-looking assessments for the future of food and agriculture in the LAC region. The first focuses on the long-term prospects - given projected pathways for the main drivers and under the threat of climate change. The second focuses on current vulnerability of LACs agri-food system to short-term disrupters with special reference to impacts of global trade wars and the prospects for reducing that vulnerability. The implications are not uniform across the countries in the region, but vary greatly depending on economic and demographic size, contribution of the agricultural sector to national GDP, natural resource endowments, ecological and climatic characteristics, level of sophistication of rural and agrarian institutions, available technology, farm-size distribution and tenure systems. Policy interventions to address the challenges will need to consider those differences in initial conditions. The foresight assessments are built on IFPRI’s core global model frameworks, IMPACT and MIRAGRODEP. They allow to capture the complexity of agri-food system development and the scenario analysis helps quantify the relative importance of the drivers and disruptors of food system change, which in turn should be of essential to policymakers in setting priorities for steering towards sustainable and stable food systems capable of meeting twenty-first century challenges.

Central Asia is highly vulnerable to climate change threats, which have negatively impacted both humans and wildlife. Tajikistan, one of the least urbanized countries in the region, is prone to natural disasters, disruptions in rainfall, growing temperatures, reductions in glacial cover, and extreme weather events (Zoï Environment Network 2020; Green Climate Fund [GCF] 2020). The Government of the Republic of Tajikistan acknowledges the problems and risks posed by climate change and is working toward ad dressing them to meet the United Nations (UN) Sustainable Development Goals (SDGs) focused on climate change and environmental concerns. One critical step in this direction is the submission of its updated Nationally Determined Contributions (NDCs) in 2021, which states the country’s proposed efforts to support sustainable and efficient development, taking into consideration climate change, environmental, and socioeconomic challenges for the period 2020–2030 (Government of the Republic of Tajikistan 2021). Weak institutional capacity and lack of efficient vertical and horizontal coordination between multiple stakeholders could undermine the possibility of undertaking integrated climate change actions, how ever. Thus, given the interconnected and multistakeholder nature of climate change issues, the first step is to identify all relevant stakeholders. This effort must be accompanied by an understanding of how the country’s multisectoral climate change issues are being addressed through the policy system and national and regional institutions and how development partners support these efforts (Clar and Steurer 2019). In this paper, we map institutions, stakeholders, and relevant policies that support NDC implementation in Tajikistan and understand their specific roles and responsibilities and related interlinkages. The key impact objective of this paper is to create a knowledge product that helps strengthen vertical and horizontal coordination between institutions working on climate change issues in Tajikistan.

Climate change poses unprecedented challenges to the world’s food systems. Rising temperatures, changing rainfall patterns, and more frequent extreme weather events threaten agricultural production and the biodiversity and ecosystem services that underpin agriculture. Within food systems, climate change affects processing, storage, transport, and retailing of food and affects our food environments. These growing climate risks impact food security, nutrition, and human health, as well as equity and livelihoods, with poor food producers and consumers hit hardest. They make food systems a riskier source of income and reduce the availability of food — worsening poverty and inequity, disrupting livelihoods, and contributing to hunger and malnutrition. At the same time, food systems are failing to provide healthy diets for all, and are generating one-third of human-caused greenhouse gases. Solutions must address this complex nexus of problems. Climate change adaptation and resilience-building efforts for food systems must be accelerated to reverse growing malnutrition, ensure that all people can access healthy diets, and provide sustainable livelihoods. At the same time, efforts to transform food systems work to reduce their environmental footprint. Farmers and small businesses along food value chains in low- and middle-income countries will have to adapt their practices to a climate marked by extreme weather events and changing seasonal patterns in order to meet growing and changing food demand, while also contributing to mitigation. Support for this critical transformation requires not only the development, dissemination, and adoption of appropriate low-emissions, climate-smart technologies and practices, but also a focus on the policies, institutions, governance, and behavior change that can promote sustainable, inclusive food systems.

Additionally, the pledge emphasizes improved waste management and methane capture from solid waste sites, aligning with Tajikistan's green energy objectives, carbon market participation, revenue generation, and attracting international investments. Importantly, joining the Global Methane Pledge involves no legal obligations or penalties, offering Tajikistan a flexible and supportive framework for collaboration, knowledge sharing, funding access, and effective methane reduction measures implementation. Targeting main sources of methane emissions provides an opportunity to implement cost effective measures that yield multiple benefits, including improved air quality, reduced health risks from air pollution, enhanced energy efficiency, increased energy security, and the development of sustainable technologies and industries that foster economic growth and job creation. It is recommended that comprehensive studies be undertaken within each of the sub-sectors such as agriculture, energy, waste management and wastewater management. These studies will not only provide valuable insights to inform effective interventions, but also provide a basis for future re search and data-driven decision-making. It is also important to highlight that some measures can lead to cost avoidance in the long run. By focusing on mitigating methane emissions, Tajikistan can actively contribute to global climate change mitigation while reaping numerous positive out comes for its environment, public health, and economy. To determine the effects of measures, effective measurement is needed. Tajikistan has been improving the management and use of statistical data in recent decades as its Agency for Statistics under the President of the Republic of Tajikistan (TajStat) works closely with regional and international partners to improve data quality and reporting. However, the agency needs additional human and financial resources to support the collection of climate data and the development of indicators to monitor progress and to support sound policy decisions.

Climate change is a significant and growing threat to food security—already affecting vulnerable populations in many developing countries, and expected to affect ever more people in more places, unless action is taken beginning today. Current scenarios for business-as-usual farming under climate change project growing food security challenges by 2050. In this challenging environment, countries will need to contend with shifts in which crops they can best produce, significant changes in global prices, and change in countries’ comparative advantages. New analytical tools that allow policy makers and decision makers to integrate data from the global to the local level offer an important opportunity for countries to identify the most effective ways to address climate change. As the 22nd Conference of the Parties (COP22) gets underway and the role of agriculture as a key element in reducing emissions is widely recognized, countries can use these tools to identify locally appropriate policies that will reduce the impact of climate change on food security over the long term.

Given its heavy reliance on rainfed agriculture and projected climatic and weather changes, SSA faces multidimensional challenges in ensuring food and nutrition security as well as preserving its ecosystems. In this regard, climate-smart agriculture (CSA) can play an important role in addressing the interlinked challenges of food security and climate change. CSA practices aim to achieve three closely related objectives: sustainably increase agricultural productivity, adapt to climate change, and mitigate greenhouse gas (GHG) emissions. The CSA objectives directly contribute to achieving the 2014 Malabo Declaration goals, which include commitments to (1) end hunger in Africa by 2025, (2) halve poverty by 2025 through inclusive agricultural growth and transformation, and (3) enhance the resilience of livelihoods and production systems to climate variability and other related risks. These linkages underscore the importance of including CSA in country and regional plans to achieve overarching development objectives in Africa, in particular food security and poverty reduction. The 2016 Annual Trends and Outlook Report (ATOR) examines the contribution of CSA to meeting Malabo Declaration goals by taking stock of current knowledge on the effects of climate change, reviewing existing evidence of the effectiveness of various CSA strategies, and discussing examples of CSA-based practices and tools for developing evidence-based policies and programs.
