This book examines Islam’s relationship to democratization in the Indian Ocean nation of the Maldives. It explores how and why an electoral democracy based in a constitution that has many liberal features but also Islam-based limitations, especially lack of religious freedom, emerged in the country by 2009. In doing so, the book interrogates a major approach to Muslim politics that assumes reformist interpretations of Islam are a positive, and even a necessary, force for liberalization and democratization in Muslim-majority contexts. This book shows reformist Islam did play certain positive roles in democratization in the Maldives. However, the book suggests reformist Islam may not be an invariably uncontroversial force in the space of politics. It argues that modern nation building in the Maldives shaped by political actors with reformist Islamic orientations, since around the 1930s, has also completely transformed Islam as a modern institutional and discursive political religion. These transformations of Islam as a modern political religion have existed as path-dependent constraints on the depth of democratization, ensuring religion-based limitations and intensifying controversy over religion vis-à-vis the state and individual rights. Rethinking World Politics is a major intervention into a central debate in international relations: how has globalization transformed world politics? Most work on world politics still presumes the following: in domestic affairs, individual states function as essentially unified entities, and in international affairs, stable nation-states interact with each other. In this scholarship, the state lies at the center; it is what politics is all about. However, Philip Cerny contends that recent experience suggests another process at work: "transnational neopluralism." In the old version of pluralist theory, the state is less a cohesive and unified entity than a varyingly stable amalgam of competing and cross-cutting interest groups that surround and populate it. Cerny explains that contemporary world politics is subject to similar pressures from a wide variety of sub- and supra-national actors, many of which are organized transnationally rather than nationally. In recent years, the ability of transnational governance bodies, NGOs, and transnational firms to shape world politics has steadily grown. Importantly, the rapidly growing transnational linkages among groups and the emergence of increasingly influential, even powerful, cross-border interest and value groups is new. These processes are not replacing nation-states, but they are forging new transnational webs of power. States, he argues, are themselves increasingly trapped in these webs. After mapping out the dynamics behind contemporary world politics, Cerny closes by prognosticating where this might all lead. Sweeping in its scope, Rethinking World Politics is a landmark work of international relations theory that upends much of our received wisdom about how world politics works and offers us new ways to think about the forces shaping the contemporary world.

This book examines the effectiveness and consistency of EU democracy promotion in its Eastern neighbourhood between 1991 and 2014. It concludes that the EU’s democratization role in this region was, not surprisingly, weak within this time period. However, this weak role only took shape under four domestic and transnational conditions: (a) a higher cost-benefit balance of rule transfer, (b) a lower structural difficulty a given country would need to overcome on its way towards a democratic regime, (c) increased levels of authority distribution across branches of power, and (d) a higher extent of democratic diffusion resulting from regional interactions. In those countries where these domestic and transnational conditions were present, as in Moldova, Ukraine, and Georgia, the EU’s democratizing influence was in causal terms only the tip of the iceberg. Most variation in regime dynamics remains to be explained by domestic and transnational contexts.
