Islam and the Orthodox Church in contemporary Russia are usually studied in isolation from each other, and each in relation to the Kremlin; the latter demands the development of a home-grown and patriotic ‘religious traditionalism, as a bulwark against subversive ‘non-traditional’ imports. This volume breaks new ground by focusing on charismatic missionaries from both religions who bypass the hierarchies of their respective faith organizations and challenge the ‘traditionalism’ paradigm from within Russia's many religious traditions, and who give new meanings to the well-known catchwords of Russia's identity discourse. The Moscow priest Daniil Sysoev confronted the Russian Orthodox Church with ‘Uranopolitism’, a spiritual vision that defies patriotism and nationalism; the media-savvy Geidar Dzhemal projected an ‘Islamic Eurasianism’ and a world revolution for which Russia's Muslims would provide the vanguard; and the Islamic terrorist Said Buriatskii found respect among left- and right-wing Russians through his Islamic adaptation of Lev Gumilev's ‘passionarity’ paradigm. On the other side, Russian experts and journalists who propagate the official paradigm of Russia's ‘traditional Islam’ argue from either Orthodox or secularist perspectives, and fail to give content to the concept. The end of communism has revived the historical debate about Russia's relations with both the West and the East. In the nineteenth century, the Russian Empire's Middle Volga region (today's Tatarstan) was the site of a prolonged struggle between Russian Orthodoxy and Islam, each of which sought to solidify its influence among the frontier's mix of Turkic, Finno-Ugric, and Slavic peoples. The immediate catalyst of the events that Agnes Nilufer Kefeli chronicles in Becoming Muslim in Imperial Russia was the collective turn to Islam by many of the region's Krashens, the Muslim and animist Tatars who converted to Russian Orthodoxy between the sixteenth and eighteenth centuries.The traditional view holds that the apostates had really been Muslim all along or that their conversions had been forced by the state or undertaken voluntarily as a matter of convenience. In Kefeli’s view, this argument vastly oversimplifies the complexity of a region where many participated in the religious cultures of both Islam and Orthodox Christianity and where a vibrant Krashen community has survived to the present. By analyzing Russian, Eurasian, and Central Asian ethnographic, administrative, literary, and missionary sources, Kefeli shows how traditional education, with Sufi mystical components, helped to Islamize Finno-Ugric and Turkic peoples in the Kama-Volga countryside and set the stage for the development of modernist Islam in Russia.Of particular interest is Kefeli’s emphasis on the role that Tatar women (both Krashen and Muslim) played as holders and transmitters of Sufi knowledge. This paper examines the relations between the Kingdom of Saudi Arabia (Saudi Arabia) and the Russian Federation (RF) in the light of Muslim minority rights through analyzing the history of Islam in the Russian territory, with a focus on the rights of Muslims under the Tsarist rule since 1552 and during the existence of the Soviet Union. The first part of the paper suggests that, although Muslims are minority in modern Russia today, Islam established itself as an official religion in the Volga-Urals region and Caucasus during the early years of Islam. It also shows that the historical relations between Muslims and tsarist Russia were not always in conflict. The second part of the paper, which is based on Russian archival sources, presents a brief description of Soviet and Saudi Arabian diplomatic relations. The third part of the paper discusses the status of Islam and Muslims in modern Russia since the collapse of the Soviet Union and suggests that the tragedy of 9/11 and the US-led “Global War on Terror,” as its consequence resulted in religious discrimination and an anti-Islamic mood throughout the country. In 2002, the RF adopted a new law entitled, “On Fighting Extremist Activity.” This led to the decline of religious freedom, which directly harmed relations between Saudi Arabia and Russia. Donations coming from the Kingdom of Saudi Arabia through various channels were blocked, Saudi-funded institutions were banned as a part of the prevention of “Wahhabi” influences (which had been banned in Russia since 2002), and books (both original copies and translations) published in Saudi Arabia were banned as well. At the same time, the two governments continued working together on fighting against extremism, educational and cultural programs, and the development of Islamic banking in Russia. The last part of the essay includes some policy recommendations and concluding remarks.
