While some scholars would argue that there was no “Iraq” before King Faysal’s coronation in 1921, Iraqi history spans fourteen centuries of tribal communities that endured continual occupation in their historic homeland, including Mongol invasions in the thirteenth century and subsequent Ottoman and British invasions. An Iraqi identity was established long before the League of Nations defined the nation-state of Iraq in 1932. Drawing on neglected primary sources and other crucial accounts, including memoirs and correspondence, Reclaiming Iraq puts the 1920 revolt against British occupation in a new light—one that emphasizes the role of rural fighters between June and November of that year. While most accounts of the revolution have been shaped by the British administration and successive Iraqi governments, Abbas Kadhim sets out to explore the reality that the intelligentsia of Baghdad and other cities in the region played an ideological role but did not join in the fighting. His history depicts a situation we see even today in conflicts in the Middle East, where most military engagement is undertaken by rural tribes that have no central base of power. Noga Efrati outlines the first social and political history of women in Iraq during the periods of British occupation and the British-backed Hashimite monarchy (1917–1958). She traces the harsh and long-lasting implications of British state building on Iraqi women, particularly their legal and political enshrinement as second-class citizens, and the struggle by women's rights activists to counter this precedent. Efrati concludes with a discussion of post-Saddam Iraq and the women's associations now claiming their place in government. Finding common threads between these two generations of women, Efrati underscores the organic roots of the current fight for gender equality shaped by a memory of oppression under the monarchy. Efrati revisits the British strategy of efficient rule, largely adopted by the Iraqi government they erected and the consequent gender policy that emerged. The attempt to control Iraq through "authentic leaders"—giving them legal and political powers—marginalized the interests of women and virtually sacrificed their well-being altogether. Iraqi women refused to resign themselves to this fate. From the state's early days, they drew attention to the biases of the Tribal Criminal and Civil Disputes Regulation (TCCDR) and the absence of state intervention in matters of personal status and resisted women's disenfranchisement. Following the coup of 1958, their criticism helped precipitate the dissolution of the TCCDR and the ratification of the Personal Status Law. A new government gender discourse shaped by these past battles arose, yet the U.S.-led invasion of 2003, rather than helping cement women's rights into law, reinstated the British approach. Pressured to secure order and reestablish a pro-Western Iraq, the Americans increasingly turned to the country's "authentic leaders" to maintain control while continuing to marginalize women. Efrati considers Iraqi women's efforts to preserve the progress they have made, utterly defeating the notion that they have been passive witnesses to history.
Britain has been engaged in the Middle East for over two centuries. During the Napoleonic Wars it expelled the French from Egypt. During World War I it helped to dismantle the Ottoman empire. During World War II, it defeated the Italians and Germans. In the post-war years, it attempted to reassert its domination of the Middle East but with little success. Today British forces in the region are fighting ISIS. Variously seen as intruders by most of the local populations and nationalists and as protectors by local pliant rulers, the British have been key arbiters in Middle Eastern politics. They created new states, determined who could hold power, resolved disputes and offered security to their clients. In this major new study, Peter Mangold shows how Britain sought to protect its changing interests in the region and assesses the British response to Arab nationalism. This book states that one calamitous result of the invasion and occupation of Iraq (2003) was the dismantling of the state and the destruction of all the structures and processes of government. The invading powers, the USA and UK, were obsessed with the removal of the regime of Saddam Hussein, which they regarded a clear danger and a serious threat to their strategies designs and in the region. To justify their atrocity, they trumped up a number of falsehoods and charges, such as the issue of WMD. Before that and over a period of 13 years, they had imposed unprecedented, fierce and relentless sanctions on the country. These sanctions not only impoverished and aggrieved the people of Iraq, but also instilled and deeply etched a sense of pessimistic impassivity among many Iraqis in that they felt no longer cared whatever the future might hold for them. The regime’s totalitarian nature also helped in creating this attitude. To add insult to injury, the provisional US-installed administration passed many resolutions which have had catastrophic consequences, such as the total dissolution of the security and armed forces and the de-baathification law. The hurriedly contrived new constitution confounded the situation even further and negatively impacted the integrity of the state. Exploiting the inconclusiveness and ambiguities contained in it, the Iraqi Kurdish Region became a de facto independent entity. In time, the central government became weaker than the regions. The hardest hit in this chaotic state of affairs was national unity. The sectarian and ethnic quota-based policies followed by the occupying forces and the expatriate Iraqis who came along with them dealt successive blows to the laws and institutions of the land which further disintegrated the Iraqi state. Iraq now is in dire need of national reconciliation programme aimed at re-uniting the people and the country.
