The Performance of the EU in International Institutions by Sebastian Oberthür,Knud Erik Jørgensen,Jamal Shahin Pdf

The Performance of the EU in International Institutions marks one of the first attempts to systematically analyse the subject. It focuses on the role of the EU in decision-making within international organizations and regimes as a major locus of global governance. The book unpacks the concept of EU performance into four core elements: effectiveness (goal achievement); efficiency (ratio between outputs accomplished and costs incurred); relevance (of the EU for its priority stakeholders); and financial/resource viability (the ability of the performing organization to raise the funds required). Based on the case studies herein, the findings presented in this book relate to the identified core elements of performance with a particular emphasis on the dimensions of 'effectiveness' and 'relevance'. Most notably, the EU appears, on balance and over the past two decades, to have become much more relevant for its member states when acting within international institutions. The book highlights four particular factors explaining EU performance in international institutions: the status of relevant EU legislation and policies, the legal framework conditions including the relevant changes that the Lisbon Treaty has brought about, domestic EU politics, and the international context. This book was originally published as a special issue of the Journal of European Integration

International Organization by Volker Rittberger,Bernhard Zangl,Andreas Kruck,Hylke Dijkstra Pdf

The third edition of this popular core textbook provides wide-ranging coverage of the structure, internal working, policies and performance of international organizations such as the UN, EU, IMF and World Bank. Such organizations have never been so important in addressing the challenges that face our increasingly globalised world. This book introduces students to theories with which to approach international organizations, their history, and their ability to respond to contemporary issues in world politics from nuclear disarmament, climate change and human rights protection, to trade, monetary and financial relations, and international development. Underpinning the text is the authors' unique model that views international organizations as actual organizations. Reacting to world events, political actors provide the 'inputs' which are converted by the political systems of these organizations (through various decision-making procedures) into 'outputs' that achieve varying levels of real-world impact and effectiveness. This is the perfect text for undergraduate and postgraduate students of politics and international relations taking courses on International organization and global governance, as well as essential reading for those studying the UN, the EU and Globalization. New to this Edition: - Draws on the most recent research in the field and considers some of the significant world events of the last decade to ensure that the book is completely up to date. - Two separate chapters considering Trade and Development, and Finance and Monetary Relations respectively. - Fully accounts for the challenges to international organizations by the emerging powers, the Trump administration and Brexit

Europe after Enlargement by Yannis Stivachtis Pdf

The enlargement of European-based organisations has reached a near terminal point. The Council of Europe and the Organisation for Security and Cooperation in Europe (OSCE) currently cover virtually all states of Europe (Belarus still remains excluded from the first of these). The EU and NATO have experienced extensive processes of enlargement and the scope for continuing enlargement is now limited largely to the Balkans and the European neutrals. Given this state of affairs it is now pertinent to think of a Europe characterised not by enlargement but by post-enlargement.In International Relations (IR) conceptual thinking on Europe (as opposed just to the EU) has been undertaken using a range of scholarly tools. In this volume, attention to Europe proceeds from English School (ES) thinking, and specifically its three-fold distinction between international system, international society and world society. It is the international society element (the development/institutionalisation of shared interests and identities buttressed by rules and norms) which signifies in their most concrete form different patterns of interaction or integration between states. This book will be of interest to international relations scholars, as well as practitioners within the European Union and other intergovernmental institutions. It was published as a special issue of the Journal of European Integration.

China, the European Union and the Restructuring of Global Governance by Tanguy De Wilde,Pierre Defraigne,Jean-Christophe Defraigne Pdf

China, the European Union and Global Governance examines the key determinants of European and Chinese approaches to the restructuring of global governance systems. Using a multidisciplinary method, this collection of chapters analyses four distinct fields that are key for both China and the EU and in the development of their relations and future cooperation: the global trading system, the international monetary system, climate and energy policy and international security. In the context of ChinaÍs growing role in global governance and of EU_China cooperation, these contributions emphasize strategies, prospects and objectives of both actors. They outline possible avenues for an enhanced partnership in light of the changing global order, which implies a rethinking of the existing multilateral structures. This interdisciplinary study will appeal to researchers and scholars interested in global governance, European foreign policy, Chinese foreign policy, EU_China relations, as well as trade, the international economy and climate change policies. Postgraduate students in international relations, international political economy, European studies and Chinese studies, as well as policymakers in the areas of external relations and EU_China relations, will also find much to interest them in this book.

EU Policy Responses to a Shifting Multilateral System by Esther Barbé,Oriol Costa,Robert Kissack Pdf

This book explores how the EU, as an international actor, is adapting to recent transformations in the multilateral system. The international identity of the European Union is built upon its support for effective multilateralism and its commitment to core norms and values. Until recently, there was no need to choose between these goals. Emerging powers in the international system are not only demanding more power in multilateral institutions, but also sometimes seeking to influence their purpose and function, away from those championed by the EU. This presents a dilemma for EU foreign policy – framed in this edited volume as either accommodating changes in order to support multilateral institutions or entrenching the EU position in order to uphold values. Using a common analytical framework, the chapters include case studies on important multilateral institutions such as the United Nations Security Council, the International Monetary Fund, the World Trade Organization and the International Criminal Court, as well as key policy areas such as energy, climate change, nuclear non-proliferation, and human rights.

The European Union and International Organizations by Knud Erik Jørgensen Pdf

This volume seeks to explore the complex relationship between the European Union and International Organizations, and to fill a remarkably wide gap in existing literature on the topic. Analysing the way in which the EU engages in some of the most important international organizations, this book outlines a framework for analysis within this thriving subject of study. By demonstrating how the EU supports ‘effective multilateralism’ and global governance, as well as furthering developments within foreign policy, this volume adopts a novel perspective on the EU as an international player. Seeking to move the focus of study beyond the European Union as itself an international organization, contributors set out to demonstrate EU aspirations to act within international organizations. The volume’s key features include: the first comprehensive study on this topic eight case studies of the EU, including its role within the UN, WTO, NATO, and the ICC contributions from both internationally renowned political scientists and economists The European Union and International Organizations will be of vital interest to students and scholars of international relations, European Politics, Political Science, and International Organisations. It will also be of interest to a wider readership including policy makers, diplomats, and journalists.
