When the United States led the invasion of Iraq in March 2003, it expected to be able to establish a prosperous liberal democracy with an open economy that would serve as a key ally in the region. It sought to engage Iraqi society in ways that would defeat any challenge to that state building project and U.S. guidance of it. Eric Herring and Glen Rangwala argue that state building in Iraq has been crippled less by preexisting weaknesses in the Iraqi state, Iraqi sectarian divisions or U.S. policy mistakes than by the fact that the US has attempted-with only limited success-to control the parameters and outcome of that process. The attempt in 2004 to draft an interim constitution in Iraq and the effort to enact a permanent one in 2005 were unintended outcomes of the American occupation, which first sought to impose a constitution by its agents. This two-stage constitution-making paradigm, implemented in a wholly unplanned move by the Iraqis and their American sponsors, formed a kind of compromise between the populist-democratic project of Shi'ite clerics and America's external interference. As long as it was used in a coherent and legitimate way, the method held promise. Unfortunately, the logic of external imposition and political exclusion compromised the negotiations. Andrew Arato is the first person to record this historic process and analyze its special problems. He compares the drafting of the Iraqi constitution to similar, externally imposed constitutional revolutions by the United States, especially in Japan and Germany, and identifies the political missteps that contributed to problems of learning and legitimacy. Instead of claiming that the right model of constitution making would have maintained stability in Iraq, Arato focuses on the fragile opportunity for democratization that was strengthened only slightly by the methods used to draft a constitution. Ordinary Iraqis waited in line for basic necessities like clean water and fuel, while the number of civilians and soldiers killed escalated in tandem with the billions of U.S. tax dollars spent. Few would contest that the U.S. occupation of Iraq is a clear example of just how fraught a military occupation can become. In Occupational Hazards, David M. Edelstein elucidates the occasional successes of military occupations and their more frequent failures. Edelstein has identified twenty-six cases since 1815 in which an outside power seized control of a territory where the occupying party had no long-term claim on sovereignty. In a book that has implications for present-day policy, he draws evidence from such historical cases as well as from four current occupations—Bosnia, Kosovo, Afghanistan, and Iraq—where the outcome is not yet known. Occupation is difficult, in Edelstein's view, because ambitious goals require considerable time and resources, yet both the occupied population and the occupying power want occupation to end quickly and inexpensively; in drawn-out occupations, impatience grows and resources dwindle. This combination sabotages the occupying power's ability to accomplish two tasks: convince an occupied population to suppress its nationalist desires and sustain its own commitment to the occupation. Structural conditions and strategic choices play crucial roles in the success or failure of an occupation. In describing those factors, Edelstein prescribes a course of action for the future.
This monograph begins by examining prewar planning efforts or postwar Iraq, in order to establish what U.S. policymakers expected the postwar situation to look like and what their plans were for reconstruction. The monograph then examines the role of U.S. military forces after major combat officially ended on May 1, 2003; the analysis covers this period through the end of June 2004. Finally, the monograph examines civilian efforts at reconstruction after major combat ended, focusing on the activities of the Coalition Provisional Authority (CPA) and its efforts to rebuilding structures of governance, security forces, economic policy, and essential services prior to June 28, 2004, the day that the CPA dissolved and transferred authority to the Interim Iraqi Government. The authors conclude that the U.S. government was unprepared for the challenges of postwar Iraq for three reasons: a failure to challenge fundamental assumptions about postwar Iraq; ineffective interagency coordination; and the failure to assign responsibility and resources for providing security in the immediate aftermath of major combat operations.
