In the following pages the contents of these TATSU are presented, arranged by type and by the shipyards which did the construction. They are also presented graphically according to type and date of construction. Three salient points emerge from this analysis: (1) Construction of fleet units has concentrated overwhelmingly on carriers, with a notable deficiency of both heavy surface units and fleet type destroyers. (2) Beginning in 1943, a tremendous proportion of warship construction has been devoted to escort vessels. (3) Major shipbuilding has been carried on entirely in the home islands, with the bulk of it concentrated in a few shipyards in the great industrial areas of Japan. In referring to the TATSU it is important to remember that the date of announcement simply indicates that the ship was under construction at that time. There is no fixed correlation between this date and the date of completion. A destroyer ordinarily is in service within two or three months of its announcement. With larger ships the time lag is greater, and with smaller ships it is less. For purposes of graphic presentation the rate of construction for the last two months of 1944 has been estimated wherever practical.

From the US Navy comes Japanese Naval Ground Forces "Know Your Enemy!".....As the war draws closer to the main islands of JAPAN, enemy units are forced into new functions of home defense. Naval ground units, which played an important part in JAPAN's early victories, may assume an equally important role in the final attempt to deny beaches and approaches to troops invading the Empire. An earlier survey of this subject ("Weekly Intelligence," Vol. I, No. 12) pointed out that in the period immediately following the MARIANAS campaigns the overseas use of Naval ground units by the enemy was decreasing. The offensive power of these troops, blunted in the GILBERTS and MARSHALLS, had been largely ended during the NEW GUINEA and MARIANAS campaigns. Many units had been destroyed. Disbandment and absorption of others apparently indicated that JAPAN intended to confine Naval troops outside the Empire to purely defensive garrison and service functions. The PHILIPPINES campaign may result in the isolation of most of the remaining garrisons. In the Empire, however, the functions of Naval ground units remain important. The Navy bears the formal responsibility for the defense of harbors, Naval stations and the approaches to the Inland Sea. It seems likely, moreover, that reactivated and increased Naval ground troop units will cooperate with the Army in defensive fighting in almost any threatened locality. The home reservoir for Naval ground replacements is large. Despite recent heavy ship losses there has apparently been no curtailment in JAPAN's Naval training programs. The number of personnel awaiting assignment in receiving barracks, training schools and other shore stations must therefore be rapidly increasing. It is logical to assume that much of this surplus Naval personnel will be used to organize and enlarge to combat strength such badly-needed organizations as [anti-aircraft] AA Defense Units, Guard Units and Special Naval Landing Forces [SNLF] (now assigned primarily defensive functions). In any case, unattached Naval personnel awaiting assignment are at least given temporary combatant organization and duties as a part of the enemy's defensive preparations. Large numbers of permanent personnel attached to the Empire's many Naval Stations will also presumably be given an emergency defense role. Considerable new information on Naval ground units has appeared in official captured documents. This and other information is summarized in the three basic charts enclosed herewith, which are believed to present a more accurate view of the organization and disposition of Jap naval ground units than has hitherto been available.Reader please be advised that some of the charts and or maps may appear blurry and hard to read. The Elusive Enemy explores the evolution of U.S. intelligence concerning the combat capabilities of the Imperial Japanese Navy and its air arm during the interwar period and the Pacific War. Ford contends that the US Navy could not accurately determine the fighting efficiency of Japan’s forces until it engaged them in actual battle conditions over an extended period. As the conflict progressed, the Americans were able to rely on a growing array of intelligence material, including POWs, captured documents, and specimens of captured enemy weapons. These sources often revealed valuable information on the characteristics of Japanese equipment, as well as some of the ideas and doctrines which governed how they carried out their operations. First-hand observations of the Japanese navy’s performance in battle were the most frequently used source of intelligence which enabled the US Navy to develop a more informed assessment of its opponent. Ship crews, along with US aviators, were tasked to collect information by making a thorough observation of how the Japanese fought. Action reports described how the Imperial fleet demonstrated a number of weaknesses, the most important of which was a shortage of modern equipment and, after 1942, diminished air power. Yet, he demonstrates how the Japanese remained a resilient enemy who could be defeated only when the Americans deployed sufficient equipment and used it in an appropriate manner. The Office of Naval Intelligence, as well as the intelligence services operating in the Pacific theater, thus had to assess a wide array of conflicting characteristics, and provide a balanced evaluation concerning the strengths and weaknesses of the Imperial navy. At the same time, a large part of the intelligence analysis was undertaken by commanders in the Pacific Fleet. Naval personnel and aircrews assessed the information gained through encounters with the enemy so that they could develop a set of methods whereby US forces were able defeat the Japanese without incurring excessive casualties and losses. The intelligence services, in turn, played an important role in disseminating the information on the most efficient tactics and weapons that could be used to defeat the Imperial Fleet. The Elusive Enemy aims to explain how American perceptions concerning the Japanese navy evolved during the conflict, with a particular focus on the role of intelligence. It also seeks to introduce a new perspective on the question as to why the U.S. Navy carried out its campaigns during the Pacific War in the manner that it did.
