Iraq and the Evolution of American Strategy by Steven Metz Pdf

Today the U.S. military is more nimble, mobile, and focused on rapid responses against smaller powers than ever before. One could argue that the Gulf War and the postwar standoff with Saddam Hussein hastened needed military transformation and strategic reassessments in the post-Cold War era. But the preoccupation with Iraq also mired the United States in the Middle East and led to a bloody occupation. What will American strategy look like after U.S. troops leave Iraq? Iraq and the Evolution of American Strategy examines the ways in which the Gulf War, the WMD standoff, the Iraq War, and the ongoing occupation have driven broader changes in U.S. national security policy and military strategy. Steven Metz answers three overarching questions: 1. How did the conflict with Iraq drive and shape broader changes in national security and military strategy? 2. Did policymakers and military leaders interpret the conflict correctly and make the most effective responses? 3. What does this process tell us about the process of change in America's national security and military strategy and in the evolution of its strategic culture? Metz concludes that the United States has a long-standing, continuing problem "developing sound assumptions when the opponent operates within a different psychological and cultural framework." He sees a pattern of misjudgments about Saddam and Iraq based on Western cultural and historical bias and a pervasive faith in the superiority of America's worldview and institutions. This myopia contributed to America being caught off guard by Saddam's invasion of Kuwait in 1990, then underestimating his longevity, and finally miscalculating the likelihood of a stable and democratic Iraq after he was toppled. With lessons for all readers concerned about America's role in the world, Dr. Metz's important new work will especially appeal to scholars and students of strategy and international security studies, as well as to military professionals and DOD civilians. With a foreword by Colin S. Gray.

U.S. Military Strategy in the Gulf (Routledge Revivals) by Amitav Acharya Pdf

First published in 1989, this title explores the nature and dimensions of the U.S. strategy in the Gulf in the formative years that followed the fall of the Shah, the Soviet invasion of Afghanistan and the outbreak of the Iran-Iraq war. It describes the formation of the U.S. Rapid Deployment Joint Task Force and the U.S. Central Command, their force structure and the network of U.S. bases and facilities in the region. The role of pro-Western countries in the wider region, in particular Pakistan, Egypt, Jordan, and Israel, in the formulation of strategy is discussed in detail, along with a more general assessment of the achievements and failures of U.S. strategy in the Gulf towards the end of the 1980s. In light of the persistent struggle for peace within the Middle East, this is a timely reissue, which will be of great interest to students researching U.S. military strategy over the past thirty years.

Unfinished Business by Kenneth M. Pollack,Raad Alkadiri,J. Scott Carpenter Pdf

Iraq still hangs in the balance. The dramatic improvements in Iraqi security between 2007 and 2009 have produced important, but incomplete changes in the nation's politics. These changes make it possible to imagine Iraq slowly muddling upward, building gradually toward a better future. But we must be constantly on guard against the considerable potential for Iraq to slip into all-out civil war. There are dozens of scenarios—from military coups, to official misconduct, to the assassination of one or two key leaders— that could spark such violence. In Unfinished Business, a team of five experts from across the political spectrum analyze the situation in Iraq. They present a well-reasoned and feasible path for U.S. policy toward Baghdad—one that would give priority to preventing Iraq from slipping into civil war or becoming an aggressive state but that would also lead to a clear American goal: a new, strong, and prosperous ally in the Middle East. Ultimately, the United States must condition the continuation of the U.S.-Iraqi relationship on the willingness of Iraqi political leaders to guide their country in the direction of greater stability, inclusivity, and effective governance.

While the involvement of the United States in counterinsurgency has a long history, it had faded in importance in the years following the end of the Cold War. When American forces first confronted it in Iraq, they were not fully prepared. Since then, the U.S. military and other government agencies have expended much effort to refine their counterinsurgency capabilities. But have they done enough?

The Iraq War by Anthony H. Cordesman Pdf

"In April of 2003, a stunned world looked on as the armed forces of the United States and Britain conducted a lightning-fast military campaign against Iraq. Confounding predictions of failure, the Anglo-American victory brought down not just the Iraqi regime, but also much of the conventional wisdom about modern war. But even as U.S. and British forces occupied Basra, Tikrit, and Mosul, the Iraqi nation slipped into anarchy - and new military and security challenges emerged." "In this book, respected military analyst Anthony Cordesman provides the first in-depth examination of the key issues swirling around the most significant U.S. war since Vietnam. Finding answers is essential if we are to understand the United States' awesome power and its place in a new age of international terror and regional conflict. Finding answers is also essential if we are to draw the proper lessons and understand the new challenges of conflict termination, peacemaking, and nation building."--BOOK JACKET.

American Strategy by Steven Metz Pdf

The combination of a congressionally-mandated Quadrennial Defense Review (QDR), a change of presidents, and shifts in the global security environment will force or allow American strategists to rethink some of the basic elements of U.S. strategy and decide if any changes need to be made. It is vital that the defense transformation process be strategy driven rather than dictated by budgets or technology alone. In other words, the first step in assessing the status and the future of American strategy is to examine the concepts and broad alternatives on which it is built. In this monograph, the author begins with a survey of the evolution of American defense strategy since the end of the Cold War. He then describes some the key issues which will shape the upcoming QDR and assesses a range of strategic alternatives ranging from the existing strategy to some new and innovative ones. For each alternative, he describes the key assumptions and the risks involved. He ends with a slate of recommendations including a controlled shift away from the focus on large-scale regional war with rogue states.

Confronting al Qaeda by Martha L. Cottam,Joe W. Huseby Pdf

Based on in-depth interviews with tribal Sheiks involved in the Awakening and their American military counterparts, Confronting al Qaeda is a study of decision-making processes and the political psychology of the Sunni Awakening in al Anbar. It traces the change in American military strategy that made the Awakening collaboration between the Sunni tribes and the U.S. forces possible. It explains how the evolution of the tribal leaders’ perspective and of the American military strategy led to defeat al Qaeda in al Anbar. The process of these changing mutual images is detailed as well as how the cooperation between groups led to further evolution of perceptions. Political and military realities urgently forced these perceptual and social identity shifts initially, but the process of cooperation and engagement accelerated these shifts through increasingly mutually beneficial cooperation and interaction during the battle with al Qaeda in Iraq.

Confronting Al Qaeda by Martha L. Cottam,Joe W. Huseby,Bruno Baltodano Pdf

By 2004, al Anbar Province in Iraq was one of the most dangerous places for American forces in Iraq. The province, which represents one-third of Iraqi territory, was wracked with violence committed by Iraqi national insurgent groups and increasingly by al Qaeda in Iraq (AQI). Yet by the spring of 2005 a dramatic change began as the Bedouin tribes of al Anbar began gradually to resist AQI and join forces with American Army and Marine forces. This turning of the tide began when the Albu Mahal tribe launched an attack against AQI in the district of al Qaim. This was the initial volley in what would become known as the Sunni Awakening. It reflected a profound shift in the Sunni tribes strategy that ultimately resulted in close cooperation with American forces in an effort to rid al Anbar of AQI. The tribes were being targeted by AQI, were increasingly marginalized by politicians in Baghdad, and were being disarmed by US-led forces, which they viewed as disrespectful intruders who had no desire to work with them. Their decision to engage, in a united front, militarily with AQI and then to partner with US forces was a very risky strategy. They knew this would result in the deaths of many tribal leaders and members as they fought AQI. American forces also underwent a change in strategy between 2004 and 2005, recognizing that their initial tough approach to the Sunnis backfired and produced insurgency. The American military forces gradually developed a new counterinsurgency strategy for al Anbar and began to encourage cooperation with the tribal leaders. They developed a relationship in which the US forces would provide training for police and army members, help build schools, restore electricity, irrigation, and many other facilities. In exchange, the tribes provided recruits for the army, police, and intelligence while they fought AQI in the al Anbar region. This alliance proved highly effective in combating AQI and in reducing the insurgent violence. By 2008, AQI was severely damaged in al Anbar and the province was relatively peaceful. Exiles began to return and the Sunnis participated more fully in the political process in Baghdad. Based on in-depth interviews with tribal Sheiks involved in the Awakening and their American military counterparts, the book is a study of decision-making process and the political psychology of the Sunni Awakening in al Anbar. It traces the change in American military strategy that made the Awakening collaboration between the Sunni tribes and the US forces possible. It explains how the evolution of the tribal leaders perspective and of the American military strategy led to defeat AQI in al Anbar. The process of these changing mutual images is detailed as well as how the cooperation between groups led to further evolution of perceptions. Political and military realities urgently forced these perceptual and social identity shifts initially, but the process of cooperation and engagement accelerated these shifts through increasingly mutually beneficial cooperation and interaction during the battle with AQI. Today, ISIS has retaken the capital city of al Anbar Province, Ramadi, and the Sunni willingness to make great sacrifices for al Anbar and Iraq as a whole seems to have evaporated. By explaining a key event that changed the course of the Iraq war, the book provides essential insight into the evolution of thinking behind this conflict that will need to be dealt with if the conflict is to ever be resolved."

The Iraq War by Williamson Murray,Robert H. Scales Pdf

In this unprecedented account of the intensive air and ground operations in Iraq, two of America’s most distinguished military historians bring clarity and depth to the first major war of the new millennium. Reaching beyond the blaring headlines, embedded videophone reports, and daily Centcom briefings, Williamson Murray and Robert Scales analyze events in light of past military experiences, present battleground realities, and future expectations. The Iraq War puts the recent conflict into context. Drawing on their extensive military expertise, the authors assess the opposing aims of the Coalition forces and the Iraqi regime and explain the day-to-day tactical and logistical decisions of infantry and air command, as British and American troops moved into Basra and Baghdad. They simultaneously step back to examine long-running debates within the U.S. Defense Department about the proper uses of military power and probe the strategic implications of those debates for America’s buildup to this war. Surveying the immense changes that have occurred in America’s armed forces between the Gulf conflicts of 1991 and 2003—changes in doctrine as well as weapons—this volume reveals critical meanings and lessons about the new “American way of war” as it has unfolded in Iraq.

Strategy by Sir Lawrence Freedman Pdf

Selected as a Financial Times Best Book of 2013 In Strategy: A History, Sir Lawrence Freedman, one of the world's leading authorities on war and international politics, captures the vast history of strategic thinking, in a consistently engaging and insightful account of how strategy came to pervade every aspect of our lives. The range of Freedman's narrative is extraordinary, moving from the surprisingly advanced strategy practiced in primate groups, to the opposing strategies of Achilles and Odysseus in The Iliad, the strategic advice of Sun Tzu and Machiavelli, the great military innovations of Baron Henri de Jomini and Carl von Clausewitz, the grounding of revolutionary strategy in class struggles by Marx, the insights into corporate strategy found in Peter Drucker and Alfred Sloan, and the contributions of the leading social scientists working on strategy today. The core issue at the heart of strategy, the author notes, is whether it is possible to manipulate and shape our environment rather than simply become the victim of forces beyond one's control. Time and again, Freedman demonstrates that the inherent unpredictability of this environment-subject to chance events, the efforts of opponents, the missteps of friends-provides strategy with its challenge and its drama. Armies or corporations or nations rarely move from one predictable state of affairs to another, but instead feel their way through a series of states, each one not quite what was anticipated, requiring a reappraisal of the original strategy, including its ultimate objective. Thus the picture of strategy that emerges in this book is one that is fluid and flexible, governed by the starting point, not the end point. A brilliant overview of the most prominent strategic theories in history, from David's use of deception against Goliath, to the modern use of game theory in economics, this masterful volume sums up a lifetime of reflection on strategy.

US Defence Strategy from Vietnam to Operation Iraqi Freedom by Robert R. Tomes Pdf

US Defence Strategy from Vietnam to Operation Iraqi Freedom examines the thirty-year transformation in American military thought and defence strategy that spanned from 1973 through 2003. During these three decades, new technology and operational practices helped form what observers dubbed a 'Revolution in Military Affairs' in the 1990s and a 'New American Way of War' in the 2000s. Robert R. Tomes tells for the first time the story of how innovative approaches to solving battlefield challenges gave rise to non-nuclear strategic strike, the quest to apply information technology to offset Soviet military advantages, and the rise of 'decisive operations' in American military strategy. He details an innovation process that began in the shadow of Vietnam, matured in the 1980s as Pentagon planners sought an integrated nuclear-conventional deterrent, and culminated with battles fought during blinding sandstorms on the road to Baghdad in 2003. An important contribution to military innovation studies, the book also presents an innovation framework applicable to current defence transformation efforts. This book will be of much interest to students of strategic studies, US defence policy and US politics in general.
