This book applies the concept of mediatization to the contemporary dynamic between war, media and society, with a focus on the Israel Defence Forces (IDF). Since the beginning of the 21st century the IDF has undergone an intensive process of mediatization that has transformed the media into an interpretative grid for many of its military activities and increasingly utilized media to garner public support and construct civilian perceptions of conflict and security through media activity and strategy. This process can be divided into four distinct chronological phases in accordance with the operational challenges confronted by the IDF during this period, from the Al-Aqsa Intifada of 2000, through Israeli unilateral disengagement from Gaza in 2005, and the second Lebanon war of 2006, to the series of Gaza confrontations of 2008-2014. The work shows how the IDF’s media policy evolved from a narrow perception of its role, and separation between operational and media actions to a cohesive and coherently articulated media strategy that is increasingly intertwined with military action and operational strategy and a vital component of strategic military aims and objectives. This strategic stance has led the IDF to adopt a global media perspective using the most advanced new media platforms, designed to influence public opinion and improve national narratives, both in Israel and the international community. By applying the concept of mediatization to the Israeli case, this book fills a research lacuna and offers a new prism for the study of media-military relations in contemporary conflicts. But the Israeli experience reveals a more general engagement where all states act strategically to build legitimacy for their policies and all resist attempts at delegitimation. To understand these processes it is necessary to see how politicized moral and legal judgments shape both the use of force by states and our judgments about the means and the outcomes. This is a book about legitimacy, military lawyers, and security. More particularly, it is about how the legitimacy of Israel’s asymmetric military operations cannot be detached from the politics of law and ethics. Sometimes it is enough that states respect the laws of armed conflict, but at other times they may be held to a higher standard. This does not happen in a vacuum. Rather it is the product of political engagement in the murky politics of international legitimacy where standards are negotiable and some states get a harder time than others. There is a strong theoretical analysis underpinning a discussion that constantly returns to the practical problems of modern armed conflict where combatants hide among civilians and states complain about the unrealistic expectations of human rights NGOs. Here, the law is unclear and there are choices to be made. The book presents new research into the involvement of Israeli military lawyers in operational targeting decision making that has life and death consequences. The case studies concern targeted killing during the Second Intifada, Israel’s 2006 Lebanon War, the 2009 Operation Cast Lead in Gaza and, finally, the 2010 Israeli maritime interception of the ‘Turkish Flotilla’ to Gaza. The investigation identifies a struggle between the proponents of human rights in war and those who promote the rights of states to deploy military force for the security of their citizens. But not all parties to a military conflict are held to the same standards. In fact, the analysis maps a complex political deployment of law and ethics in the strategic calculation of legitimacy costs and the diplomatic processes whereby they are contested, with policy implications for those in charge of the design and execution of military operations.

This study examines the combat actions in two operations in Lebanon and the Gaza Strip. The common denominator in these fights is the Israeli Defense Forces (IDF). Consequently the writing team focused on the impact that transformation had on this military organization before and after the Second Lebanon War of 2006 and in preparation for Operation CAST LEAD in the winter of 2008-09. The methodology and composition of the IDF's enemies, Hezbollah and Hamas, are studied as well. In Lebanon, the IDF pitted ill-trained soldiers and ill-educated officers, who attempted to carry out vague orders and unfamiliar tasks, against a small group of men with good weapons and a simple mission. This was the first open conflict in Israel's "cold war" with Iran and its proxy force of Hezbollah in what became known as the Second Lebanon War. The IDF Operation CAST LEAD against Hamas in 2008-09 was a small-scale affair in comparison to the multi-division attack into Lebanon in 2006. The former operation, however, restored confidence in both the government and armed forces in the eyes of the Israeli populace.
