Cost-benefit Analysis in Transport - a UK Perspective by Peter J. Mackie Pdf
Economic appraisal of transport projects in the UK, if dated from the studies of Coburn, Beesley and Reynolds (1960) and Foster and Beesley (1963), is now celebrating its fiftieth birthday. It has always been a controversial tool, generating accusations of unacceptable principle, improper application, inadequate evidence base and bias. One early application was to the appraisal of the proposed third London Airport where a critic labelled the project appraisal as "nonsense on stilts" and the method was defended against accusations of being "bastard science and/or insidious poison in the body politick" (Self 1970, Williams, 1973). Since that time, appraisal has found itself at the centre of public disputes about the road planning system, the treatment of environmental impacts, the socalled "roads generate traffic" issue and the relationship between transport and the economy. The Government established a special independent committee, SACTRA, to advise it. The 1997 Government undertook a review which led to the so-called New Approach to Appraisal, and in 2009 revisited and refreshedʺ the NATA, (...).
Sustainable Transportation by Henrik Gudmundsson,Ralph P. Hall,Greg Marsden,Josias Zietsman Pdf
This textbook provides an introduction to the concept of sustainability in the context of transportation planning, management, and decision-making. The book is divided into two parts. In the first part, indicators and frameworks for measuring sustainable development in the transportation sector are developed. In the second, the authors analyze actual planning and decision-making in transportation agencies in a variety of governance settings. This analysis of real-world case studies demonstrates the benefits and limitations of current approaches to sustainable development in transportation. The book concludes with a discussion on how to make sustainability count in transportation decision-making and practice.

The Economic Appraisal of Investment Projects at the EIB - 2nd Edition by European Investment Bank Pdf
The EIB performs economic appraisals of the projects it considers for investment. Thereby, it ensures that projects add sufficient value to society to merit support. Beyond considerations of financial profitability to investors, the economic appraisal also addresses the wider value generated by the project to society. This comprises benefits and costs to project final users, the taxpayer and third parties, allowing for all applicable market failures, such as environmental externalities. Since the publication of the first edition of this document in 2013, the EIB has been transformed into the EU Climate Bank. The way it values carbon emissions has been updated, as have various other elements of economic appraisal, in keeping with developments in the specialist literature, policy and practice. This second edition of the document gives the reader an updated view of how economic appraisal is currently conducted at the Bank. It also mentions the areas on which the EIB is currently working to ensure that it is at the forefront of economic appraisal practice.
