The establishment of fishery statistics and information systems in many countries of the General Fishery Commission for the Mediterranean (GFCM) continues to be considered a high priority activity, and the need to monitor fishing activities and provide fishery management at all levels with accurate, reliable and timely data which can interact with stock assessment and economic and socioeconomic studies for decision-making is constantly increasing. In accordance with FAO and the GFCM mandate, the objective of MedStat is to contribute to the sustainable and responsible fisheries management of fishery resources and fish production in the Mediterranean Sea through the implementation of a long-lasting statistical and information programme which will provide a sound basis for decision-making. The whole national statistical system developed within this activity consists of a set of databases and associated statistical data collection and implementation methodologies and procedures that primarily cover the fishing vessel census, catch and effort surveys, and other surveys targeting monitoring and management issues. Strengthening the capability of the fisheries institutions of the Mediterranean countries in marine fishery statistics and information systems, with a view to meeting the relevant national needs and requirements for participation in, and complementing in its entirety, the Mediterranean Fishery Statistics and Information System, is also considered a priority issue of MedStat.

This workshop stressed that the concept of reference points (RPs) needs to be closely connected to the management objective of concerned fisheries, taking into account various parameters such as maximum sustainable yield, economic and social benchmark and environment concern. Participants stressed the need to define different RPs for each dimension of management or to identify a single RP aimed at ensuring the sustainability of the system, thereby no longer limited to biological aspects. A review of possible approaches to setting RPs and indicators for Black Sea fisheries emphasized the dynamic nature of recent ecosystem changes. The traffic light approach was illustrated as a means of following dynamic changes and gaining a broad perspective on events at the ecosystem level. The workshop outlined the main RPs obtained by applying the bio-economic optimization models of effort and effort-catch as derived from the theory of population dynamics.

The aim of this paper is to analyse the trade in fish and fishery products in the Mediterranean basin. With reference to the fisheries sector, it appears that the influence of market forces on the management of fisheries (and vice-versa) is increasing. After an overview of recent trends in fishery production, the study focuses on the exchange of fishery products, based on data from UN-Comtrade and FAO and Eurostat data. The core of the study comprises an analysis of the fish trade between the two sides of the Mediterranean basin, the EU and the non-EU countries. At the European level, the trade in fish products between the northern and the southern Mediterranean is of particular importance when considering recent in production and consumption, as well as the legal framework covering both the production and trade sides of the fishery sector. The cross-sectoral analysis of fishery production and trade provides a number of conclusions and lessons for the future of fishery management.

In its thirtieth session the Commission reviewed the intersessional activities of its Scientific Advisory Committee (SAC) and its Committee on Aquaculture (CAQ). Based on the advice emanating from SAC and proposals by Members, the GFCM adopted respectively: three binding recommendations on fisheries management measures, including on fishing effort and on the protection of sensitive habitats; two recommendations on illegal, unreported and unregulated (IUU) fishing, including on the establishment of a black list of vessels and on data confidentiality procedure. It also endorsed three recommendations from the International Commission for the Conservation of Atlantic Tunas (ICCAT), including on the establishment of a programme for transshipment by large-scale longliners. The GFCM reiterated its satisfaction with progress made in the implementation of the five regional projects executed by FAO in support of the Commission. The Commission ascertained its financial situation and agreed to use arrears to build a Working Capital Fund. In the Secretariat, it established a post of Statistician and a post of Programmer/System Analyst. Work progress related to the new headquarters of the Commission was reviewed. The Commission decided to postpone the adjustments to its Rules of Procedure to its next plenary. The Commission established a Compliance Committee. It formalized the Environment Aquaculture Mediterranean Network (EAM) and the Statistical Information System on Aquaculture (SIPAM) as subsidiary bodies of CAQ, and endorsed the guidelines prepared by the Joint GFCM/ICCAT Working Group on Sustainable Tuna Farming. The Commission agreed on its programme of work and adopted its autonomous budget for the year 2006. The GFCM elected its new Bureau

A fishery is an area with an associated fish or aquatic population which is harvested for its value (commercial, recreational, subsistence). It can be saltwater or freshwater, wild or farmed. Examples are the salmon fishery of Alaska, the cod fishery off the Lofoten islands or the tuna fishery of the Eastern Pacific. Most fisheries are marine, rather than freshwater; most marine fisheries are based near the coast. This is not only because harvesting from relatively shallow waters is easier than in the open ocean, but also because fish are much more abundant near the coastal shelf, due to coastal upwelling and the abundance of nutrients available there. However, productive wild fisheries also exist in open oceans, particularly by seamounts, and inland in lakes and rivers. Most fisheries are wild fisheries, but increasingly fisheries are farmed. Farming can occur in coastal areas, such as with oyster farms, but more typically occur inland, in lakes, ponds, tanks and other enclosures. Bycatch – a term widely used to refer to part of the catch unintentionally caught during a fishing operation, in addition to target species, and consisting of the discards and incidental catch of vulnerable species – is considered one of the most important threats to the profitability and sustainability of fisheries, as well as to the conservation of the marine environment and ecosystems. Understanding the bycatch issue and adopting effective measures in order to reduce bycatch rates are essential steps towards minimizing the impacts on vulnerable species and ensuring both a sustainable fisheries sector and healthy seas. In the Mediterranean and the Black Sea, the incidental catch of vulnerable species – namely seabirds, sea turtles, elasmobranchs, marine mammals and macrobenthic invertebrates – represents one of several challenges for the industrial, semi-industrial and small-scale fisheries that coexist in the region, as well as for the diverse and sensitive ecosystems impacted. Typically, data on this issue have been collected in an opportunistic manner and in ways that make comparisons difficult. The annual absolute values of incidental catch of vulnerable species are not available: studies cover only a small portion of the total fishing activity and often present important knowledge gaps for many types of fishing gear, countries and/or subregions, as well as on temporal scales, for example, to establish reliable baselines. The result is that little is known of the scope of the problem, despite incidental catch being a significant pressure on the populations of vulnerable species, as well as a concern for fishers.This regional review is an attempt to compile, in one single document, all available data and historical records on the incidental catch of vulnerable species in the Mediterranean and Black Sea fisheries, obtained from existing literature, databases and other grey sources, and collated in a standardized and comparable way. The main objective is to provide comprehensive baseline information, earmark the main data gaps, as well as identify the most impacting types of fishing gear by taxonomic group. This work is a reminder of the importance of standardized data collection and the need to have baseline information in order to support decision-making in the identification of appropriate bycatch mitigation techniques, thus enabling analysis of their effectiveness and comparison over time and space, as well as facilitating the implementation of relevant conservation and/or management measures at the national, subregional and regional levels.
