This has led to growing security concerns over the fallout of the Syrian conflict, and the sizeable contingents of battle-hardened European foreign fighters, who are seeking to return home. This book provides a comprehensive account of the rise of jihadist militancy in Europe and offers a detailed background for understanding the current and future threat. Based on a wide range of new primary sources, it traces the phenomenon back to the late 1980s, and the formation of jihadist support networks in Europe in the early 1990s. Combining analytical rigor with empirical richness, Petter Nesser offers a comprehensive account of patterns of terrorist cell formation and plots between 1995 and 2017. In contrast to existing research which has emphasized social explanations, failed immigration and homegrown radicalism, this book highlights the transnational aspects. It shows how jihadi terrorism in Europe is intrinsically linked to and reflects the ideological agendas of armed organizations in conflict zones, and how entrepreneurial jihad-veterans facilitate such trans-nationalization of militancy.
This book begins with an account of the evolution of improvised explosive devices using a number of micro case studies to explore how and why actors have initiated IED campaigns; how new and old technologies and expertise have been exploited and how ethical barriers to IED development and deployment have been dealt with. It proceeds to bring the evidence from the case studies together to identify themes and trends in IED development, before looking at what can realistically be done to mitigate the threat of IEDs in the new wars of the twenty first century. The book suggests that the advance and availability of a combination of technological factors, in conjunction with changes in the nature of contemporary conflicts, have led to the emergence of IEDs as the paradigmatic weapons of new wars. However their prevalence in contemporary and future conflicts is not inevitable, but rather depends on the willingness of multiple sets of actors at different levels to build a web of preventative measures to mitigate – if not eradicate – IED development and deployment.

Understanding Non-State Actors aims to reduce the scarcity of academic literature on armed non-state actors (NSAs) that have always been a part of world politics and wars. This monograph offers, possibly for the first time, a systematic historical review as well as a substantive theory of NSAs and their arming efforts. From the Jewish rebellions against Rome to the war between the Ukrainian separatists and the Ukrainian government, NSAs’ weapons acquisition has been vital for the build-up of their force, enabling both the employment of that force and its sustainability. While weapons are not necessarily the most important factor in military build-up, NSAs need weapons to fight, and revolts usually erupt after the organizers have acquired a certain number of weapons. Conversely, many revolts lose momentum and operations are not carried out, or turn ineffective, due to shortages of arms and ammunition. A major theme of this monograph is that in spite of dramatic political and technological changes, armed NSAs in different periods have employed similar methods to acquire weapons. Self-production, looting and stealing, external support, and the arms trade were always the major ways for NSAs to acquire weapons, though the importance of each method and the type of arms has changed remarkably over time. Understanding Non-State Actors discusses the factors – political, social, cultural, technological, and organizational – that have both facilitated and constrained the ability of NSAs to acquire arms. When human beings are at their worst – as they most certainly were in Rwanda during the 1994 genocide – the world needs the institutions of journalism and the media to be at their best. Sadly, in Rwanda, the media fell short. Media and Mass Atrocity revisits the case of Rwanda, but also examines how the nexus between media and mass atrocity has been shaped by the dramatic rise of social media. It has been twenty-five years since Rwanda slid into the abyss. The killings happened in broad daylight, but many of us turned away. A quarter century later, there is still much to learn about the relationship between the media and genocide, an issue laid bare by the Rwanda tragedy. Media and Mass Atrocity revisits the debate over the role of traditional news media in Rwanda, where, confronted by the horrors taking place, international news media, for the most part, turned away, and at times muddled the story when they did pay attention. Hate-media outlets in Rwanda played a role in laying the groundwork for genocide, and then actively encouraged the extermination campaign. The news media not only failed to fully grasp and communicate the genocide, but mostly overlooked the war crimes committed during the genocide and in its aftermath by the Rwandan Patriotic Front. The global media landscape has been transformed since Rwanda. We are now saturated with social media, generated as often as not by non-journalists. Mobile phones are everywhere. Social computing is concerned with the study of social behavior and social context based on computational systems. Behavioral modeling provides a representation of the social behavior, and allows for experimenting, scenario planning, and deep und- standing of behavior, patterns, and potential outcomes. The pervasive use of computer and Internet technologies by humans in everyday life provides an unprecedented en- ronment of various social activities that, due to the platforms under which they take place, generate large amounts of stored data as a by-product, often in systematically organized form. The Human Terrain System embedded civilians primarily in brigade combat teams (BCTs) in Iraq and Afghanistan between 2007 and 2014 to act as a collection and dispersal mechanism for sociocultural comprehension. Set against the backdrop of the program's evolution, the experiences of these social scientists clarifies the U.S. Army's decision to integrate social scientists at the tactical level in conflict. Based on interviews, program documents, material from Freedom of Information Act requests, and secondary sources, this book finds a series of limiting factors inhibiting social science research at the tactical level, common to both Iraq and Afghanistan. Complexity in integrating civilians into the military decision-making cycle, in creating timely research with a high level of fidelity, and in making granular research that resonated with brigade staff all contributed to inhibiting the overall effect of the Human Terrain System. Yet, while high operational tempo in contested spaces complicates social science research at the tactical level, the author argues that there is a continued requirement for a residual capability to be maintained by the U.S. Army.
